Myanmar's natural resources include oil and gas, minerals and gems. The extractive sector accounted for 6% of GDP, 23.6% of
State revenue and 38.5% of exports in 2013. It has proven oil reserves of 50 m barrels and proven gas reserves of 10 trillion
cubic feet. The extractive sector is the second largest source of foreign direct investment and represent close to 40% of
exports, with gas and gems being the two main revenue generating commodities.
The Myanmar government's 12-point Economic Policy accentuates the strategic role of EITI in the reform process, speci cally
in natural resource governance.  The EITI creates a platform for vibrant discussions on issues around resource sharing which is
widely debated and central to the ongoing peace process. The EITI is also stimulating public debate and shedding light on lost
revenues from the jade and gems sector. O cial revenues from gem stones sales in 2014 were estimated at US$3.4 bn,
according to the rst Myanmar EITI Report published in 2016. However, real gures from other sources have been cited to
range between US$9-US$30 bn. According to a World Bank study commissioned by Myanmar EITI in 2016,  it is estimated that
70-80% of gemstones produced in Myanmar are not declared and therefore bypass the formal system.  The rst EITI Report
disclosed that Future Myanmar EITI Reports will include royalties from jade and gems disclosed by both government and
companies.

Myanmar has a Petroleum Law, a Mines Law and a Gemstone Law, but Production Sharing Contracts (PSC) typically govern all
extractive projects. Contracts are con dential, but model oil and gas PSCs are disclosed by the Ministry of Energy. PSC holders
and their legal owners are disclosed in their EITI Report. The main revenue streams in both the hydrocarbon and mining sector
are production spilt, state-owned company entitlement, royalties and commercial tax/corporate income tax. State-owned
companies collect 85% of the revenues from the extractive sector on behalf of the government. Tax revenues are collected by
the Ministry of Finance. No revenues are collected by subnational governments.

Myanmar started work on bene cial ownership by mapping the corporate structure of the companies operating in the
country. The 2013 EITI Report  (https://eiti.org/report/myanmar/2013)includes the legal ownership of oil, gas and mining companies.
More than 95 % of the extractive companies are Chinese, Myanmar or Thai. The report recommends to establish a public
register of bene cial ownership. Global Witness has already documented the bene cial owners of many of the oil and gas com

The MSG is currently discussing the publication of Myanmar's bene cial ownership roadmap to disclose real owners of

Although extractive industries contributed substantially to the rapid growth of the economy in recent
years, we have been facing many challenges in relation to social and environmental issues. In this reg
ard, strong institutions, clear environmental regulations and governance, law enforcement and social
safeguards are undoubtedly required, along with social, economic and environment factors to achiev
e sustainable development. Therefore, Myanmar has been trying to be an Extractive Industries Trans
parency Initiative-compliant country to ensure transparency and accountability in natural resources e
xploitation and nancial management.

Myanmar has rich deposits of natural gas, petroleum, coal, copper, gemstones, precious and semi-precious stones, tin,
tungsten, and zinc. Around 90% of the world’s supply of rubies are sourced from Myanmar and the country is also the world’s
largest single source of Jade. Oil and gas is found both o shore and onshore. Mining occurs throughout the country with most
of the jade deposits located in Kachin state.

On 19 December 2016, the Union Government formally appointed the Myanmar EITI Leading Committee composed of the
Minister of Planning and Finance (MOPF) as Chair, the Minister of Natural Resources and Conservation and the Minister of
Energy and Electricity as members, and the Deputy Minister of MOPF as Secretary.  The Renaissance Institute was appointed
as the National Coordination O ce. Civil society is represented by nine members of the Myanmar Alliance for Transparency
and Accountability (MATA), while industry is represented by members of the Myanmar Federation of Mining Associations
(MFMA) and oil and gas companies. Government has seven representatives.

The workplan is currently being drafted by the MSG and is expected to be approved by April 2017.  On 7 March 2017, the EITI
International Board approved MEITI's request for extension of deadlines, setting 31 March 2018 as the deadline for the
publication of the second EITI Report, and 1 July 2018 as the commncement date for their Validation.

Transparency Initiative Multi-Stakeholders Group (MEITI-MSG) representatives
held at Hotel Royal Ace, Nay Pyi Taw from 5th
and 6th
October 2015.
First Day on the 5th
of October (from 09:00 a.m. to 04:30 p.m)
Objective
1. The objective of the meeting is that the Independent Administrator, the Moore
Stephens presented the findings and recommendation of the Scoping Study to the
MEITI Multi-Stakeholders Group in order to obtain the approval from the Multi-
Stakeholders Group regarding the scope to be verified for the production of the first
Myanmar EITI Report.
Delivering of the Opening Speech by the H.E. Chair, Dr. Maung Maung Thein
2. In delivering the opening speech by the H.E. Dr Maung Maung Thein, Deputy
Minister for the Ministry of Finance, the Chair of the MEITI-MSG, today meeting is an
important meeting that deep discussion is a must for the timely production and
submission of the first MEITI Report to meet the dead line of 2nd
January 2016. In
doing so, for the time saving, discussion should be focused on the main points,
critical issues should be given priority and decision should thus be effectively made.
He concluded his opening speech by saying the point that the course of discussion
should be emphasized on the production and submission of the Report on this first
day meeting.
Discussions
Presentation regarding the Scoping Study by the Independent Administrator, the
Moore Stephens
3. The Moore Stephens presented their findings, recommendations and
necessary points to be decided by the Multi-Stakeholders Group (MSG). In
presenting so, they presented the stages of reconcilation process and the scoping
study is one of the elements of verification process they are going to present the
main findings of scope required to be discussed and approved by the Multi-
Stakeholders Group (MSG), they presented the sectors included in the scoping study
and how to make the Material Threshold etc. and they recommended the alternative
methods regarding the guarantee of the true and correct data to be disclosed by the
Government Departments/Enterprises/Corporations and companies who are going to
be included in the reconciliation process. Then they presented the potential barriers
to be encountered before the reconciliation process and presented the terms of
references to be performed and the time schedule (Time Table) for the production
and submission of the Report. (the details can be seen in the annex in the
PowerPoint slides presented by the Moore Stephens)

