A Company (as per the Companies Act 2013), a Registered Partnership Firm (under the Partnership Act,
1932) or Limited Liability Partnership (under the Limited Liability Partnership Act, 2008).
An entity shall be considered a “Startup” under this Uttarakhand Startup policy if it fulfils all the four
conditions given below or if the entity is recognized under the Startup India initiative and fulfils the third
condition below:
1. The date of incorporation / registration is not prior to seven years. In case an entity is engaged in
the biotech sector, the date of its incorporation / registration should not be prior to ten years;
2. Its annual turnover does not exceed Rs. 25.00 crore for any preceding financial year;
3. It is incorporated / registered in Uttarakhand or employs at least 50 percent of its total qualified
workforce from Uttarakhand, which shall not include contract employees;
4. Such an entity should not be an extension of existing family business; or formed by splitting up or
reconstruction of a business already in existence
An organization designed to support Startup companies during the early stages to help develop a scalable
business model through business support resources and services such as physical space, capital, coaching
and mentoring, common services including corporate and legal services and providing networking
opportunities.
Any entity funded or registered under any central or state government initiative support incubation shall
also be considered as an incubator for this policy. For instance, Technology Business Incubator (TBI) under
Department of Science & Technology, Atal Incubation Centre under NITI Aayog.
1. The incubator entity must be a registered entity falling under one of the following categories:
A. Society (under The Societies Registration Act, 1860)
B. Section 8 Company (under The Companies Act, 2013)
C. A Company (under The Companies Act, 2013)
D. Limited Liability Partnership (under The Limited Liability Partnership Act, 2008)
E. Public Charitable Trust (under The Indian Trusts Act, 1882)
2. The incubator entity should facilitate at least 3 months of in person or virtual interactions
between its incubatee and mentors when in operation
Angel Investors are usually affluent or high net worth individuals who provide early / seed stage financing
to Startups. In return for the capital they provide they receive ownership in the form of equity stake or
convertible debt in the invested entity.

An angel network is a group of angel investors who pool their investments together, and the pool, which
is professionally managed is used to fund early stage businesses. Angel groups, which pool the resources
and knowledge of their members, can overcome many limitations associated with solo investing and
investing in risky environments, such as emerging markets.
The process of translating an idea or invention into a good or service that creates value for which
customers will pay. Innovation involves deliberate application of information, imagination and initiative
in deriving greater or different values from resources.
University established or incorporated by or under a Central Act or a State Act, and includes any such
institution as may be recognized by University Grant Commission.
The Startup Council is a body constituting of members chosen from Government and Private background,
to monitor and implement the Startup Uttarakhand initiative.
Composition of Startup Council is given below:
1. Chief Secretary, Government of Uttarakhand (Chairman)
2. Principal Secretary, MSME. (Vice Chairman)
3. Secretary/Principal Secretary Finance, Uttarakhand Govt. or representative
4. Commissioner, Industries (Member Secretary)
5. Director, Industries (Member)
6. MD, SIIDCUL
7. Three representatives from Universities/colleges/reputed institutions
8. Representative from STPI (Software Technology Park of India)
9. Two representatives of reputed private entrepreneur/angel investor/venture capitalist
supporting maximum no. start-up entrepreneurs in the state to be nominated by the
chairman
10. One representative from Science & Technology Department of GoUK
11. One representative from industrial body such as CII/ASSOCHAM/PHDCCI etc.
12. One representative from SIDBI
13. Representatives from Sectoral Government Departments (need based)
Reputed institutions / organization as approved by the Startup Council as Nodal Agencies for reviewing
Startups application for recognition as well as monetary benefit under the Uttarakhand Startup policy,
mentoring Startups and entrepreneur across state, providing access to agency’s lab, equipment and other
facility to Startups and entrepreneur.

The Task Force is a body constituting of members chosen from Government to work with Nodal Agencies
for final approval of Startup applications, under the Startup Uttarakhand initiative (financial approvals
upto INR 7.5 lakhs).
