Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

1. ODLUKA
O OBAVLJANJU DELATNOSTI ZOOHIGIJENE
("Sl. list Grada Novog Sada", br. 65/2013)
I OSNOVNE ODREDBE
Član 1
Ovom odlukom uređuju se način i uslovi obavljanja komunalne delatnosti zoohigijene (u daljem
tekstu: delatnost zoohigijene) na teritoriji Grada Novog Sada (u daljem tekstu: teritorija Grada),
obaveze javnog komunalnog preduzeća osnovanog za obavljanje delatnosti zoohigijene,
obaveze vlasnika, odnosno držaoca životinje, finansiranje obavljanja delatnosti zoohigijene,
način vršenja nadzora nad obavljanjem delatnosti zoohigijene, kao i druga pitanja u vezi sa
obavljanjem delatnosti zoohigijene, u skladu sa zakonom.
Ovom odlukom uređuju se i uslovi za obezbeđivanje i finansiranje karantina na teritoriji Grada, u
skladu sa Zakonom o veterinarstvu ("Službeni glasnik Republike Srbije", br. 91/05, 30/10 i
93/12).
Član 2
Pojedini izrazi upotrebljeni u ovoj odluci imaju sledeće značenje:
1) napuštena životinja jeste životinja koja nema dom ili koja se nalazi izvan njega i lišena je
brige i nege vlasnika, odnosno držaoca, i koju je on svesno napustio,
2) izgubljena životinja jeste životinja koja je napustila vlasnika, odnosno držaoca, bez njegove
volje, i koju on traži,
3) prihvatilište za životinje jeste posebno izgrađen i uređen prostor koji služi za smeštaj
napuštenih i izgubljenih životinja i pomoć i brigu o napuštenim i izgubljenim životinjama,
4) karantin jeste objekat u kojem se drže životinje, reproduktivni materijal i jaja za priplod pod
uslovima potpune izolacije, a radi provere i utvrđivanja njihovog zdravstvenog stanja,
dijagnostičkog ispitivanja, vakcinacije i dr.,
5) vlasnik životinje jeste pravno ili fizičko lice, odnosno preduzetnik, koje ima pravo čuvanja,
držanja, uzgoja, reprodukcije, prevoza, korišćenja i prodaje životinje i koje je odgovorno za
život, zaštitu zdravlja i dobrobit životinja,
6) držalac životinje jeste pravno ili fizičko lice, odnosno preduzetnik, koje ima pravo, čuvanja,
držanja, uzgoja, reprodukcije, prevoza i korišćenja životinje, kao i pravo prodaje životinje na
osnovu pisanog odobrenja vlasnika, i koje je odgovorno za život, i za zaštitu zdravlja i dobrobiti
životinja,

2. 7) površina javne namene, u smislu odredaba ove odluke, jeste prostor na teritoriji Grada koji
je planskim dokumentima određen za uređenje ili izgradnju objekata javne namene ili javna
površina za koju je predviđeno utvrđivanje javnog interesa u skladu sa zakonom, i građevinsko
zemljište u javnoj svojini, u skladu sa odredbama Odluke o uređenju Grada Novog Sada
("Službeni list Grada Novog Sada", br. 56/12, 9/13 i 26/13), (u daljem tekstu: javna površina),
8) dezinfekcija, u smislu ove odluke, jeste postupak suzbijanja mikroorganizama na koje
primenjeno dezinfekciono sredstvo deluje,
9) dezinsekcija, u smislu ove odluke, jeste skup mera i postupaka za suzbijanje insekata,
uništavanje komaraca, krpelja, bubašvaba i drugih insekata, i
10) deratizacija, u smislu ove odluke, jeste suzbijanje glodara (pacova i miševa) u cilju
svođenja njihovog broja na biološki minimum.
Član 3
Delatnost zoohigijene i poslove u okviru karantina iz člana 1. ove odluke obavlja javno
komunalno preduzeće osnovano za njihovo obavljanje (u daljem tekstu: Preduzeće).