4. Then the capacity building of the Government organizations and companies,
the second task of the verification process, will be executed, and then the third task
of Data Collection will be implemented for two weeks, the fourth task (stage) on Data
Collection and Analyses of Discrepancies in which analysis on the gap will be
conducted by verifying the collected data and figures. And then the last stage (task)
will be the producing of the First Report of Myanmar EITI etc. and they presented
step by step of the process.
5. In presenting the Scoping Study performed by the Moore Stephens, during
the study period, they met the different stakeholders (Government organizations,
companies and civil society organizations) according to the TOR, the scoping study
included and studied oil, gas and mining (including gemstone sector). As MSG that
needs to make consideration and to decide the fact that as the sales
proceeds/revenue income from the gemstone and jade sector is huge if comparison
with other mineral products so that according to the TOR of independent
Administrator, whether the income from the gems emporium or the entire gems and
jade sector would be considered which is the decision to be made by the MSG, they
presented. In this regard, the MSG decided that only revenue income from the gems
emporium (official disclosure) should be included in the reconciliation process.
6. The point regarding whether pearl sector under the Ministry of Mines should
be included or not, a representative from the companies presented and discussed
that the revenue income from the pearl sector comparing with gems and jade is very
small so that the inclusion of gems and jade is sufficient. A representative from the
civil society organization raised a question to the Ministry of Mines regarding the
readiness of the inclusion of pear sector in the reconciliation process and the
representative from the government, the Ministry of Mines, responded that the data
are ready to disclose but the revenue income from the pearl sector is too small so
that it would be appropriate to exclude the pearl sector. Then the MSG decided that
the pearl sector should not be included.
7. Then, the Moore Stephens explained about the Material Analysis that, which
elements are contained in the definition of materiality in the EITI Standard and they
presented the barriers they encountered in the scoping study. Then, in presenting
their approach in making Material Analysis, they fixed the Material Threshold by
dividing sectors, such sectors are oil and gas, gemstone and jade and other mineral
products so there are three sectors, they studied on the basis of the revenue which
is over 68% of the total revenue of the State’s financial revenue disclosed by the
Ministry of Mines and Ministry of Energy. In this study, Social Payments and Sub-
National Payments are not included. But the reporting Template is prepared
according to the EITI Standard, to obtain accurate and comprehensive data and
figures to be collected and included, they presented.

8. Regarding the oil and natural gas, the points and discussions presented by
the Moore Stephens for the sake of the considerations and decisions to be made by
the MSG are as follows:
(a) To decide whether reconcilation should be made for all cash flows of all
companies involving in the oil and gas sector or not? Dr. Zaw Oo
explained on the point presented that the total revenue from the oil and
gas sector in 2013-2014 was over 2.6 billion US$ (70% of the total
revenue income of the Nation/State) so that this sector is important
sector. But only four main companies have been involving and earning
such income, whether these companies should only be included in the
verification process or all of (13) Companies being involved in the (6)
operation sites presented in the slide no. 15 of the Moore Stephens, it
needs to be decided, he explained. Regarding such point, the
representative from the private sector discussed that the data can be
disclosed from the private sector, the representative who attended as an
observer from the Government, presented that the Ministry of Energy
issued a letter to all companies to participate and involve in the EITI
process since its inception and the companies also replied their
willingness to involve in the EITI process, at the same time, it was
acknowledged to the companies to disclose the data whenever it is
required. Then all oil and natural gas companies mentioned above will
be included in the verification process, it was decided. Regarding the
pipelines to be included in the report questioned by a representative
from the civil society organizations, the representative from the
Government responded and answered that they can be able to disclose
the data obtained from the pipeline companies.
(b) Regarding the Confidentiality Provision in PSCs, the company side
wishes the MOGE to issue a (Side Letter) and it was discussed and
agreed to issue a Side Letter.
(c) On the presentation of matters by Moore Stephens, needs to be decided
by the MSG, issues relating to the disclosure of the revenue income
accrued from Oil and Gas Transportation (1) whether payments are
disclosed or not?; (2) if disclosed, whether the companies are
participating to reconcile it or not? And whether the tariff rates and
volume of Transported Commodities are disclosed by the MOGE or not?
In this regard, (1) revenue income and tax will be disclosed in the EITI
Report; (2) It will be difficult to reconcile for the revenue accrued from the
Natural gas though it is agreed to disclose so that the MOGE agreed to
make Unilateral Disclosure; (3) the MOGE agreed to disclose the volume
of Transported Commodities but agreed not to disclose the tariff rates
due to the difficulties in calculation. Regarding the discussion of a
representative from the civil society organizations on the Chinese