Composition of Task Force is given below:
1. Principal Secretary, MSME (Vice Chairman)
2. Director, Industries (Member Secretary)
3. MD, SIIDCUL
4. Financial Controller (Industries/SIIDCUL)
Expense of the following nature shall be considered as marketing/publicity expense:
1. Media purchase to promote startup product / service across digital, print, TV, radio and Out of
Home media.
2. Expense for media development such as creative, jingles, brochures, etc. as may be required.
3. Cost for setting up stall or counter at a business relevant exhibition in India or abroad. The cost
shall include economy class travel / AC three tier and three star stay for the duration of the event
for two individuals working with the company for at least last three months.
Please note that the sales discount shall not form part of marketing expense.

The registration can be done online by simply filling a standard form online (Annexure 1) and uploading
the Company Incorporation / Registration certificate.
1. The entity will have to submit its application online (Annexure 1).
2. The Nodal Agency (Annexure 2) on satisfaction will certify the registration proposal online within
2 weeks which will be forwarded to the Task Force.
3. All proposals forwarded to the Task Force, will be reviewed twice a month, and results of which
shall be notified on the Startup Uttarakhand website.
4. Result will be emailed to Startup directly and will also be published online.
1. Monthly Allowance of Rs. 20,000 (for a period of one year) will be paid to the startups selected by
the Startup Council, provided if they fulfill any of the following conditions:
A. Startup has got total equity financing by SEBI registered AIF Category 1 & 2 fund or Angel
Networks in the range of (at least) Rs. 5 lakhs to Rs. 100 lakhs; or
B. Sanction letter of funding / grant to the entity by Government of India or any State
Government; or
C. The startup has got a revenue run rate of anywhere between Rs. 50,000 to Rs. 10 lakhs per
month over the last three months.
If the Startup is operating a business in any of the focus sectors (as per policy) or
SC/ST/women/physically challenged startup entrepreneurs or belong to Category-A district of
Uttarakhand (list will be available on portal), the monthly allowance benefit will be increased to Rs.
30,000.
2. Product Development and Marketing/ Publicity assistance up to Rs. 5.0 lakhs (given one time), which
may be given to a recognized Startup entity for introduction of innovated product in the market, if it
fulfills any of the following conditions:
A. Startup has got total equity financing by SEBI registered AIF Category 1 & 2 fund or Angel
Networks of at least Rs. 10 lakhs; or
B. Sanction Letter of funding / grant to the entity by Government of India or any State
Government of at least Rs. 2 lakhs; or
C. The startup has got a revenue run rate of Rs. 2.5 lakhs per month over last three months at
least.
If the Startup is operating a business in any of the focus sectors (as per policy) or
SC/ST/women/physically challenged startup entrepreneurs or belong to Category-A district of
Uttarakhand (list will be available on portal), the product development and marketing assistance
allowance will be increased to Rs 7.5 lakh.
3. Need based assistance (max. upto Rs. 5 lakhs) which may be considered on case to case basis to
Startups recognized by Startup Council towards cost of raw material / components and other
related equipment required for the innovative process for new product development / existing
product improvement.

However, this assistance will be provided only in case(s) where innovation is dependent on
specific raw material / equipment and subject to approval by the Startup Council.
1. Once recognized, the startup can apply for the monetary benefit with Startup Uttarakhand
initiative by filling a standard form online (Annexure 3) and submitting required due diligence
documents (Annexure 4).
2. The Nodal Agency will review the monetary applications of startups and will share the review
online with the Task Force. Nodal Institute may schedule a call or a meeting with the entity as
they may deem necessary.
3. All proposals forwarded to the Task Force, will be reviewed once a month, and results of which
shall be notified on the Startup Uttarakhand website.
4. Once approved by the Task Force (for benefits upto Rs. 7.5 Lakhs), Startup will receive the
monetary benefit directly in their bank account.
