   The U.S. and the Philippines conducted a joint
    analysis which concluded that the key
    constraints to growth in the Philippines were
    a lack of fiscal space and weak governance,
    and that underlying both was pervasive
    corruption. Poor infrastructure and
    inadequate human capital were also identified
    as serious constraints, but were themselves
    exacerbated by poor governance.
   On November 16, 2011, the Philippines and the
    U.S. signed a PFG Joint Statement of Principles
    that aims to assist the Philippines achieve the
    goal of moving to a higher, sustained and more
    inclusive growth trajectory in line with other
    high-performing emerging economies. The PFG
    Joint Country Action Plan was launched soon
    thereafter to provide the framework for deeper
    bilateral engagement towards addressing the key
    constraints to economic growth and inclusive
    development.

    in early grade reading, and higher education

   To reduce opportunities for corruption, USAID is
    supporting the Civil Service Commission in
    reducing red tape & improving asset disclosure.
   The U.S. Agency for International Development is
    coordinating with other donors and the Global
    Fund to support quality TB treatment. USAID is
    helping increase access to quality maternal and
    newborn care and skilled service providers.
Facts & Figures:

   USAID is helping address both supply and
    demand constraints to broader adoption of
    mobile money (m-money) in the Philippines.
    Through the m-money, the U.S. is supporting 3
    strategic interventions: the payment system,
    government services, & electronic payroll
    distribution.
   To help accelerate inclusive growth, the U.S. is
    working with secondary cities to become engines
    of growth and innovation.

   The U.S., through the MCC Compact, has funded
    close to 800 small-scale infrastructure and
    community-led development projects through
    DSWD.
   The U.S. Department of Labor awarded a US$15-
    million grant to World Vision to combat child
    labor in sugarcane areas in the Philippines.
   USAID is assisting the Philippine judiciary to
    improve judicial efficiency.

   U.S. assistance to the Philippines will also
    improve environmental resilience.
   To support climate change adaptation efforts,
    the U.S. is integrating climate resilience and
    disaster risk reduction.
   In Mindanao, the U.S. is helping strengthen
    the foundations for a more peaceful and well-
    governed state in the conflict-affected areas.
Facts & Figures:

   The U.S. is the Philippines’ largest grant donor,
    providing more than US$318 million in U.S. FY 2012.
    Since 2001, the U.S. total assistance to the Philippines is
    more than US$2.4 billion (totaling about US$5.7 billion
    since 1986). Over the past five years (U.S. FYs 2008-
    2012), the U.S. has provided US$49.5 million in disaster
    response assistance to the Philippines.

   For FY 2013, the U.S. so far has provided an additional
    US$12.4 million in response to Typhoon Bopha (Pablo).
    Also, the U.S. provided disaster risk reduction
    assistance amounting to US$4 million in 2012 and US$6
    million in 2013.
