North America.
• Hybrid is a diversified, non-asset based logistics provider. Being exclusively
independent, allegiance is to our customers and their service needs.
• Headquartered in Portland, Oregon, Hybrid operates offices in Florida, Georgia,
and Tennessee.

3. • In June of 2016, Hybrid was acquired by CAI International. A San
Francisco based Rail Container leasing and finance company.

• 7 BASICS Categories by which drivers are evaluated.
• Violations are weighted to both the driver and carrier.
• Weights are greater and longer on the driver then on the carrier.
• CARB Compliance.
• Motor carriers driving on California Highways. They do not need to be domicile in California.
• Power Unit (2010 Engine Specs)
• Trailer (Aerodynamic Appliance). Must be SmartWay approved.
• Tires (New or Retread). Must be SmartWay approved.
• Reduced capacity with seasonality pricing impacted.

• 15% Reduction of Driver Hours (82 down to 70).
• 34 Hour Reset. 2 Consecutive Days 1-5 AM within 34 Hours.

• Electronic Log Devices (ELD):
• Previously optional under CSA.
• Mandatory in 2017.
• Carrier adoption rate similar to CARB.
15. Regulations Impact
• HOS: Detention at shipper/consignee can impact driver’s driving hours.
With the number of available driving hours being cut, carriers charge
detention after 2 hours at the dock.
• CSA: Contributed to the driver shortage. “Big Brother” effect.
• CARB: Carriers reduced capacity servicing California. Others avoided
California altogether.