II USLOVI I NAČIN OBAVLJANJA DELATNOSTI ZOOHIGIJENE I
POSLOVA U OKVIRU KARANTINA
Član 4
Delatnost zoohigijene, u skladu sa Zakonom, obuhvata:
- hvatanje, zbrinjavanje, veterinarsku negu i smeštaj napuštenih i izgubljenih životinja u
prihvatilište,
- kontrolu i smanjenje populacije napuštenih pasa i mačaka,
- neškodljivo uklanjanje leševa životinja sa javne površine do objekata za sakupljanje, preradu ili
uništavanje otpada životinjskog porekla, i
- sprovođenje mera kontrole i smanjenja populacije štetnih organizama, glodara i insekata
sprovođenjem mera dezinfekcije, dezinsekcije i deratizacije na javnim površinama.
U okviru poslova prihvatilišta obavljaju se:
- prikupljanje, prevoz i zbrinjavanje napuštenih i izgubljenih životinja u prihvatilištu, kao i
pružanje pomoći, briga o životinjama i njihovo smeštanje u prihvatilište, u skladu sa Zakonom,
- obezbeđivanje uslova za zaštitu dobrobiti životinja u pogledu prostora za životinje, prostorija i
opreme, i
- drugi poslovi, u skladu sa Zakonom o dobrobiti životinja ("Službeni glasnik Republike Srbije",
broj 41/09) i podzakonskim aktima.

3. Član 5
U okviru poslova karantina, obavljaju se:
- smeštanje u karantin životinja u prometu na teritoriji Republike Srbije, radi provere i utvrđivanja
njihovog zdravstvenog stanja, dijagnostičkog ispitivanja, vakcinacije i dr.,
- obezbeđivanje uslova u pogledu prostora za smeštaj životinje, prostorija i opreme, i
- drugi poslovi, u skladu sa Zakonom o veterinarstvu.
Član 6
Obavljanje delatnosti zoohigijene i poslova u okviru karantina vrši se u cilju zaštite zdravlja i
dobrobiti životinja.
Preduzeće, vlasnik, odnosno držalac životinje i udruženja dužni su da brinu o životu i zaštiti
zdravlja i dobrobiti životinja i međusobno sarađuju, koordiniraju i usklađuju donošenje i
sprovođenje propisa u oblasti dobrobiti životinja.
Član 7
Prilikom prikupljanja i prevoza napuštenih i izgubljenih životinja, sa životinjom se mora postupati
tako da se prouzrokuje najmanji stepen bola, patnje, straha i stresa za životinju.
Član 8
U prihvatilište se smeštaju životinje:
1) koje su napuštene i izgubljene,
2) čiji vlasnik, odnosno držalac ne može više da se brine o njima,
3) koje nadležni organ oduzme vlasniku, odnosno držaocu, i
4) koje su u opasnosti.
Preduzeće je dužno da sarađuje sa nadležnim veterinarskim službama i organizacijama za
zaštitu životinja, kao i da redovno obaveštava javnost i druge vlasnike prihvatilišta o životinjama
koje se nalaze u prihvatilištu, u skladu sa Zakonom o dobrobiti životinja.
Član 9
Prilikom smeštanja životinja u prihvatilište vrši se trijaža i tretman protiv ekto i endoparazita,
utvrđuje se identitet životinje, obaveštava se vlasnik, odnosno držalac životinje, proverava se
spisak traženih životinja, vrši se pregled od strane veterinara, utvrđuje se zdravstveno stanje
životinje, smešta se i razvrstava životinja prema polu, vrši se sterilizacija i obeležavanje, u

4. skladu sa Zakonom o veterinarstvu, uvodi se životinja u evidenciju prihvatilišta i preduzimaju se
druge mere preventivne zdravstvene zaštite životinja.
Član 10
Ako se psu ili mački, koji su smešteni u prihvatilište, nakon isteka roka od najmanje 30 dana ne
pronađe vlasnik ili ako se ne zbrinu na neki drugi način, sa njima se postupa u skladu sa
Programom iz člana 12. ove odluke.
Član 11
Ako se životinji, osim psa i mačke, koja je smeštena u prihvatilište ne pronađe vlasnik ili držalac,
odnosno ako se ne zbrine na neki drugi način, kao i ako njeno čuvanje iziskuje nesrazmerne
troškove, životinja će se prodati ili pokloniti.