Pipeline, the representative from the Government responded that the fee
for pipeline transportation did not received yet and a representative from
the civil society organizations talked about the inclusion of other facts in
this respect to be disclosed. Then the Moore Stephens clarified the fact
that, related data on the pipelines producing oil and gas companies will
be included and what the MOGE wish to disclose the data as Unilateral
Disclosure will be disclosed as Unilateral Disclosure, they explained.
9. The matters presented and discussion by the Moore Stephens for the MSG to
discuss and decide regarding the mining sector and jade and gemstones sector are
as follows:-
(a) It was studied and found the fact that out of three (3) sectors, the
revenue income from the jade and gemstone sector is making 20% of
the State’s income to be earned. Though there were 256 companies at
the Gems Emporium, if material threshold was made, there were (30)
companies receiving sales proceeds over 10 billion Kyats and a total
revenue income from these companies was 67% of the total income of
Gems Emporium. Therefore, regarding the making of Reconciliation
Scope, such mark of demarcation on over 10 billion Kyats and (30)
companies will only be included in the disclosure and whether the
MOGE will make other companies as Unilateral Disclosure, a
representative from the private sector discussed that (30) companies
presented are appropriate, such companies are big companies,
although there are many companies in this sector most companies are
not commercially viable and cannot produce beneficially, besides it is
convenient based on the revenue and tax paid at the Emporium.
(b) Regarding the mining sector, if making Material Threshold, over the
income accrued of 0.25 billion Kyats as cutoff line, (11) companies will
be included in the Reconciliation Scope and it will cover 50% of the
total revenue of the Ministry of Mines and the presentation relating to
whether remaining companies will be in the Unilateral Disclosure by the
Ministry of Mines, a representative from the private companies gave
the remark on the agreement for the selection of such (11) companies
in this regard. A representative from the Government, the Ministry of
Mines, member of MSG presented that selection of a total of (30)
companies of jade and gemstones and (11) companies of mining was
agreed upon.
A representative from civil society organizations, in discussing the
matters regarding the mining sector, it should be disclosed according to
the EITI Standard, how much revenue income accrued from Myanma
Economic Holdings Company Ltd and Letpadaung Projects?, how to
make a contract? etc., he presented and the representative from the

Government explained that these projects, Wanbao and Yantze
companies did not reach the production stage, other representative
from the civil society organizations discussed that according to
Wanbao report, they mentioned that they earned 300 million US$.
Besides, it was found that the partner gemstones companies of
Myanma Economic Holdings Company Ltd are not included. But the
general public wants to know about the related data of these
companies. They want to know about the Sabei Taung and Kyay-sin
Taung, he discussed. The representative from the Ministry of Mines
discussed that according to the criteria of Material Threshold, though
the Wanbao and Yantze Companies were not included, we can
disclose in line with the EITI practice, he discussed. A representative
from the private sector talked that Myanmar Imperial Jade Company
which is included as one of (30) companies is from the Myanmar
Economic Holdings Company Ltd. Regarding the making of Material
Threshold, it was based on the data/fees obtained from the Ministry of
Mines and the Ministry of Energy, the Moore Stephens discussed in
addition and complemented. They want such Material Threshold at this
time to agree upon and continued to explain that the companies what
the MSG wants to be included in the Reconciliation Exercise could be
included. A representative from the private sector discussed that
beside the Threshold, with the agreement of the MSG, other
companies should be included as special case. Then all agreed upon
the Material Threshold, and agreed to include Wanbao, Yantze and
Takaung Nickel Companies. The representative from the Government
discussed in addition that Sabei-Taung and Kyay-sin Taung projects
were started to allocate the work sites since 2010 and disclosure of
facts will be made available for the financial year 2013-2014, he
presented.
(c) On the presentation regarding the companies not included in the
Reconciliation Scope, how to describe in which form of payment to the
Ministry of Finance and Internal Revenue Department by these
companies, the Ministry of Finance needs not disclose the companies
which are not included in the Reconciliation Scope, it was agreed. The
Ministry of Mines and the Ministry of Energy issue/disclose the detail
facts of each company to be verified and give a total of payment flow of
the remaining companies, it was agreed.
10. In the discussion and decision was made regarding the other figures and data
needed to be disclosed:-
(a) Regarding the disclosure of the recruitment condition of human
resources, the companies included in the Scope should describe the

quantity/number of staff employees and gender/sex in the Template if it
is possible, it was agreed.
(b) Regarding the disclosure of the export and production volume and
value, a representative from private sector discussed that companies,
disclosure of the production volume is not an issue for them, but the
value will be an issue. Then the MOGE and MOM decided that they will
disclose the export, volume and value of production.
(c) According to the EITI Standard (3.9), the MOM and MOGE will be
disclosing the details of Contract/Work License for the purpose of the
EITI report, it was agreed.
(d) Regarding the disclosure of the expenditure of the corporate social
responsibility, though there was no Mandatory Social Expenditures in
the Republic of the Union of Myanmar in the financial year 2013-2014,
if there were Voluntary Expenditures, the companies can describe it.
The MPRL Company said that such disclosure is outside of the
Revenue Transparency so that they would not disclose it. Therefore
except the MPRL, other companies will be disclosing such
expenditures, it was agreed.
(e) Regarding the SOE level of ownership, Myanmar Wanbao Company of
Letpadaung Taung Copper Mine Project should be included, it was
agreed.
(f) Regarding the SOE payments and transfers, the ME-1, ME-2, ME-3,
MGE and MOGE agreed to disclose all revenue and tax/fees paid to
the Government. The Government is also agreed to disclose the
transfers to SOE if any.
(g) Companies involved in the Reconciliation Scope agreed to disclose the
payments such as fees, development fund etc. if any to the local
governments.
11. Assurance to be provided by reporting entities.
(a) The Moore Stephens presented the requirements of the EITI Standard
that the Government, the heads/officer-in-charge of respective
Government organizations and State Economic Enterprises must sign
on the template duly filled out and need to stamp the organization’s
seal and the Union of Auditor General’s Office needs to certify these
documents. The representative of the Union Auditor General’s Office
presented the fact that all accounts of 2013-2014 financial year have
been audited by their office and they will be helping to audit the budget
coming into the Government Ministry. But the Internal Revenue
Department and the Custom Department under the Ministry of Finance