5. For benefits above Rs. 7.5 lakhs, Task Force would collate relevant proposals to Startup Council
for necessary for approval.
1. Monthly Allowance:
a. Payment will be made for a period of one year.
b. Monthly payment for the first six months will be made directly to eligible startup
registered bank account monthly.
c. Six months onward the Startup shall submit a utilization report to the nodal agency which
highlights the use of the monthly allowance in the past six month with supporting
documents and bills, where applicable
d. Six months onward, payment will be released based on the utilization report which
highlights the use of the monthly allowance in the past six months with supporting
documents and bills, where applicable submitted by the Startup online to the Nodal
agency 15 days before completion of first six months.
e. Startups can only avail this benefit once.
2. Marketing Assistance:
a. Startup will have to submit a pro-forma marketing plan online (Annexure 5).
b. If approved, one-time payment will be made directly to eligible startup registered bank
account in advance.
c. 50% of the payment will be made in advance and remaining 50% will be reimbursed.
d. The Startup must submit bills for all the marketing expense within one year of receiving
the grant.
e. Startups are eligible to re-apply for the benefit.
3. Need based Assistance:
a. Startup will have to submit a pro-forma form online (Annexure 6).
b. If approved, one-time payment will be made directly to eligible startup registered bank
account in advance.
c. The Startup must submit bills for all the expense within six months of receiving the grant.
d. Startups are eligible to re-apply for the benefit.

4. Stamp Duty- All Startups that have been recognised under this policy, will be entitled to 50%
reimbursement of stamp duty on lease deed/purchase of space
If the Startup is operating a business in any of the focus sectors (mentioned in policy) or
SC/ST/women/physically challenged startup entrepreneurs or belong to Category-A district of
Uttarakhand (list will be available on portal; as classified under MSME Policy 2015), they would
be entitled to a 100% stamp duty reimbursement.
Method for reimbursement of Stamp Duty-
All recognized startups filing for Stamp Duty reimbursement must submit necessary bills to Nodal
Agency. These documents would then be reviewed by the Nodal Agency and submitted to Task
Force for necessary approval.
5. SGST- Startups that have been recognised under this policy, and are in the process of deploying
their products and services (on B2C sale) in Uttarakhand, will be entitled for 100% reimbursement
of SGST paid in Uttarakhand State (upto Rs. 5 lakhs), by the said Startup entity. The above
reimbursement shall be given as a one-time reimbursement only of state GST paid in sales of
goods for a period of 3 years up to a maximum of INR 5 lakh per startup per year, if the following
conditions are met:
a. The startup should be incorporated in Uttarakhand
b. The startup should have an annual turnover of less than Rs. 1 Crore per annum
c. Proof of taxes paid issued by the competent authority must be presented
Method for reimbursement of SGST-
As per MSME Policy 2015, Startups recognized by Task Force, entities may apply for re-
imbursement.

The registration can be done online by simply filling a standard form online (Annexure 7) and uploading
the Company Incorporation / Registration certificate.
1. Existing / Aspiring incubator may apply for monetary benefit for incubator online by fulling an
applicable form (Annexure 7) and submitting required due diligence documents (Annexure 8).
2. Task Force will collate all application and will present to the Startup Council for final approval.
Result will be emailed to the existing / aspiring incubator directly and will also be published online.
3. Once approved, by the Startup Council, existing / aspiring incubator will receive the monetary
benefit directly in their bank account subject to clearance by Startup Secretariat on due diligence
documents.
One-Time Capital Grant of 50% of the capital cost (excluding the cost of building and land) up to a
maximum of Rs.1 crore, which may be given to an approved incubator to set up or scale up incubation
facility.
Incubators recognized by Startup Council will be given Rs. 2 lakhs per year as part of operating and
management expenses, for a period of 3 years.
1. One-Time Capital Grant:
A. Aspiring / Existing incubator established in a University / Educational Institute will be
eligible for one-time capital grant of up to INR 1.0 crore.