Član 12
U vršenju poslova kontrole i smanjenja populacije napuštenih pasa i mačaka, Preduzeće je
dužno da postupa u skladu sa Programom kontrole i smanjenja populacije napuštenih pasa i
mačaka na teritoriji Grada, koji donosi Gradsko veće Grada Novog Sada (u daljem tekstu:
Gradsko veće), na predlog Preduzeća.
Poslovi kontrole i smanjenja populacije napuštenih pasa i mačaka obuhvataju sledeće mere:
- registraciju i obeležavanje napuštenih pasa i mačaka,
- poboljšanje uslova u prihvatilištu,
- sterilizaciju napuštenih pasa i mačaka,
- udomljavanje,
- promovisanje odgovornog vlasništva nad životinjama putem medijske kampanje,
- edukaciju i informisanje vlasnika ili držalaca životinja o osobinama i potrebama životinja i
zakonskim obavezama vlasnika, odnosno držalaca, i
- druge mere u skladu sa zakonom.
Član 13
Poslovi neškodljivog uklanjanja leševa životinja sa javne površine do objekata za sakupljanje,
preradu ili uništavanje otpada životinjskog porekla obuhvataju:
- prijem prijava o nalaženju leša životinja na javnoj površini,
- neškodljivo uklanjanje leševa životinja sa javne površine, i

5. - prevoz ili organizovanje prevoza leševa životinja sa javne površine do objekata za sakupljanje,
preradu ili uništavanje otpada životinjskog porekla na način koji ne predstavlja rizik po druge
životinje, ljude ili životnu sredinu.
Poslovi iz stava 1. ovog člana obavljaju se u skladu sa propisima kojima se uređuje način
neškodljivog uklanjanja i iskorišćavanja životinjskih leševa.
Član 14
Poslovi sprovođenja mera kontrole i smanjenja populacije štetnih mikroorganizama, glodara i
insekata sprovođenjem mera dezinfekcije, dezinsekcije i deratizacije na javnim površinama
obuhvataju:
- staranje o broju i vrsti prisutnih štetnih mikroorganizama, glodara i insekata,
- prijem prijava o prisutnosti štetnih mikroorganizama, glodara i insekata,
- preduzimanje mera radi smanjenja populacije štetnih mikroorganizama, glodara i insekata,
- nadzor nad sprovođenjem smanjenja populacije štetnih mikroorganizama, glodara i insekata, i
- druge poslove kojima se sprovodi mera kontrole i smanjenja populacije štetnih
mikroorganizama, glodara i insekata.
U vršenju poslova iz stava 1. ovog člana Preduzeće je dužno da ispunjava uslove u pogledu
prostorija, kadrova, opreme, zaštitnih sredstava, vrste i količine preparata i drugih potrebnih
sredstava za sprovođenje mera dezinfekcije, dezinsekcije i deratizacije.
Sprovođenje sistematske deratizacije i uništavanje krpelja i komaraca obuhvata primenu
hemijskih, mehaničkih i bioloških sredstava za suzbijanje štetnih vrsta glodara, krpelja i
komaraca.
Predlog o vrsti, tipu i količini sredstava iz stava 3. ovog člana, koja će se upotrebiti, daje
Preduzeće u skladu sa važećim zakonskim propisima.
Član 15
Životinje koje su u prometu na teritoriji Republike Srbije smeštaju se u karantin, u skladu sa
Zakonom o veterinarstvu i podzakonskim aktima, ako:
1. životinja nije obeležena i ako je ne prati odgovarajući identifikacioni dokument,
2. držalac životinje nema uverenje o zdravstvenom stanju životinje ili je uverenje nevažeće
(zbog isteka roka, nepotpunih podataka ili drugih nedostataka),
3. za pošiljku životinje ne postoji potvrda o njenom zdravstvenom stanju,
4. postoji sumnja ili je utvrđeno da životinja boluje od zarazne bolesti,
5
6. 5. životinja potiče iz zaraženog ili ugroženog područja, i
6. nije moguće utvrditi poreklo životinje, vlasnika, odnosno držaoca životinje.