have had only consolidate revenue tax so that their office audited such
consolidated revenue tax as there is no separate accounts for mining
production enterprises and other economic undertakings of companies
whether the revenue is from the mining sector or other economic/goods
sectors so that there would be a difficulty to certify separately for the
purpose of EITI. Then it was decided that other ministries except the
Ministry of Finance need certification from the Union Auditor General’s
Office. It was also suggested that the Union Auditor General’s Office is
kindly invited to the Reporting Entities Workshop.
(b) It was also agreed that, for the companies, there may be a gap due to
the different accounting systems practised among the Government
organizations and the companies so that the reporting should be based
on the Cash Basis. It was agreed the fact that, the head of the
company or Chief Financial Officer needs to sign on the Templates like
the Government organizations. As the external auditor will have
difficulty to certify on these documents, it was not agreed to certify so.
Then it was agreed that the details of vouchers and dates of payments
must be disclosed in order to make the financial figures and data to be
confident/trusted and comprehensive.
12. In presenting the other requirements to be discussed and decided by the
MSG are as follows:-
(a) The Moore Stephens presented the fact that regarding the beneficial
ownership, first the definition of what is beneficial ownership needs to
get agreed upon, decision needs to be made whether the beneficial
ownership would be put into the EITI reporting Template or not? In
terms of time requirement, the definition of Beneficial Ownership is not
sufficient, the MSG decided that the legal ownership should be
described in the current report. The Moore Stephens discussed and
presented that by describing the legal ownership in the first report and
basic facts will be firstly tried to be collected and attempt will be
conducted for the decision to be made in the next report and it is better
to start with the step of legal ownership.
(b) Regarding the Social Expenditures, it was agreed that the consolidated
Voluntary Social Payments should be described.
13. It was discussed and agreed that the time table/time schedule for the
preparation of Myanmar EITI report is to be performed as presented in the
PowerPoint presentation slides.

Chair of MSG, Dr. Maung Maung Thein delivered his opening speech
1. In delivering his opening speech, the Chair said thank you to all participants to
attend two consecutive days of the meeting and then the meeting started to
commence.
The Moore Stephens described the summary of the first day meeting
resolutions
2. The Moore Stephens presented and discussed the following summary of first
day meeting resolutions in order to get the approval from MSG representatives:-
(a) Regarding the Reconciliation Scope, it was agreed that the revenue
from the official sales of Gems Emporium will be included in the
verification process for the gemstone and jade sector.
(b) It was discussed and agreed that the pearl sector would not be
included in the Reconciliation Scope.
(c) It was agreed that all companies involved in the (6) work sites will be
included in the verification process.
(d) Regarding the Confidentiality Provisions in PSCs, the MOGE should
issue a Side Letter (directive) and the MOGE will issue Side Letter.
(e) It was agreed by the MOGE to disclose Unilateral Disclosure. Besides
the MOGE agreed to disclose the volume of Transported Commodities
and it was also agreed not to disclose the tariff rates due to difficulties
in calculation
(f) Regarding the pipeline companies, though the fees for transporting
pipeline did not received, the data on pipeline related activities and the
oil and gas producing companies will be included in the certification
process.
(g) It was agreed that, for gemstones and jade sector, over 10 billion Kyats
will be made as Material Threshold and relating to other mineral
products, over 0.25 billion Kyats will be made as Material Threshold. It
was agreed that (30) gems companies and (11) other mining
companies will be included in the report.

(h) It was agreed to include Wanbao, Yantze and Takaung Nickel
Company in the report. Since 2010, the work sites were allocated to
Sabei Taung and Kyay-sin Taung projects and the situation of 2013-
2014 financial year will be disclosed as it is.
(i) It was agreed that the Ministry of Finance needs not to disclose those
companies not included in the Reconciliation Scope and it was agreed
that the Ministry of Mines and the Ministry of Energy issue/disclose
details of payment to the Government for each company and for other
remaining companies, consolidated payment flow should be disclosed.
(j) Regarding the other required data to be disclosed, in making
discussion and decision:
 Regarding the CSR payment, the representative from the MOGE
discussed that there were no CSR program implemented by the MOGE
in 2013-2014 financial year. The representative from the private sector
involved in the oil and gas sector discussed that what he understands
is CSR is not a mandatory activity for a company and the EITI is
Voluntary Basis so that it is assumed that in disclosing the information,
the companies have a right to choice based on the company’s attitude
and whether it should be Aggregate Data (or) Disaggregate Data, he
discussed. Ms. Dyveke, in her discussion, discussed that information
disclosure according to the EITI Standard is only the encouragement
stage and the disclosure of data and figures is also the based on the
decision of the MSG, she points out. Including the Chair, the
representatives from MSG discussed and agreed that option should be
given to the MPRL E & P Myanmar and disclosure of the information
from other oil and gas companies is encouraged and companies from
mining sector to disclose the Aggregate Data.
 The MPRL Company discussed that this kind of disclosure is outside of
the revenue transparency so that they would not disclose. Therefore
except the MPRL, other companies will disclose this data, it was
agreed.
 Regarding the employment, the representative of the civil society
organizations urged that in disclosing the data, classified in gender
should be disclosed, the MPRL representative responded that it would
not be possible and other representatives discussed that if convenient,
the gender disclosure should be put in the Template.
 Regarding the Beneficial Ownership, it was discussed and agreed to
disclose only the legal ownership.
 Regarding the waiver, the MOGE will send a letter of
acknowledgement to oil and gas companies and further discussion will
be conducted.

 The representative from the gemstone sector, the wordings of revenue
and tax contained in the Templates are too general so that they would
like to correct the wordings of tax and revenue paid from the
gemstones sector, he discussed. Other representative also suggested
and discussed that for the mineral production/mining sector and
gemstones sector, it would be better to make separate template for
each sector, it would be convenient if a focal person each from the
Government and companies (private sector) to be designated in order
to add/complement the template.
 In adding/complementing the templates, the MPRL Myanmar should
coordinate with the representatives and companies from oil and gas
sector and Myanmar Mining Entrepreneurs Federation should
coordinate with the representatives and companies from mining sector,
it was discussed and agreed.
 It was agreed that according to the Requirements (3.9) of EITI
Standard, companies, MOM and MOGE should disclose the details of
contract/work license for the EITI Report.
According to the second Day agenda of the meeting, the following discussion was
continuing to conduct as follows:
1. In presenting and discussing the summary of 10th
Meeting of MEITI-MSG
Resolutions, The Myanmar EITI Coordination Office discussed:-
 Regarding the MIC to be included in the MSG as representative and inviting
MIC to the MSG meeting, for the signing by the Chair of MEITI-MSG, the
MEITI Coordination Office prepared the letter of acknowledgement and the
Chair signed the letter and sent it to the MIC already. For their side, it is
waiting for the focal person in this respect.
 To act according to the dead line fixed by the International EITI Board (as an
alternative 1) and to timely complete the process of the Moore Stephens,
working in cooperation with concerned departments/organizations is being
performed and the Ministry of Finance also is preparing to make a contract
with the Moore Stephens.
 Regarding the Annual Progress Report, only the group of civil society
organizations sent their comments and recommendations twice and other (2)
constituent groups did not send their comments and recommendation, if they
do not give their feedback, it would be assumed that there is no comments
and approved the Annual Progress Report as it is.
 It was discussed that the Press release will be held after the production of
Scoping Study and Annual Report.
 Regarding the functions of the Secretariat, the details have been discussed at
the Workplan and Governance Sub-Committee and the comments are going
to be requested from today meeting.