B. Aspiring / Existing incubator should dedicate a minimum of 5,000 sq. feet of carpet area
to the incubatee.
2. Running Expense
A. Applying body should be an existing Incubator, as per Incubator definition given in Startup
Uttarakhand policy.
1. One-Time Capital Grant:
A. The grant will be disbursed in a phased manner as per the budget plan submitted by the
applicant and approved by the Task Force.
B. The grant will be disbursed in proportion to the funds brought in by the party, as
mentioned in the budget plan and subsequently approved by Task Force.
2. Running Expense
A. One-time payment will be made directly to eligible incubator registered bank account.

To avail the benefits announced in the Startup Uttarakhand initiative, an entity would be required to be
recognized as a Startup. To this effect, it would be required to apply online along with a note on
innovation. All such registering entities applications need to be carefully reviewed by an expert committee
hosted under Nodal Agency.
To review application for Startups recognition and to review the merit of the application for monetary
grant under Startup Uttarakhand initiative.
They will also provide-
1. Mentorship to Startups and entrepreneur across state
2. Access to labs, equipment and other facility to Startups and entrepreneurs
Nodal agencies will be paid per application basis, with a fee of INR 500 (INR 1000) for each application
reviewed for startup recognition (for financial benefit).
The bill for the fee will be auto generated by the system monthly and will be presented to the task force
for approval. Once approved, the funds would be directly transferred to the Bank A/c of the Nodal
Institute.
Nodal Institute selection will be on an invite basis only. The selected Nodal Institute will have to fill up
simple details (Annexure 9).

1. The incubator will be required to put in place the requisite physical infrastructure
(shared/specific) such as laboratory and workshop facilities, utilities, support services, pre-
incubation services, networking, mentoring and other facilities within a period of six months from
the date of release of funds for capital and operational expenditure
2. The incubator would also put in place a dedicated full time Chief Executive Officer (CEO) with
desired domain and management expertise and other core team/supporting staff for its
successful operations within six months from the date of release of funds. The applicant will have
full freedom to decide the composition, recruitment and compensation of the CEO as well as the
management team of the incubator.
3. The incubator should develop appropriate linkages with other parties to ensure its success.
4. The incubator would evolve a transparent system for selection of incubatees. The incubatees
would be admitted subject to fulfilling the admission criteria and the incubator would enter into
an appropriate agreement with the incubatees.
5. Each incubator would be required to have a website of its own, which should be updated on a
continuous basis.
6. The incubator is required to send online i) progress report; ii) audited statement of accounts and
Balance Sheet; to the Task Force at the end of each financial year as well as at the time of seeking
further instalments of the grant, if any. However, companies and individuals would be required
to submit a yearly expenditure statement for the full amount (including their own contribution)
to ensure that matching funding is released.
7. The budget plan should consider all the expenses and tax liabilities and cost of insurance specified
in the work order, levies and other impositions applicable under the prevailing law.
8. The incubator will be reviewed bi-yearly based on a comparison of the proposed budget plan vs
the actual expenditure and physical performance. The release of grants after the first year and
each subsequent year will be based on satisfactory performance.
9. Concerned officers of the Task Force or its authorized representatives may visit the organization
periodically for ascertaining the progress of work and resolving any difficulties that might be
encountered during implementation
10. The Task Force reserves the right to terminate support to the project at any stage, if it is convinced
that the grant is not being utilized properly or that appropriate progress in the project work is not
being made. The entire amount will be treated as a sunk cost and the assets will be written-off by
the Task Force.
11. All the assets acquired or created from the grant should not be disposed-off or encumbered or
utilized for purpose other than those for which the grant has been sanctioned without the prior
permission of the Task Force.
12. The grantee must not entrust the implementation of the work for which the grant is being
sanctioned to another institution and divert the grant receipts as assistance to the latter
institution.