Član 16
Karantin mora da ispunjava sledeće uslove:
1. da je van naselja,
2. da je ograđen, i
3. da ima osnovne uslove za smeštaj i ishranu životinja, odnosno za smeštaj zaposlenih koji
obavljaju poslove u karantinu.
Član 17
U toku boravka životinja u karantinu, ulaz u karantinski krug zabranjen je svim licima koja nisu
zaposlena na poslovima karantina, osim veterinarskim inspektorima i licima koja su ovlašćena
da u karantinu sprovode dijagnostička ispitivanja, vakcinaciju ili, prema potrebi, vrše
obeležavanje neobeleženih životinja i lečenje, te da upute životinje na prodaju ili sa njom
postupe na drugi način, u skladu sa Zakonom o veterinarstvu.
III OBAVEZE PREDUZEĆA I VLASNIKA, ODNOSNO DRŽAOCA
ŽIVOTINJE
Član 18
Preduzeće donosi godišnji program delatnosti zoohigijene, koji sadrži:
1. obim poslova koji se obavljaju u okviru delatnosti zoohigijene, u skladu sa zakonom i
podzakonskim aktima, sa dinamikom njihove realizacije,
2. način organizovanja i izvršavanja poslova iz delatnosti zoohigijene, i
3. iznos potrebnih sredstava za realizaciju programa.
Na program iz stava 1. ovog člana Gradsko veće daje saglasnost.
Program iz stava 1. ovog člana donosi se do kraja tekuće godine za narednu godinu.
Član 19
Preduzeće donosi godišnji program poslova koji se obavljaju u okviru karantina, koji sadrži:
1. obim poslova koji se obavljaju u karantinu, u skladu sa zakonom i podzakonskim aktima, sa
dinamikom njihove realizacije,

7. 2. način organizovanja i izvršavanja poslova u karantinu, i
3. iznos potrebnih sredstava za realizaciju programa.
Na program iz stava 1. ovog člana Gradsko veće daje saglasnost.
Program iz stava 1. ovog člana donosi se do kraja tekuće godine za narednu godinu.
Član 20
U toku vršenja poslova u prihvatilištu, Preduzeće je dužno da:
1. svakodnevno, u skladu sa biološkim ciklusom životinja, prikuplja napuštene i izgubljene
životinje,
2. prima prijave o napuštenim i izgubljenim životinjama,
3. vrši prevoz prikupljenih životinja do prihvatilišta,
4. prikupljene životinje smešta u prihvatilište,
5. preduzima aktivnosti u cilju pronalaženja vlasnika, odnosno držaoca životinja,
6. na zahtev vlasnika, odnosno držaoca životinje, vrati životinju u roku od 15 dana od dana
smeštanja u prihvatilište,
7. obezbedi lica obučena za postupanje sa životinjama,
8. pripremi plan zbrinjavanja životinja u slučaju zatvaranja prihvatilišta,
9. brine o životinjama sa pažnjom dobrog domaćina,
10. napuštenim i izgubljenim životinjama koje su bolesne ili povređene pruži odgovarajuću
veterinarsku pomoć, a da za neizlečivo bolesne ili povređene životinje obezbedi lišavanje života
u skladu sa Zakonom o dobrobiti životinja, i
11. obavlja i druge poslove u skladu sa zakonom.
Član 21
U vršenju delatnosti zoohigijene i obavljanju poslova u okviru karantina, Preduzeće je dužno da
u svemu postupa u skladu sa pravilnikom kojim se bliže utvrđuju uslovi za zaštitu dobrobiti
životinja u pogledu prostora, prostorija i opreme, koje prihvatilište mora da ispunjava, način
postupanja sa životinjama u ovim objektima, program obuke osoblja koje se stara o dobrobiti
životinja, sadržina i način vođenja evidencije u prihvatilištima, način i sredstva za prikupljanje
napuštenih i izgubljenih životinja, način prevoza i zbrinjavanja napuštenih i izgubljenih životinja,
kao i sa drugim podzakonskim aktima kojima se uređuje obavljanje delatnosti zoohigijene i
poslova u okviru karantina.

8. Član 22
Vlasnik, odnosno držalac koji izgubi životinju dužan je da taj gubitak bez odlaganja, a najkasnije
u roku od tri dana od dana gubitka životinje, prijavi Preduzeću i veterinarskoj službi.