 Regarding the Mining Cadastre, it was agreed that the study will be
conducted by the Myanmar EITI Coordination Office and to present such
study to the MSG, the Myanmar EITI Coordination Office will be presenting
and discussing the summary of the study at this MSG meeting.
 Sub-National Coordination Units for Mandalay and Magway Regions have
been formed and the draft has been sent to the Ministry of Finance in order
for the official announcement of the list of representatives in these Units.
 It was agreed to continue to form Sub-National Coordination Units in the
remaining States, Shan State and Rakhine State in 2015, to meet the Shan
State Government, the Chief Minister gave his comment to meet the State
Minister for Forestry and Mines and due to his time limitations, it is aimed to
meet in the last week of October and the follow-ups have been making to
meet the Rekhine State Government.
 The awareness raising workshops will be held as and when needed and
necessary coordination has been made in this respect, it was discussed and
presented.
2.. After presenting the agenda (1) of the meeting, the representative from the
civil society organization suggested that the name of Daw Moe Moe Tun should be
put in the list of the representatives of CSOs and regarding the Press Release, as
the annual report is finalized today, it will be better to fix the date for holding the
Press Release. It is assumed that the Annual Progress Report needs to be
translated into Myanmar language. It was suggested to the Myanmar EITI
Coordination Office to help for doing such translation work, the distribution of such
report among the civil society organizations will be undertaken by the CSOs group,
the more quotas of copies of this report should be given to the CSOs, it was
requested. The Chair of MSG advised other groups to undertake the distribution
when the report comes out. It was agreed that the Government and private sector
(especially the Mining Entrepreneurs Federation) will undertake the distribution.
The Press Release will be held in the last week of October 2015 (between 20th
and
30th
of October) in Yangon, it was discussed and (2) representatives each from
constituent groups should be participated in such Press release and the Chair of
MSG and The National Coordinator will be included and the nomination of the list of
representatives from each group should be fed back within (1) week, it was agreed
that the email will be sent to the Press Release to obtain the comments from the
MSG. A representative from the CSOs further discussed that he will represent as
focal person to meet and discuss with Rakhine State Government and make
necessary arrangement to meet with the Office of the Rakhine State Government.
Myanmar EITI Coordination Office expressed their thanks for such offer and it was
shared that the awareness raising workshops will be held as and when the
circumstance allows, it is aimed.
3. Regarding the awareness raising workshops, it will be conducted within
December and requested to each group and the provisional training programmes

and budget (estimated cost) discussed at the sub-committee was presented. (Please
see in Annex 1).
Regarding the understanding the EITI report, it was shared that the discussion was
under way with NRGI to conduct the training and requested the representatives for
their feedback and comments, there was no comments and agreed upon it.
4. The representative from CSOs suggested that to consider any kind of assistance
and support to strengthen the Sub-national Level Coordination Units at States and
Regions and to get the chance to attend the awareness raising workshops to be
held. The Chair advised that in such awareness raising workshops, for example, the
workshops to be held in Mandalay, the representatives from Magway Region can be
invited and by inviting the representatives from Region level Sub-National
Coordination Units to the awareness raising workshops will surely strengthen their
units and the representative from CSOs discussed and suggested that the
involvement and participation of representatives from their concerned areas are also
important.
5. In presenting and explaining about the Mining Cadastre by the MITI
Coordination Office, the presentation is about the study done within limited time
frame so that it is not comprehensive as intended so that do not assume as a
complete one. Registration, license, mineral types and ground situation, information
related to the map will be contained. The cadastres are established in order to obtain
information from one source/location. At the initial stage the data are offline and now
consideration is underway to transform and establish online for easily and
conveniently getting the information at any time. In Myanmar, the data collected in
manual can be obtained from the DGSE. Based on the requirements of EITI
Standard and Cadastres in some countries, it was discussed.
Personally enquiries have been made to visit the Department of Geological Survey
and Exploration and according to the enquiries the basic entry of information has
been started. Time and human resources are needed in the calculation of coordinate
maps, arrangement is being made to change from such calculations into UDM
system and most of the changes are aiming to support and assist the One Map
Myanmar. Regarding the technical matters, for the use of 24 hours online needs
servers. It can be supported by using updating and upgrading the software currently
being used, it can be supported. It should support the similar software, there is
human resources shortage and needs adequate spaces for the servers to be
installed, it was discussed and presented. Besides it was shared that they will be
arranging to meet the responsible officials from the One Map Myanmar to conduct
the Needs Assessment. The representative from the Government discussed that
regarding the One Map Myanmar, the MoECAF has been performing some tasks,
there are two main parts; (1) Mapping and (2) Database. It has been arranged that,
in mapping part, the maps of the entire country can be linked with the database and
such linkage is to be made by the concerned departments. It is meant that on a Map