13. In case any information provided is found to be false, the Startup / Incubator registration will
stand cancel and they will have to repay any money (if availed) within six months else strict action
will be taken as per government rules.

Page | 3 A Company (as per the Companies Act 2013), a Registered Partnership Firm (under the Partnership Act, 1932) or Limited Liability Partnership (under the Limited Liability Partnership Act, 2008). An entity shall be considered a “Startup” under this Uttarakhand Startup policy if it fulfils all the four conditions given below or if the entity is recognized under the Startup India initiative and fulfils the third condition below: 1. The date of incorporation / registration is not prior to seven years. In case an entity is engaged in the biotech sector, the date of its incorporation / registration should not be prior to ten years; 2. Its annual turnover does not exceed Rs. 25.00 crore for any preceding financial year; 3. It is incorporated / registered in Uttarakhand or employs at least 50 percent of its total qualified workforce from Uttarakhand, which shall not include contract employees; 4. Such an entity should not be an extension of existing family business; or formed by splitting up or reconstruction of a business already in existence An organization designed to support Startup companies during the early stages to help develop a scalable business model through business support resources and services such as physical space, capital, coaching and mentoring, common services including corporate and legal services and providing networking opportunities. Any entity funded or registered under any central or state government initiative support incubation shall also be considered as an incubator for this policy. For instance, Technology Business Incubator (TBI) under Department of Science & Technology, Atal Incubation Centre under NITI Aayog. 1. The incubator entity must be a registered entity falling under one of the following categories: A. Society (under The Societies Registration Act, 1860) B. Section 8 Company (under The Companies Act, 2013) C. A Company (under The Companies Act, 2013) D. Limited Liability Partnership (under The Limited Liability Partnership Act, 2008) E. Public Charitable Trust (under The Indian Trusts Act, 1882) 2. The incubator entity should facilitate at least 3 months of in person or virtual interactions between its incubatee and mentors when in operation Angel Investors are usually affluent or high net worth individuals who provide early / seed stage financing to Startups. In return for the capital they provide they receive ownership in the form of equity stake or convertible debt in the invested entity.
  • 5. Page | 4 An angel network is a group of angel investors who pool their investments together, and the pool, which is professionally managed is used to fund early stage businesses. Angel groups, which pool the resources and knowledge of their members, can overcome many limitations associated with solo investing and investing in risky environments, such as emerging markets. The process of translating an idea or invention into a good or service that creates value for which customers will pay. Innovation involves deliberate application of information, imagination and initiative in deriving greater or different values from resources. University established or incorporated by or under a Central Act or a State Act, and includes any such institution as may be recognized by University Grant Commission. The Startup Council is a body constituting of members chosen from Government and Private background, to monitor and implement the Startup Uttarakhand initiative. Composition of Startup Council is given below: 1. Chief Secretary, Government of Uttarakhand (Chairman) 2. Principal Secretary, MSME. (Vice Chairman) 3. Secretary/Principal Secretary Finance, Uttarakhand Govt. or representative 4. Commissioner, Industries (Member Secretary) 5. Director, Industries (Member) 6. MD, SIIDCUL 7. Three representatives from Universities/colleges/reputed institutions 8. Representative from STPI (Software Technology Park of India) 9. Two representatives of reputed private entrepreneur/angel investor/venture capitalist supporting maximum no. start-up entrepreneurs in the state to be nominated by the chairman 10. One representative from Science & Technology Department of GoUK 11. One representative from industrial body such as CII/ASSOCHAM/PHDCCI etc. 12. One representative from SIDBI 13. Representatives from Sectoral Government Departments (need based) Reputed institutions / organization as approved by the Startup Council as Nodal Agencies for reviewing Startups application for recognition as well as monetary benefit under the Uttarakhand Startup policy, mentoring Startups and entrepreneur across state, providing access to agency’s lab, equipment and other facility to Startups and entrepreneur.