IV FINANSIRANJE DELATNOSTI ZOOHIGIJENE I POSLOVA U
OKVIRU KARANTINA
Član 23
Sredstva za obavljanje i razvoj delatnosti zoohigijene i obavljanja poslova u okviru karantina
obezbeđuju se iz:
- prihoda budžeta Grada Novog Sada,
- prihoda od usluga delatnosti zoohigijene i poslova u okviru karantina,
- namenskih sredstava drugih nivoa vlasti, i
- drugih izvora, u skladu sa Zakonom.
Član 24
Troškove zbrinjavanja napuštene životinje u prihvatilištu snosi vlasnik, odnosno držalac
životinje, a ako je on nepoznat, troškove zbrinjavanja snosi Preduzeće, u skladu sa programom
iz člana 18. ove odluke.
Član 25
Troškove oduzimanja životinja, osim pasa i mačaka, u postupku prinudnog izvršenja snosi
vlasnik, odnosno držalac životinje.
Ako čuvanje oduzete životinje iziskuje nesrazmerne troškove, oduzeta životinja se ustupa
odgovarajućoj organizaciji ili preduzetniku uz naknadu, odnosno, prodaje se.
Troškovi iz stava 1. ovog člana obuhvataju troškove prevoza, lečenja, smeštaja i ishrane
životinje, kao i druge troškove.
Ako troškovi iz stava 3. ovog člana budu veći od iznosa naknade iz stava 2. ovog člana, razliku
troškova snosi vlasnik, odnosno držalac životinje, pod pretnjom prinudne naplate.
Član 26
Troškove karantina snosi vlasnik, odnosno držalac životinje, a ako je on nepoznat, troškove
karantina snosi Preduzeće, u skladu sa programom iz člana 19. ove odluke.
Ukoliko je vlasnik, odnosno držalac životinje nepoznat, ili ukoliko vlasnik, odnosno držalac ne
želi da preuzme zdravu životinju, ona se može pokloniti ili prodati.

9. Član 27
Cene usluga iz delatnosti zoohigijene i poslova u okviru karantina, koje Preduzeće pruža
vlasnicima, odnosno držaocima životinja, utvrđuju se cenovnikom koji donosi Nadzorni odbor
Preduzeća.
Na cenovnik iz stava 1. ovog člana prethodnu saglasnost daje Gradsko veće.
Član 28
Za poslove predviđene programom iz čl. 18. i 19. ove odluke sredstva se obezbeđuju u budžetu
Grada.
V NAČIN OBEZBEĐIVANJA KONTINUITETA U OBAVLJANJU
DELATNOSTI ZOOHIGIJENE I POSLOVA U OKVIRU KARANTINA
Član 29
Ako dođe do poremećaja ili prekida u radu Preduzeća usled vanredne situacije ili iz drugih
razloga koji nisu mogli da se predvide, odnosno spreče, Preduzeće je obavezno da odmah
preduzme mere na otklanjanju uzroka poremećaja, odnosno prekida, i to da:
1. radno angažuje zaposlene u Preduzeću na otklanjanju uzroka poremećaja, odnosno razloga
zbog kojih je došlo do prekida, kao i da angažuje treća lica za obavljanje delatnosti zoohigijene i
poslova u okviru karantina,
2. organizuje hitne popravke uređaja kojima se obezbeđuje obavljanje delatnosti zoohigijene i
poslova u okviru karantina, i
3. preduzme i druge mere koje utvrde nadležni organi Grada.
Kada Preduzeće ne preduzme mere iz stava 1. ovog člana, Gradsko veće može da angažuje
drugo pravno lice ili preduzetnika, na teret Preduzeća.
Član 30
U slučaju poremećaja ili prekida u obavljanju delatnosti zoohigijene i poslova u okviru karantina,
kao i u slučaju štrajka zaposlenih u Preduzeću, Gradsko veće preduzima operativne i druge
mere, kojima će se obezbediti uslovi za nesmetan rad i poslovanje Preduzeća i obavljanje
delatnosti zoohigijene i poslova u okviru karantina, u skladu sa zakonom i odlukom Skupštine
Grada Novog Sada.