Platform, the data would be linked. He suggested that it would be better to invite Dr.
Myat Su Mon who has been undertaking the implementation of One Map Myanmar
to discuss technical matters for better understanding and clarification.
The representative from the private sector discussed that it is important for
establishing One Map Myanmar which can be always uninterruptedly linked.
Although the Forestry Department carries out to link with UDM, the most of the maps
from mining sector are coordinate maps. To transform into UDM, there is a gap
between the map and ground situation. Therefore my own opinion is that if the whole
country goes with the UDM system, coordination should be thoroughly needed to be
done. He discussed and suggested that it can be seen by comparing with the work
sites for mineral production already allocated and the work site according to the
UDM system. The Chair of MSG discussed that the Mining Cadastre is the
coordinated and holistic work of all concerned departments so that it is now time to
start such work and if needed the workshop should be organized to invite all
concerned departments. If it is necessary, a separate special committee should be
formed for the establishment of the Mining Cadastre, he discussed. The
representative from the civil society organizations discussed in complement that he
agreed the discussion of the Chair and the budget will be the fund to be funded by
the World Bank and it needs to be under the leadership and management and
administration of MSG. The representative from the private sector discussed that it
would be better to form a special committee and to create a base frame and
discussion on the matter relating to how much it will cost for an establishment of a
base frame needs to be done at the sub-committee meeting and the Mining
Department and the Forestry Department needs to cooperate for this purpose since
its initial stage. The MEITI Coordination Office discussed that they assumed that the
leading team needs to be formed and as the MOM has technical capacity so that it
should be better for them to lead in solving technical issues and the performance
and the budge in details should be monitored and managed by the MSG, it was
suggested.
6. It was presented about a change in a budget line in the RE Budget 290,000
and the MEITI Coordination Office explained and presented the inclusion of the cost
for (5) representatives to attend the “Improving the Governance of Extractive
Industries Training” to be held in Indonesia in October 2015. The representative
from the private sector discussed and suggested that the EITI is meant for Multi-
Stakeholders Group (Tripartite), the cost for the representatives of private sector for
the Study Tour and Capacity Building Training should be included in the RE Budget
and the next Budget and all representatives agreed on that.
Regarding the MP MDTF, the budget presented at the 10th
Meeting of MEITI-Multi-
Stakeholders group has an error due to the computer calculation error, which had
shown US$ 6 million, and such case was re-checked and discussed at the sub-
committee meeting and it is now only US$ 3.6 million. The members of sub-
committee demanded the MDRI to continue its service as Consulting Firm in 2016,

based on the tasks being performed by the MDRI and the budget is accordingly
included. Regarding such case, the representatives are invited to discuss and give
their feedback and needs to discuss to describe the ToRs, it was discussed. The
representative from the private sector discussed that if the MDRI is playing the role
of Consulting Firm, they would not be able to perform coordination role in the
meetings and discussion. Therefore, the ToR of the Consultant needs to include
such coordination work in order to perform its coordination as before, he suggested
and the representatives agreed.
Regarding the Mining Cadastre, it was discussed at the sub-committee meeting to
make a provision of budget (US$ 1 Million) for three years workplan budget.
Workplan will be reviewed once a year so that if it is needed the budget for the
Mining Cadastre can be added with the additional budget and it is aimed at if there
are some more activities to be carried out (US$ 1 Million) provision was made for
such purpose, the MEITI Coordination Office discussed and the representatives
agreed.
7. The Chair, in his concluding speech, talked that we have ardent, earnest and
eager wish to become a full complaint member in the EITI, I have started to meet the
representatives from the civil society organizations at the Workshop held at the
Strand Hotel, Yangon in 2013, I got familiar and have attachment with them after
collaboration and working together during last two years. Therefore I want before my
tenure of office lasts to be a full compliant member and I wish to give Mining
Cadastre as a gift to the country. Please understand me when I got upset and angry
sometimes that is compassion based anger. The important issues must serve first
and some cases should be put in addition into it after becoming a full compliant
member, numerous discussions and undertakings within two years, spending too
much time, energy and cost were made, so that it should be completed within the
time schedule and it is strongly believed that the report will be produced and
submitted, he concluded.

What is in Myanmar’s
first EITI report?
The Extractive Industries Transparency Initiative (EITI) encourages the disclosure of natural
resource revenue data. An EITI candidate country since 2014, Myanmar published its first
EITI report in 2016.
Myanmar’s first EITI report covers USD 3.14 billion in oil, gas and mining revenues.
It indicates that resource revenues accounted for at least 23.6 percent of total
government revenues and around 6 percent of GDP in 2013-14.

Oil and gas accounted for the vast majority
(85 percent) of these revenues. Gemstones and
other minerals represented 13 percent and 2 percent
of the total, respectively.
The report also documents how extractive revenues
are collected. In 2013-14, 85 percent of oil, gas and
mining revenues came from non-tax revenues like
the state’s share of production and royalties.
However, only about half of revenues make it into the Union budget.
Approximately 50 percent of public money from oil, gas and mining are kept
by state-owned economic enterprises (SEEs) in off-budget “other accounts.”
Although data remains incomplete, Myanmar’s EITI
report includes the first publicly available list of
active oil, gas, gemstone and mineral licenses,
updated as of March 2014.

While the publication of Myanmar’s first EITI report represents a major step forward,
stakeholders must do more clarify understanding of the extractive industries and to
comply with the global EITI Standard.
Myanmar’s EITI report only includes 54 percent of emporium
gemstone companies—a small fraction of the total industry. While
the report covers approximately USD 380 million in gemstone revenues,
independent estimates put the value of jade alone somewhere between
USD 8 billion and USD 32 billion annually.
Revenues are not reported on a project-by-project basis. This can
obscure the origin of resource revenues and increases the challenges to
evaluating company performance.
Licensing procedures and allocation criteria are not
clearly stated in Myanmar’s report. A requirement
under the EITI Standard, this information is key to
improving transparency and leveling the playing field in
oil, gas and mining.
The report does not include data on beneficial owners—the individuals
who ultimately benefit from resource extraction. Beneficial ownership can be
obscured by numerous means. Publishing beneficial ownership data will be
required under the revised EITI Standard.
The terms of contracts and licenses remain secret, despite EITI guidelines that
encourage disclosure. This reduces stakeholders’ ability to monitor and enforce
companies’ financial, operational and social obligations.