Page | 5 The Task Force is a body constituting of members chosen from Government to work with Nodal Agencies for final approval of Startup applications, under the Startup Uttarakhand initiative (financial approvals upto INR 7.5 lakhs). Composition of Task Force is given below: 1. Principal Secretary, MSME (Vice Chairman) 2. Director, Industries (Member Secretary) 3. MD, SIIDCUL 4. Financial Controller (Industries/SIIDCUL) Expense of the following nature shall be considered as marketing/publicity expense: 1. Media purchase to promote startup product / service across digital, print, TV, radio and Out of Home media. 2. Expense for media development such as creative, jingles, brochures, etc. as may be required. 3. Cost for setting up stall or counter at a business relevant exhibition in India or abroad. The cost shall include economy class travel / AC three tier and three star stay for the duration of the event for two individuals working with the company for at least last three months. Please note that the sales discount shall not form part of marketing expense.
  • 7. Page | 6 The registration can be done online by simply filling a standard form online (Annexure 1) and uploading the Company Incorporation / Registration certificate. 1. The entity will have to submit its application online (Annexure 1). 2. The Nodal Agency (Annexure 2) on satisfaction will certify the registration proposal online within 2 weeks which will be forwarded to the Task Force. 3. All proposals forwarded to the Task Force, will be reviewed twice a month, and results of which shall be notified on the Startup Uttarakhand website. 4. Result will be emailed to Startup directly and will also be published online. 1. Monthly Allowance of Rs. 20,000 (for a period of one year) will be paid to the startups selected by the Startup Council, provided if they fulfill any of the following conditions: A. Startup has got total equity financing by SEBI registered AIF Category 1 & 2 fund or Angel Networks in the range of (at least) Rs. 5 lakhs to Rs. 100 lakhs; or B. Sanction letter of funding / grant to the entity by Government of India or any State Government; or C. The startup has got a revenue run rate of anywhere between Rs. 50,000 to Rs. 10 lakhs per month over the last three months. If the Startup is operating a business in any of the focus sectors (as per policy) or SC/ST/women/physically challenged startup entrepreneurs or belong to Category-A district of Uttarakhand (list will be available on portal), the monthly allowance benefit will be increased to Rs. 30,000. 2. Product Development and Marketing/ Publicity assistance up to Rs. 5.0 lakhs (given one time), which may be given to a recognized Startup entity for introduction of innovated product in the market, if it fulfills any of the following conditions: A. Startup has got total equity financing by SEBI registered AIF Category 1 & 2 fund or Angel Networks of at least Rs. 10 lakhs; or B. Sanction Letter of funding / grant to the entity by Government of India or any State Government of at least Rs. 2 lakhs; or C. The startup has got a revenue run rate of Rs. 2.5 lakhs per month over last three months at least. If the Startup is operating a business in any of the focus sectors (as per policy) or SC/ST/women/physically challenged startup entrepreneurs or belong to Category-A district of Uttarakhand (list will be available on portal), the product development and marketing assistance allowance will be increased to Rs 7.5 lakh. 3. Need based assistance (max. upto Rs. 5 lakhs) which may be considered on case to case basis to Startups recognized by Startup Council towards cost of raw material / components and other related equipment required for the innovative process for new product development / existing product improvement.
