The organizations of the National Summit of Women and Peace celebrated the gender subcommission's inclusion of women's perspectives in points 1, 2, and 4 of the peace agreement between the Colombian government and FARC-EP. This inclusion is key to building an inclusive, sustainable peace process. The Summit has advocated for women's participation in the negotiations, resulting in women negotiators, the gender subcommission, and inclusion of gender perspectives in other agreement points. The Summit reiterates its commitment to the implementation of the agreements and the UN Resolution 1325 on women, peace and security. It calls on all parties to sign the final agreement and resume talks with ELN to advance sustainable peace.

The organizations and platforms members of the National Summit of Women and
Peace are celebrating the gender subcommission's release on the revision results and the
inclusion of the women’s and gender perspective into the points 1:”Towards a New
Colombian Countryside: Integral Rural Reform”; 2: “Political Participation, an Open
Democracy to Build Peace.”; and 4:”A Solution to the Illicit Drugs Problem.” The
aforementioned inclusions are key to the construction of an integral, fair, inclusive,
sustainable and durable peace process.
We are claiming these results as our own because they will contribute towards improving the
lives of the women in Colombia. From the beginning of the negotiations, the National
Summit of Women and Peace have made sure that the agreements integrated a particular
focus on the inclusion and women’s perspective in regards to the disproportionate impact of
war, the recognition of women’s rights, and the prominence we have had in peacebuilding
processes as leaders and as agents of change.
Today we can say that our advocacy work towards women’s participation in this negotiation
process between the government and the FARC-EP, has been echoed in the peace table
resulting in the appointment of plenipotentiary women negotiators, in the creation of the
gender subcommission and in the inclusion of the women’s and gender perspective in the
other points of the agreement -victims and the end of the conflict-.
We hope that the work presented by the subcommission today has been able to bring
together the different voices of women, in particular the proposals and recommendations
presented by the National Summit of Women and Peace about each of the agenda points.
The Summit would like to reiterate our commitment to this process, the endorsement of the
agreements and its implementation, in which women will play a leading role as political
actors and holding accountability for the fulfillment of these agreements. We insist in the
implementation of the United Nations Security Council Resolution 1325 on “women, peace,
and security”.
We call upon all parties involved to promptly sign the Final Agreement. We insist on
resuming conversations with the ELN, which is a necessary step in order to advance towards
sustainable peace that will allow us to conquer and transform the conditions of exclusion,
inequality, and discrimination that have been present throughout our history.

The official peace process in Nepal has been ongoing for 7 years but has failed to fully establish sustainable peace or provide justice. While some positive steps have been taken, such as establishing a Peace Ministry and adopting UN Resolution 1325, the political commitments have not been fully implemented. In particular, thousands of families still do not know the fate of loved ones and thousands more have yet to receive justice. The transitional justice process has been debated but not advanced, with the Truth and Reconciliation Commission still not functioning properly. Overall, the lack of political will has prolonged the transition and denied justice to many conflict victims, especially women who still face deep-rooted discrimination within the justice system.

Identify important peace and security entry points. It is important for women to agree on the specific upcoming events or processes in which they wish to be involved. The following are typical peace and security processes that often lack opportunities for women’s engagement and as a result, often fail adequately to reflect women’s concerns: »» Humanitarian interventions, which include delivery of urgently needed relief and are often supported by significant fund-raising drives to generate resources to address urgent recovery needs; »» Ceasefires or pre-ceasefires, including confidence-building measures and humanitarian access agreements; »» Peace negotiations, whether they are about to start or ongoing; »» A post-conflict needs assessment or other planning process, which identifies priorities for public investment and focuses on a wide range of issues, such as infrastructure recovery, creation of economic opportunities, health and education rehabilitation, justice and security sector reform, and basic rehabilitation of governance infrastructure and processes; »» Donor conferences, in which the plans identified through needs-assessment processes are financed; »» Production of an Integrated Strategic Framework for ensuring coherence between national priorities and international support, including grounding international peacekeeping missions in the national context. These can be supported by the UN’s Integrated Mission Planning and by the Peacebuilding Commission.4 These frameworks will be supported by multi-donor trust funds or by the Peacebuilding Fund.5 »» Establishment or draw-down of an international peacekeeping or political mission; »» Production of a Poverty Reduction Strategy; and »» Production of a National Action Plan on 1325 to bring issues of women, peace and security into national defence, justice, interior and gender planning. Any of these events or processes offer women a useful entry point for engaging as a collectivity. Women can request inclusion, consultation and/or representation. They can make substantive suggestions about issues they want to see on the agenda, or they can make concrete proposals for monitoring these processes. Focus on peace and security.