10. VI NAČIN POSTUPANJA I OVLAŠĆENJA ORGANA GRADA U
SLUČAJU PREKIDA U OBAVLJANJU DELATNOSTI
ZOOHIGIJENE I POSLOVA U OKVIRU KARANTINA
Član 31
Preduzeće je dužno da, u slučaju poremećaja ili prekida u obavljanju delatnosti zoohigijene i
poslova u okviru karantina nastalog usled vanredne situacije ili iz drugih razloga koji nisu mogli
da se predvide ili spreče, pored preduzetih mera iz člana 29. ove odluke, obavesti Gradsku
upravu za komunalne poslove (u daljem tekstu: Gradska uprava) o razlozima poremećaja ili
prekida, kao i o preduzetim merama.
Član 32
Kad Gradska uprava primi obaveštenje iz člana 31. ove odluke, dužna je da bez odlaganja
obavesti Gradsko veće i da:
1. odredi red prvenstva i način obavljanja delatnosti zoohigijene i poslova u okviru karantina,
2. naredi mere za zaštitu komunalnih i drugih objekata i uređaja i imovine Preduzeća koji služe
za obavljanje delatnosti zoohigijene i poslova u okviru karantina,
3. preduzme mere za otklanjanje nastalih posledica i druge potrebne mere, i
4. utvrdi razloge i eventualnu odgovornost za poremećaj, odnosno prekid u obavljanju delatnosti
zoohigijene i poslova u okviru karantina, kao i odgovornost za naknadu učinjene štete.
VII MERE ZABRANE
Član 33
Zabranjeno je:
1. prikupljanje, uklanjanje i smeštanje životinja u karantin, osim od strane Preduzeća,
2. ostavljanje leševa uginulih životinja i njihovih delova na javnim površinama,
3. sahranjivanje uginulih životinja i njihovih delova van mesta određenog za tu svrhu,
4. držanje i zbrinjavanje životinja suprotno odredbama ove odluke, i
5. vršenje drugih radnji, suprotno odredbama ove odluke.

11. VIII ODREDBA O ŠTRAJKU
Član 34
U slučaju prekida u obavljanju delatnosti zoohigijene i poslova u okviru karantina usled štrajka,
Preduzeće je dužno da obezbedi sledeći minimum procesa rada:
- hvatanje, zbrinjavanje, veterinarsku negu i smeštaj napuštenih i izgubljenih životinja u
prihvatilište,
- neškodljivo uklanjanje leševa životinja sa javnih površina do objekata za sakupljanje, preradu
ili uništavanje otpada životinjskog porekla,
- smeštanje u karantin životinja u prometu na teritoriji Republike Srbije, radi provere i utvrđivanja
njihovog zdravstvenog stanja, dijagnostičkog ispitivanja, vakcinacije i dr.,
- obezbeđivanje uslova u pogledu prostora za smeštaj životinja, prostorija i opreme, i
- obavljanje drugih poslova radi zaštite zdravlja i bezbednosti ljudi i okoline.
IX NADZOR
Član 35
Nadzor nad primenom ove odluke vrši Gradska uprava.
Inspekcijski nadzor nad primenom ove odluke obavlja komunalni inspektor.
Član 36
U vršenju inspekcijskog nadzora komunalni inspektor je ovlašćen da:
1. izda nalog Preduzeću da ukloni leš životinje sa javne površine;
2. izda nalog da se prikupi napuštena ili izgubljena životinja, u skladu sa odredbama ove odluke,
i
3. preduzima i druge mere, u skladu sa ovom odlukom i propisima donetim na osnovu ove
odluke.
Žalba na rešenje komunalnog inspektora ne odlaže izvršenje rešenja.
Rešenje Gradskog veća u upravnom postupku je konačno i protiv njega se može pokrenuti
upravni spor.
Za prekršaje propisane ovom odlukom komunalni inspektor može da pokrene prekršajni
postupak i izrekne mandatnu kaznu fizičkom licu, preduzetniku, pravnom licu i odgovornom licu
u pravnom licu.

12. Ukoliko komunalni inspektor u vršenju inspekcijskog nadzora, uoči povredu propisa iz
nadležnosti drugog organa, odmah će o tome, pisanim putem, obavestiti nadležni organ.