  • 8. Page | 7 However, this assistance will be provided only in case(s) where innovation is dependent on specific raw material / equipment and subject to approval by the Startup Council. 1. Once recognized, the startup can apply for the monetary benefit with Startup Uttarakhand initiative by filling a standard form online (Annexure 3) and submitting required due diligence documents (Annexure 4). 2. The Nodal Agency will review the monetary applications of startups and will share the review online with the Task Force. Nodal Institute may schedule a call or a meeting with the entity as they may deem necessary. 3. All proposals forwarded to the Task Force, will be reviewed once a month, and results of which shall be notified on the Startup Uttarakhand website. 4. Once approved by the Task Force (for benefits upto Rs. 7.5 Lakhs), Startup will receive the monetary benefit directly in their bank account. 5. For benefits above Rs. 7.5 lakhs, Task Force would collate relevant proposals to Startup Council for necessary for approval. 1. Monthly Allowance: a. Payment will be made for a period of one year. b. Monthly payment for the first six months will be made directly to eligible startup registered bank account monthly. c. Six months onward the Startup shall submit a utilization report to the nodal agency which highlights the use of the monthly allowance in the past six month with supporting documents and bills, where applicable d. Six months onward, payment will be released based on the utilization report which highlights the use of the monthly allowance in the past six months with supporting documents and bills, where applicable submitted by the Startup online to the Nodal agency 15 days before completion of first six months. e. Startups can only avail this benefit once. 2. Marketing Assistance: a. Startup will have to submit a pro-forma marketing plan online (Annexure 5). b. If approved, one-time payment will be made directly to eligible startup registered bank account in advance. c. 50% of the payment will be made in advance and remaining 50% will be reimbursed. d. The Startup must submit bills for all the marketing expense within one year of receiving the grant. e. Startups are eligible to re-apply for the benefit. 3. Need based Assistance: a. Startup will have to submit a pro-forma form online (Annexure 6). b. If approved, one-time payment will be made directly to eligible startup registered bank account in advance. c. The Startup must submit bills for all the expense within six months of receiving the grant. d. Startups are eligible to re-apply for the benefit.

Stamp Duty- All Startups that have been recognised under this policy, will be entitled to 50% reimbursement of stamp duty on lease deed/purchase of space If the Startup is operating a business in any of the focus sectors (mentioned in policy) or SC/ST/women/physically challenged startup entrepreneurs or belong to Category-A district of Uttarakhand (list will be available on portal; as classified under MSME Policy 2015), they would be entitled to a 100% stamp duty reimbursement. Method for reimbursement of Stamp Duty- All recognized startups filing for Stamp Duty reimbursement must submit necessary bills to Nodal Agency. These documents would then be reviewed by the Nodal Agency and submitted to Task Force for necessary approval. 5. SGST- Startups that have been recognised under this policy, and are in the process of deploying their products and services (on B2C sale) in Uttarakhand, will be entitled for 100% reimbursement of SGST paid in Uttarakhand State (upto Rs. 5 lakhs), by the said Startup entity. The above reimbursement shall be given as a one-time reimbursement only of state GST paid in sales of goods for a period of 3 years up to a maximum of INR 5 lakh per startup per year, if the following conditions are met: a. The startup should be incorporated in Uttarakhand b. The startup should have an annual turnover of less than Rs. 1 Crore per annum c. Proof of taxes paid issued by the competent authority must be presented Method for reimbursement of SGST- As per MSME Policy 2015, Startups recognized by Task Force, entities may apply for re- imbursement.
  • 10. Page | 9 The registration can be done online by simply filling a standard form online (Annexure 7) and uploading the Company Incorporation / Registration certificate. 1. Existing / Aspiring incubator may apply for monetary benefit for incubator online by fulling an applicable form (Annexure 7) and submitting required due diligence documents (Annexure 8). 2. Task Force will collate all application and will present to the Startup Council for final approval. Result will be emailed to the existing / aspiring incubator directly and will also be published online. 3. Once approved, by the Startup Council, existing / aspiring incubator will receive the monetary benefit directly in their bank account subject to clearance by Startup Secretariat on due diligence documents. One-Time Capital Grant of 50% of the capital cost (excluding the cost of building and land) up to a maximum of Rs.1 crore, which may be given to an approved incubator to set up or scale up incubation facility. Incubators recognized by Startup Council will be given Rs. 2 lakhs per year as part of operating and management expenses, for a period of 3 years. 1. One-Time Capital Grant: A. Aspiring / Existing incubator established in a University / Educational Institute will be eligible for one-time capital grant of up to INR 1.0 crore. B. Aspiring / Existing incubator should dedicate a minimum of 5,000 sq. feet of carpet area to the incubatee. 2. Running Expense A. Applying body should be an existing Incubator, as per Incubator definition given in Startup Uttarakhand policy. 1. One-Time Capital Grant: A. The grant will be disbursed in a phased manner as per the budget plan submitted by the applicant and approved by the Task Force. B. The grant will be disbursed in proportion to the funds brought in by the party, as mentioned in the budget plan and subsequently approved by Task Force. 2. Running Expense A. One-time payment will be made directly to eligible incubator registered bank account.
