This document provides guidance on conducting water audits and developing water balances for water utilities. It defines key terms used in water auditing like system input volume, authorized consumption, water losses, billed authorized consumption, and non-revenue water. Developing an accurate water balance is important as it allows utilities to assess water loss situations, identify problems, set improvement priorities, and benchmark performance. Reducing non-revenue water through leak prevention and accurate metering can increase revenues, optimize water availability and system operations, and reduce infrastructure costs for utilities. The document outlines water balance calculation procedures and provides an example of a typical water balance report.
Sydney Water developed frameworks to manage its water main assets to achieve service levels and value for customers. It conducted surveys that showed customers value service, brand, and price equally. Repeated failures significantly reduced satisfaction. Business customers tolerated planned interruptions less than residents. Sydney Water incorporated these customer insights by prioritizing repeat failure mains for renewal, and accounting for social costs like traffic disruptions in critical main replacement modeling to improve service levels and reputation. This allows them to optimize investments while meeting customer expectations in a constrained financial environment.

The Water Imperative: New Standards in Corporate Water LeadershipCoro Strandberg
Water security is a top global issue. Virtually every product requires water at some point in its production, manufacturing or use. Water shortages and lack of access to clean, fresh water are two top global risks – and by 2030 global water consumption is expected to rise by 40%.
As water demand rises around the world it will be difficult for many businesses to operate as usual. Whole sectors, companies and corporate value chains depend on water for their success. WWF, RBC and Molson Coors present their thoughts on the risks and opportunities to business and how to manage them. Coro Strandberg, Strandberg Consulting, introduces guidelines to help companies become transformational corporate water leaders.

Northern Waterworks is owned by operators who bring real-world
experience to the operation, maintenance and management of our
Clients water and wastewater treatment facilities.
From our smallest to our largest Clients, Owners become and remain
personally involved in each and every project. Northern Waterworks
Clients have direct access to key decision-makers. This is done to
ensure and maintain the highest level of Client satisfaction.
3. TRUST
Water is our most
precious resource. Safe
and clean water is a
prerequisite to having
healthy communities.
Northern Waterworks
earns the trust of our
Municipal Clients by
demonstrating that we
understand that our
Clients have put the
health and well-being of
their community directly
into our hands.
Our team of professionals
work relentlessly to
ensure and demonstrate
that this trust is well
placed.
4. GROWTH
Northern Waterworks story is one of growth. From humble beginnings with one municipal operating
contract and three full-time employees, to over sixty full-time staff servicing 32 communities.
This growth has been achieved by maintaining our focus on the delivery of exceptional service at a fair
and reasonable cost. This focus ensures Client satisfaction and will continue carrying Northern
Waterworks forward into the future.
5. Transparency
Schedule 19 of the Safe Drinking Water Act holds
Municipal Council accountable for being aware of issues
relevant to their respective Drinking Water Systems.
Providing Council with accurate and timely information is
therefore one of Northern Waterworks highest priorities.
This enables Council to make informed decisions and
meet the future needs of their growing communities.
Northern Waterworks comprehensive reporting program
includes:
Monthly Operational Reports (Water-Wastewater)
Quarterly Council Presentations (Water-Wastewater)
Annual Summary Reports (Water)
Annual Performance Reports (Wastewater)
Annual Management Review Reports (Water)
Annual Infrastructure Review Reports (Water)
Annual Internal Audit Reports (Water)
Annual O&M and Capital Expenditure Budget
Reports
6. PROTECTING ASSETS
Each of our Clients has millions of dollars invested in community
water and wastewater infrastructure. As we visit communities
across Ontario, too often we find community assets deteriorating into
a state of disrepair, which is equivalent to allowing this investment to
melt away.
Northern Waterworks protects community assets by caring for them
as though they were our own. Northern Waterworks employs asset
management software to ensure adequate preventative
maintenance is performed on plant equipment, extending the useful
life of equipment and reducing full life-cycle costs.
Asset management software allows Northern Waterworks managers
and supervisors to track Key Performance Indicators (KPIs),
allowing early identification and resolution of impending problems.
Left:
Before and after transition to
Northern Waterworks as
Operating Authority
It s also an issue of pride in the condition of our facilities and how presentable they are to our Clients,
regulatory agencies and members of the general public.
7. Simple Solutions
While Northern Waterworks strives for innovation by
employing new technologies, we first look for the
obvious and simple solutions that are all too often
overlooked or ignored.
Operators often spend 90% of their day in one or
two rooms occupying 10% of a facility s floor space.
Considering this, why would we heat the entire
building to a comfortable room temperature during
the winter? Dramatic reductions in heating costs are
possible through effective management of facility
temperatures.
Many communities lose 20 to 50% of their water to
leaking infrastructure. If the minimum acceptable
pressure to consumers would be 50 psi, why push
water out of these leaks at 60 psi or higher?
Community water consumption can often be
reduced by 10-25% just by optimizing distribution
system operating pressure.
Just two examples of how we save our Clients
money by not overlooking the simple solutions that
most Operating Authorities fail to recognize or
ignore. Simple solutions of this nature often require
no upfront capital cost and generate instant savings.
8. Accreditation and Continual Improvement
Northern Waterworks has obtained Full-Scope Accreditation for all of the Drinking Water Systems for which
we are the Operating Authority. When the Province introduced it s Quality Management System and
Municipal Drinking Water Licensing Program requirements, Northern Waterworks provided these services
to our Clients on a cost-recovery basis as a value-added service. These services include:
Development and implementation of Operational Plans
Six-year budget development and assistance in the preparation of Financial Plans
Document and Record Control Programs
Management Reviews
Internal Audits
Infrastructure Reviews
9. Risk Management and
Emergency Response
Northern Waterworks employs risk management
practices to prevent interruptions in the quantity
and/or quality of water delivered to consumers.
Emergency response plans and experienced
emergency response teams are available to deal
swiftly and decisively with emergencies that do
occur.
The Federal Government of Canada (AANDC)
has contracted Northern Waterworks to provide
24/7 First Response services to 89 First Nation
communities in Northern Ontario.
“We must comment on the cleanliness of
the Water and Sewer plants. Mr. Gilles
Vachon and Northern Waterworks
operates one of the cleanest operations
we have seen in our travels and they are
to be commended for it and Council
(Red Lake) for their foresight in hiring a
company that clearly understands the
Risk Management process and puts that
understanding into practice."
- Cowan Insurance
10. A Growing Presence in the Ontario Market
Northern Waterworks is currently the Operating
Authority of 53.1% of all Municipal water and
wastewater treatment facilities west of Thunder
Bay to the Manitoba border. Municipalities
internally manage 37.5% of the remaining
facilities and our competitors manage 9.4% (3
of 32 facilities).
Northern Waterworks service-delivery model,
with its strong focus on Client satisfaction, has
become the dominant force in the water-
wastewater market in Northwestern Ontario.
Northern Waterworks intends to make a
big splash as we roll this service-
delivery model out to the east across