Developed following a survey among users of the first edition of the Handbook Working with the Office of the United Nations High Commissioner for Human Rights: A Handbook for NGOs (2006) this comprehensively updated and revised second edition puts United Nations human rights bodies and mechanisms at its centre. Speaking to all civil society actors, including but not only non-governmental organizations (NGOs), the Handbook explains how civil society can engage with various United Nations human rights bodies and mechanisms. It is the hope of the Office of the United Nations High Commissioner for Human Rights (OHCHR) that this Handbook will enable more people to enjoy and make claim to their human rights through these bodies and mechanisms. Who are civil society actors? For the purposes of this Handbook, civil society actors are individuals who voluntarily engage in forms of public participation and action around shared interests, purposes or values that are compatible with the goals of the United Nations. US National Action Plan on Women Peace and Security

The goal of this National Action Plan on Women, Peace, and Security is as simple as it is profound: to empower half the world’s population as equal partners in preventing conflict and building peace in countries threatened and affected by war, violence, and insecurity. Achieving this goal is critical to our national and global security. Deadly conflicts can be more effectively avoided, and peace can be best forged and sustained, when women become equal partners in all aspects of peace-building and conflict prevention, when their lives are protected, their experiences considered, and their voices heard. As directed by the Executive Order signed by President Obama entitled Instituting a National Action Plan on Women, Peace, and Security, this Plan describes the course the United States Government will take to accelerate, institutionalize, and better coordinate our efforts to advance women’s inclusion in peace negotiations, peacebuilding activities, and conflict prevention; to protect women from sexual and gender-based violence; and to ensure equal access to relief and recovery assistance, in areas of conflict and insecurity. It is guided by the following five principles: First, the engagement and protection of women as agents of peace and stability will be central to the United States’ efforts to promote security, prevent, respond to, and resolve conflict, and rebuild societies. Second, by building on the goals for gender integration described in the United States National Security Strategy and the Quadrennial Diplomacy and Development Review, the United States’ efforts on Women, Peace, and Security will complement and enhance existing initiatives to advance gender equality and women’s empowerment, ensure respect for human rights, and address the needs of vulnerable popula-tions in crisis and conflict environments. Third, in executing this policy, the United States will be guided by the principle of inclusion, seeking out the views and participation of a wide variety of stakeholders—women and girls, men and boys, and members of marginalized groups, including youth, ethnic, racial or religious minorities, persons with disabilities, displaced persons and indigenous peoples, lesbian, gay, bisexual and transgender (LGBT) individuals, and people from all socioeconomic strata. The second program, “Talk to the Youth”, runs every Saturday from 12:30 -1PM, which has as objective being to motivate young people using success stories hosted by Djeumo Cyrille Eugene. The third program is the Youth Empowerment Forum on mediafrique radio FM 89.6 in Buea hosted by Emerincia Awung. This program takes place every Sunday from 3-4 PM with the objective of leading young people from the classrooms to the job market. God has bless us tremendously, we want to bless other young people as well in diverse ways. Rape as torture in the DRC: Sexual violence beyond the conflict zone

'This report is about the torture of women by state security forces in the Democratic Republic of the Congo (DRC). It is based on a study of 34 forensic reports prepared for individual torture survivors by the Medical Foundation Medico-Legal Report Ser- vice at Freedom from Torture. The recommendations that follow have been informed by the views of Congolese women who are survivors of torture and former clients of Freedom from Torture. The report provides evidence of the torture of women by state security forces in the DRC, mainly in non-conflict contexts. It indicates the exten- sive use of rape and other forms of sexual torture against women detained mostly for political reasons, and the use of a variety of other torture methods including beating, burning and psycho- logical and environmental forms of torture. It highlights the lack of access to justice, including due process, and appropriate services for women victims of torture in the DRC; as well as the impu- nity of suspected perpetrators.'