  • 11. Page | 10 To avail the benefits announced in the Startup Uttarakhand initiative, an entity would be required to be recognized as a Startup. To this effect, it would be required to apply online along with a note on innovation. All such registering entities applications need to be carefully reviewed by an expert committee hosted under Nodal Agency. To review application for Startups recognition and to review the merit of the application for monetary grant under Startup Uttarakhand initiative. They will also provide- 1. Mentorship to Startups and entrepreneur across state 2. Access to labs, equipment and other facility to Startups and entrepreneurs Nodal agencies will be paid per application basis, with a fee of INR 500 (INR 1000) for each application reviewed for startup recognition (for financial benefit). The bill for the fee will be auto generated by the system monthly and will be presented to the task force for approval. Once approved, the funds would be directly transferred to the Bank A/c of the Nodal Institute. Nodal Institute selection will be on an invite basis only. The selected Nodal Institute will have to fill up simple details (Annexure 9).

The incubator will be required to put in place the requisite physical infrastructure (shared/specific) such as laboratory and workshop facilities, utilities, support services, pre- incubation services, networking, mentoring and other facilities within a period of six months from the date of release of funds for capital and operational expenditure 2. The incubator would also put in place a dedicated full time Chief Executive Officer (CEO) with desired domain and management expertise and other core team/supporting staff for its successful operations within six months from the date of release of funds. The applicant will have full freedom to decide the composition, recruitment and compensation of the CEO as well as the management team of the incubator. 3. The incubator should develop appropriate linkages with other parties to ensure its success. 4. The incubator would evolve a transparent system for selection of incubatees. The incubatees would be admitted subject to fulfilling the admission criteria and the incubator would enter into an appropriate agreement with the incubatees. 5. Each incubator would be required to have a website of its own, which should be updated on a continuous basis. 6. The incubator is required to send online i) progress report; ii) audited statement of accounts and Balance Sheet; to the Task Force at the end of each financial year as well as at the time of seeking further instalments of the grant, if any. However, companies and individuals would be required to submit a yearly expenditure statement for the full amount (including their own contribution) to ensure that matching funding is released. 7. The budget plan should consider all the expenses and tax liabilities and cost of insurance specified in the work order, levies and other impositions applicable under the prevailing law. 8. The incubator will be reviewed bi-yearly based on a comparison of the proposed budget plan vs the actual expenditure and physical performance. The release of grants after the first year and each subsequent year will be based on satisfactory performance. 9. Concerned officers of the Task Force or its authorized representatives may visit the organization periodically for ascertaining the progress of work and resolving any difficulties that might be encountered during implementation 10. The Task Force reserves the right to terminate support to the project at any stage, if it is convinced that the grant is not being utilized properly or that appropriate progress in the project work is not being made. The entire amount will be treated as a sunk cost and the assets will be written-off by the Task Force. 11. All the assets acquired or created from the grant should not be disposed-off or encumbered or utilized for purpose other than those for which the grant has been sanctioned without the prior permission of the Task Force. 12. The grantee must not entrust the implementation of the work for which the grant is being sanctioned to another institution and divert the grant receipts as assistance to the latter institution. 13. In case any information provided is found to be false, the Startup / Incubator registration will stand cancel and they will have to repay any money (if availed) within six months else strict action will be taken as per government rules.
