National Energy Efficiency Authority
The main activities of National Energy Efficiency Authority are:
• Planning: making of National Energy Efficiency Action Plans
• Coordinating activities with all institutions included in energy efficiency policy
• Measuring: systematic monitoring of implementation through System for measuring
and verifying energy savings (SMiV)
• Reporting to Ministry, Government of the Republic of Croatia and European
Commission on achieved results
• Cooperation with national and international institutions, especially the EU institutions
• Promotion of energy efficiency on a national level, informing the public about plans,
achieved measures and their effects

Final energy consumption dramatically dropped and the amended spending projections in 2020
show a much lower consumption. However, official projections remain those from 2010, and they

EU target: energy consumption in the EU 2020 should not be
higher than 1.474 Mtoe of primary energy, ie. 1.078 Mtoe of
final energy (equivalent to a 20% reduction)
RH target: the absolute amount of final energy consumption in
2020 was 293,04 PJ (7,00 Mtoe), and the absolute amount of
primary energy in 2020 was 466.69 PJ (11,15 Mtoe)
In total we need to increase energy efficiency by

• There are 40 measures in total – 28 measures are taken from 2nd NEEAP, 2
measures are new (from which 7 measures are from energy utilities)
• On page 26 of 3rd NEEAP there is an overview of all measures as well as a
comparison of how those measures correspond to the 2nd NEEAP
• large number of measures, in particular information measures, affect many
sectors. Here is an overview of all measures affecting each sector, so that the
total number exceeds the total number of measures:

LONG-TERM STRATEGY FOR THE PROMOTION OF INVESTMENTS
IN THE RESTORATION OF THE NATIONAL BUILDING FUND OF
REPUBLIC OF CROATIA
• As set in the strategy, a target for 2050. is refurbishment of the existing national
building stock to a level of near-zero energy buildings, or buildings with high levels
of EE and reducing greenhouse gas emissions in buildings by 80%.
• There are 4 programmes for Building Refurbishment

• MIEE – Industry Energy Efficiency Network is a national
energy program to encourage energy efficiency in the
economy - small, medium and large enterprises
• idea of the network is to link energy consumers,
professionals, government institutions, stakeholders in a
functional structure whose goal is to improve the rational
use of energy
• Partners: MINGO, MINPO, FZOEU, NKT (CEI), EIHP,
HGK, HUP, HOK
MIEE
• Main goals:
• systematic promotion of energy efficiency
• establishing a management system, monitoring and analysis
of energy use
• improving awareness and knowledge of the management
and employees of RUE
• establishing energy management
• setting goals for rationalization of energy use
• During April and May of 2015 workshops for all interested
large enterprises were organized in Rijeka, Split, Zagreb,
Karlovac, Zadar, Varaždin and Dubrovnik