Član 37
Komunalni policajac u obavljanju komunalno-policijskih poslova, pored zakonom utvrđenih
ovlašćenja, izriče mandatnu kaznu i podnosi zahtev za vođenje prekršajnog postupka za
prekršaje propisane ovom odlukom.
Ukoliko komunalni policajac, u obavljanju komunalno-policijskih poslova, uoči povredu propisa iz
nadležnosti drugog organa, odmah će o tome, pisanim putem, obavestiti nadležni organ.
Član 38
Komunalni inspektor u obavljanju poslova sarađuje sa komunalnom policijom i inspekcijskim
službama Republike Srbije, u skladu sa zakonom.
Saradnja iz stava 1. ovog člana obuhvata naročito: međusobno obaveštavanje, razmenu
informacija, pružanje neposredne pomoći i preduzimanje zajedničkih mera i aktivnosti od
značaja za obavljanje poslova komunalne inspekcije.
X KAZNENE ODREDBE
Član 39
Novčanom kaznom od 2.500,00 do 75.000,00 dinara kazniće se za prekršaj fizičko lice ako:
1. odbije da plati troškove zbrinjavanja napuštene životinje smeštene u prihvatilište (član 24.)
2. ne postupi u skladu sa odredbom člana 26. stav 1. ove odluke,
3. postupa sa životinjama suprotno članu 33. ove odluke.
Za prekršaj iz stava 1. ovog člana kazniće se preduzetnik novčanom kaznom od 5.000,00 do
250.000,00 dinara.
Za prekršaj iz stava 1. ovog člana kazniće se pravno lice novčanom kaznom od 50.000,00 do
1.000.000,00 dinara.
Za prekršaj iz stava 1. ovog člana kazniće se odgovorno lice u pravnom licu novčanom kaznom
od 2.500,00 do 75.000,00 dinara.
Član 40
Mandatna kazna za fizičko lice i odgovorno lice u pravnom licu iznosi 5.000,00 dinara, a za
pravna lica i preduzetnike iznosi 20.000,00 dinara.

13. XI PRELAZNE I ZAVRŠNE ODREDBE
Član 41
Poslove sprovođenja mera kontrole i smanjenja populacije štetnih organizama, glodara i
insekata sprovođenjem mera dezinfekcije, dezinsekcije i deratizacije na javnim površinama
obavlja privredno društvo ili preduzetnik, kome se, u skladu sa propisima kojima se uređuju
javne nabavke, obavljanje ovih poslova poveri, do ispunjavanja uslova da navedene poslove
obavlja Preduzeće.
Poslove u okviru karantina obavlja privredno društvo ili preduzetnik, kome se, u skladu sa
propisima kojima se uređuju javne nabavke, obavljanje ovih poslova poveri, do ispunjavanja
uslova da navedene poslove obavlja Preduzeće.
Član 42
U prihvatilište se, do obezbeđivanja uslova predviđenih ovom odlukom za smeštaj drugih
životinja, smeštaju: napušteni i izgubljeni psi i mačke, psi i mačke čiji vlasnik, odnosno držalac
ne može više da se brine o njima, psi i mačke koje nadležni organ oduzme vlasniku, odnosno
držaocu, kao i psi i mačke koje su u opasnosti.
Poslove smeštaja drugih životinja u prihvatilište, do ispunjavanja uslova da navedene poslove
obavlja Preduzeće, obavljaće privredno društvo ili preduzetnik kome se obavljanje ovih poslova
poveri u skladu sa propisima kojima se uređuju javne nabavke.
Član 43
Danom stupanja na snagu ove odluke prestaju da važe odredbe čl. 42. do 48, čl. 49. tač. 1. do
4, čl. 52. stav 1. tač. 4. i 5, čl. 54. stav 1. tač. 3. i 4. i čl. 55. stav 1. tač. 23. i 24. Odluke o
držanju domaćih životinja ("Službeni list Grada Novog Sada", br. 60/10, 12/11, 17/11 - ispr. i
1/12).
Član 44
Ova odluka stupa na snagu osmog dana od dana objavljivanja u "Službenom listu Grada Novog
Sada".
