CSOs Improving Microfinance to Disabled Borrowers and Landmine Victims
ABSTRACT: How do civil society organisations (CSOs) affect microfinance? The aim of this paper is to apply a conceptual assessment of civil society organisations to microfinance. A preliminary literature review demonstrates that civil society organisations (CSOs) work with and sometimes pressure microfinance institutions (MFIs) to expand lending or targeting of excluding groups. MFIs operate in a microfinance sector embedded in a sociopolitical environment, which will include the civil society of a country. All countries have a civil society, but some countries have a strong civil society, while other countries have weak civil societies; for example, Somalia would be a country with a weak civil society. The assumption is that strong civil societies are conducive to microfinance operational stability. However, there is a sparse amount of research that connects civil society to microfinance; conceptual research demonstrates that civil society organisations could improve microfinance through developing a dialogue, voicing concerns, fighting corruption, and promoting financial inclusion of excluded groups of borrowers, notably the physical disabled. In former conflict regions, there are thousands of physically disabled people as a consequence of landmines/UXO. The landmine population is considered an underserved market using microfinance terminology. Unfortunately, there are few active and sustainable microfinance lending initiatives for landmine victims. Civil society organisations have a role to play in socioeconomic reintegration, including areas such as government policy, victim assistance, and information distribution, as well as pressuring MFIs to lend to physically disabled people.

Este documento es el Protocolo Facultativo de la Convención sobre los Derechos del Niño relativo a la participación de niños en los conflictos armados. Establece que la edad mínima para el reclutamiento voluntario en fuerzas armadas nacionales sea mayor a 15 años y prohíbe que grupos armados distintos a fuerzas estatales recluten o utilicen niños menores de 18 años. También fomenta la cooperación internacional para rehabilitar a niños víctimas de conflictos armados.

Este documento es el Pacto Internacional de Derechos Económicos, Sociales y Culturales adoptado por la Asamblea General de las Naciones Unidas en 1966. Reconoce una serie de derechos económicos, sociales y culturales, incluidos el derecho al trabajo, a condiciones de trabajo justas, a la seguridad social, a formar sindicatos, y a la protección de la familia. Los estados parte se comprometen a adoptar medidas progresivas para garantizar estos derechos sin discriminación.

Ley 1146 de 2007
La ley establece normas para prevenir la violencia sexual contra niños y atender a víctimas de abuso sexual. Crear un Comité Interinstitucional para coordinar políticas de prevención y atención. El Comité estará conformado por representantes de diferentes ministerios y entidades estatales. Tendrá funciones como formular políticas, evaluar programas, y hacer recomendaciones para prevenir el abuso sexual y atender a víctimas de manera integral.

Este documento es la Ley 800 de 2003 del Congreso de Colombia, mediante la cual se aprueban la Convención de las Naciones Unidas contra la Delincuencia Organizada Transnacional y el Protocolo para Prevenir, Reprimir y Sancionar la Trata de Personas. El documento incluye los textos de ambos instrumentos internacionales adoptados por la Asamblea General de la ONU en 2000, con el fin de combatir la delincuencia organizada transfronteriza y la trata de personas.
Ley 704 de 2001
Este documento resume la Ley 704 de 2001 mediante la cual Colombia aprueba el Convenio 182 de la OIT sobre la prohibición de las peores formas de trabajo infantil y la acción inmediata para su eliminación. El Convenio define las peores formas de trabajo infantil y establece medidas para su prohibición y eliminación, incluyendo programas de acción, sanciones, y cooperación internacional. Colombia ratifica este Convenio para proteger los derechos de los niños y combatir el trabajo infantil en el país.
Ley 515 de 1999
Este documento es la Ley 515 de 1999 mediante la cual Colombia aprueba el Convenio 138 de la Organización Internacional del Trabajo sobre la edad mínima de admisión al empleo. El convenio establece una edad mínima para el trabajo que garantice el desarrollo físico y mental de los menores y prohíbe el trabajo peligroso para menores de 18 años, aunque permite ciertas excepciones para trabajos ligeros o de formación para menores de entre 13 y 15 años.
Ley 424 de 1998
La ley 424 de 1998 ordena al Gobierno Nacional presentar anualmente informes a las comisiones del Congreso sobre el cumplimiento de los convenios internacionales suscritos por Colombia. Cada dependencia gubernamental encargada de ejecutar los tratados debe proveer información relevante al Ministerio de Relaciones Exteriores para incluir en dichos informes. El texto completo de esta ley se anexará a todos los convenios internacionales presentados al Congreso para su consideración.
Ley 75 de 1968
Este documento presenta una ley colombiana de 1968 que establece normas sobre la filiación y crea el Instituto Colombiano de Bienestar Familiar. La ley modifica artículos del Código Civil relacionados con el reconocimiento de hijos naturales, la investigación de la paternidad y los efectos del estado civil. También establece presunciones de paternidad natural y ordena exámenes médicos que pueden usarse como prueba en juicios de filiación.

CAKE: Sharing Slices of Confidential Data on Blockchain
Presented at the CAiSE 2024 Forum, Intelligent Information Systems, June 6th, Limassol, Cyprus.
Synopsis: Cooperative information systems typically involve various entities in a collaborative process within a distributed environment. Blockchain technology offers a mechanism for automating such processes, even when only partial trust exists among participants. The data stored on the blockchain is replicated across all nodes in the network, ensuring accessibility to all participants. While this aspect facilitates traceability, integrity, and persistence, it poses challenges for adopting public blockchains in enterprise settings due to confidentiality issues. In this paper, we present a software tool named Control Access via Key Encryption (CAKE), designed to ensure data confidentiality in scenarios involving public blockchains. After outlining its core components and functionalities, we showcase the application of CAKE in the context of a real-world cyber-security project within the logistics domain.