The Centre for Economic and Social Development (CESD) recently
attended the 3rd Stakeholders Forum on Labour Law Reform and
Institutional Capacity Building in Nay Pyi Taw. Hosted by the International Labour
Organization and sponsored by the European Union, the forum brought together a variety of
stakeholders such as labour unions, business representatives, government ministries, and
international organizations contributing to the ongoing labour reforms in Myanmar.

CESD presents Myanmar’s Agro-Forestry Value Chain to ICC-
ESCAP Workshop in Bangkok

As Myanmar begins to integrate itself into the global economy, CESD
has sought to connect global best practices in value chain
development to Myanmar’s ongoing modernization. Between December 20-22 , the Centre
for Economic and Social Development (CESD) presented its findings at the International
Chamber of Commerce and Economic and Social Commission for Asia and the Pacific’s (ICC-
ESCAP) Workshop in Bangkok, Thailand. CESD’s Senior Program Coordinator, Ms. Nang
Seng Pen, attended the workshop and presented CESD’s findings on how to upgrade
Myanmar’s Agroforestry Value Chain. The value chain analysis specifically focused on rubber
farmer development in Mon State, Myanmar.

national for the position of Research Coordinator who will be
supporting the Deputy Director of Research in leading and managing
several research projects. The Research Coordinator will be working on projects related to a
wide variety of thematic areas reflecting the organization’s areas of expertise. The Research
Coordinator would need to be enthusiastic, team-oriented and capable of handling research
activities efficiently and independently in the absence of the Deputy Director of Research.

CESD Gathers Field Research on Hand Pickers in Kachin State

Since May 2017, the Centre for Economic and Social Development
(CESD) and International Growth Centre (IGC) have conducted
research in Myanmar on the socio-economic conditions of hand
pickers; freelance jade collectors who parse discarded soil and rocks from industrial mining.
Many believe there are between 200,000-400,000 individuals working in the artisanal jade
industry in Myanmar, with many self-employed as independent hand pickers. The research
focuses on pickers who work shoulder to shoulder on the steep sides of towering loose rock
formations. Landslides, malaria, and other hazards claim the lives of many pickers, however,
individuals from all over Myanmar are driven by the allure of fortune to the hazardous
occupation.

CESD Participates in UMFCCI’s Second Annual Convention

On 9 and 10 December, The Union of Myanmar Federations
Chambers of Commerce and Industry (UMFCCI) held its second
annual convention. Bringing together representatives of UMFCCI’s
30,000 members, the convention was a 2-day workshop filled with keynote speeches and
discussions seeking to identify and synergize Myanmar’s business community’s efforts and
goals. During the convention, the community established 2018’s national business agenda.
During the convention, CESD’s Chief of the Board of Directors, Dr. U Myint, presented a
powerful keynote speech on the state of Myanmar’s economy, calling on the Myanmar
government to focus on the economy alongside the peace process.

CESD Hosts Dialogue on Food and Agriculture Reform in Bago

CESD has organized four workshops across Myanmar to solicit
discussion and debate between stakeholders on the status of food
and agriculture in Myanmar, especially food security, nutrition, land,
and livelihoods. The workshops are part of an ongoing nation-wide dialogue on inadequacies
and opportunities in Myanmar’s food and agriculture industry. The four workshops have
served a multi-tiered role addressing policy shortcomings at the national and state levels, as
well as coordinating public and private sector coordination to improve key agriculture sectors.

The first Myanmar Extractive Industries Transparency Initiative (MEITI) Report was submitted to the EITI International
Secretariat on 2 January 2016. The report is a key requirement for Myanmar as an ‘EITI Candidate Country’, and
supports the objective of attaining ‘EITI Compliant’ status in 2017. CESD is the coordinating body for the Leading
Authority of MEITI.
The Extractive Industries Transparency Initiative (EITI) is a global standard promoting open and accountable
management of natural resources – notably in the oil, gas and mining industries. In each implementing country it is
supported by a coalition of governments, companies and civil society working together.
The first MEITI Report looks at the fiscal and non-fiscal revenues across three sub-sectors of the extractive sector –
oil and gas, gems and jade, and other minerals.
The purpose of the report was to reconcile the data provided by companies operating in the extractive sector with the
data provided by relevant government ministries and bodies. The overall objectives of the reconciliation are:
1. to assist the Government of Myanmar identify the positive contribution that the extractive sector makes to the
economic and social development of Myanmar, and
2. to realise the sector’s potential through improved resource governance.
A total of 57 companies were included in the reconciliation process, representing:
100 % of revenue from Myanmar’s oil and gas sector,
53% of revenue from the gems and jade sector, and
45% of revenue from the other minerals sector.
Eleven government agencies were also included in the reconciliation process.
The reconciliation found that during the fiscal year 2013-14, total revenue collected from the extractive sector
amounted to 3,011,283 million Myanmar kyat (MMK), and about 85% of total revenue are collected mainly by the
State Owned Enterprises (SOEs). The unresolved discrepancies in this report amounted to MMK 162 million (US$
0.17 million) representing 0.01% of total receipts by government reporting entities in fiscal year 2013-14.
In addition to the results of the reconciliation, the report provides 14 recommendations to support
Myanmar’s graduation to ‘EITI Compliant’ status and support greater transparency, accountability and good
governance in the extractive industry.

