(1) The new white certificate mechanism applies to projects submitted after April 4, 2017, with a 180-day transition period allowing some projects under the old mechanism to still qualify. (2) Projects must create additional energy savings, fall under eligible categories, and follow submission and documentation rules to qualify for white certificates. (3) Savings are assessed using either the final balance method requiring before-and-after monitoring, or standard methods using approved models; in both cases prior consumption must be monitored for 12 months. (4) Requests for verification of savings must be submitted within 120 days of the monitoring period end and are evaluated by the energy authority within 90 days.