  • 1. 2/7/2018 Myanmar | Extractive Industries Transparency Initiative https://eiti.org/myanmar#contacts 1/7 EITI Status Yet to be assessed against the 2016 Standard EITI Member Since 2014 Latest Data From 2014 Website EITI Myanmar (http://myanmareiti.org/) Myanmar's natural resources include oil and gas, minerals and gems. The extractive sector accounted for 6% of GDP, 23.6% of State revenue and 38.5% of exports in 2013. It has proven oil reserves of 50 m barrels and proven gas reserves of 10 trillion cubic feet. The extractive sector is the second largest source of foreign direct investment and represent close to 40% of exports, with gas and gems being the two main revenue generating commodities. The Myanmar government's 12-point Economic Policy accentuates the strategic role of EITI in the reform process, speci cally in natural resource governance.  The EITI creates a platform for vibrant discussions on issues around resource sharing which is widely debated and central to the ongoing peace process. The EITI is also stimulating public debate and shedding light on lost revenues from the jade and gems sector. O cial revenues from gem stones sales in 2014 were estimated at US$3.4 bn, according to the rst Myanmar EITI Report published in 2016. However, real gures from other sources have been cited to range between US$9-US$30 bn. Contracts are con dential, but model oil and gas PSCs are disclosed by the Ministry of Energy. PSC holders and their legal owners are disclosed in their EITI Report. The main revenue streams in both the hydrocarbon and mining sector are production spilt, state-owned company entitlement, royalties and commercial tax/corporate income tax. State-owned companies collect 85% of the revenues from the extractive sector on behalf of the government. Tax revenues are collected by the Ministry of Finance. In this reg ard, strong institutions, clear environmental regulations and governance, law enforcement and social safeguards are undoubtedly required, along with social, economic and environment factors to achiev e sustainable development. Therefore, Myanmar has been trying to be an Extractive Industries Trans parency Initiative-compliant country to ensure transparency and accountability in natural resources e xploitation and nancial management. Governance On 19 December 2016, the Union Government formally appointed the Myanmar EITI Leading Committee composed of the Minister of Planning and Finance (MOPF) as Chair, the Minister of Natural Resources and Conservation and the Minister of Energy and Electricity as members, and the Deputy Minister of MOPF as Secretary.  The Renaissance Institute was appointed as the National Coordination O ce. Civil society is represented by nine members of the Myanmar Alliance for Transparency and Accountability (MATA), while industry is represented by members of the Myanmar Federation of Mining Associations (MFMA) and oil and gas companies. First Day on the 5th of October (from 09:00 a.m. to 04:30 p.m) Objective 1. The objective of the meeting is that the Independent Administrator, the Moore Stephens presented the findings and recommendation of the Scoping Study to the MEITI Multi-Stakeholders Group in order to obtain the approval from the Multi- Stakeholders Group regarding the scope to be verified for the production of the first Myanmar EITI Report. Delivering of the Opening Speech by the H.E. Chair, Dr. Maung Maung Thein 2. In delivering the opening speech by the H.E. Dr Maung Maung Thein, Deputy Minister for the Ministry of Finance, the Chair of the MEITI-MSG, today meeting is an important meeting that deep discussion is a must for the timely production and submission of the first MEITI Report to meet the dead line of 2nd January 2016. In doing so, for the time saving, discussion should be focused on the main points, critical issues should be given priority and decision should thus be effectively made. Discussions Presentation regarding the Scoping Study by the Independent Administrator, the Moore Stephens 3. The Moore Stephens presented their findings, recommendations and necessary points to be decided by the Multi-Stakeholders Group (MSG). In presenting so, they presented the stages of reconcilation process and the scoping study is one of the elements of verification process they are going to present the main findings of scope required to be discussed and approved by the Multi- Stakeholders Group (MSG), they presented the sectors included in the scoping study and how to make the Material Threshold etc. and they recommended the alternative methods regarding the guarantee of the true and correct data to be disclosed by the Government Departments/Enterprises/Corporations and companies who are going to be included in the reconciliation process. Then they presented the potential barriers to be encountered before the reconciliation process and presented the terms of references to be performed and the time schedule (Time Table) for the production and submission of the Report. (the details can be seen in the annex in the PowerPoint slides presented by the Moore Stephens)

Then the capacity building of the Government organizations and companies, the second task of the verification process, will be executed, and then the third task of Data Collection will be implemented for two weeks, the fourth task (stage) on Data Collection and Analyses of Discrepancies in which analysis on the gap will be conducted by verifying the collected data and figures. And then the last stage (task) will be the producing of the First Report of Myanmar EITI etc. and they presented step by step of the process. 5. In presenting the Scoping Study performed by the Moore Stephens, during the study period, they met the different stakeholders (Government organizations, companies and civil society organizations) according to the TOR, the scoping study included and studied oil, gas and mining (including gemstone sector). As MSG that needs to make consideration and to decide the fact that as the sales proceeds/revenue income from the gemstone and jade sector is huge if comparison with other mineral products so that according to the TOR of independent Administrator, whether the income from the gems emporium or the entire gems and jade sector would be considered which is the decision to be made by the MSG, they presented. In this regard, the MSG decided that only revenue income from the gems emporium (official disclosure) should be included in the reconciliation process. 6. The point regarding whether pearl sector under the Ministry of Mines should be included or not, a representative from the companies presented and discussed that the revenue income from the pearl sector comparing with gems and jade is very small so that the inclusion of gems and jade is sufficient. A representative from the civil society organization raised a question to the Ministry of Mines regarding the readiness of the inclusion of pear sector in the reconciliation process and the representative from the government, the Ministry of Mines, responded that the data are ready to disclose but the revenue income from the pearl sector is too small so that it would be appropriate to exclude the pearl sector. Then the MSG decided that the pearl sector should not be included. 7. Then, the Moore Stephens explained about the Material Analysis that, which elements are contained in the definition of materiality in the EITI Standard and they presented the barriers they encountered in the scoping study. Then, in presenting their approach in making Material Analysis, they fixed the Material Threshold by dividing sectors, such sectors are oil and gas, gemstone and jade and other mineral products so there are three sectors, they studied on the basis of the revenue which is over 68% of the total revenue of the State’s financial revenue disclosed by the Ministry of Mines and Ministry of Energy. In this study, Social Payments and Sub- National Payments are not included. But the reporting Template is prepared according to the EITI Standard, to obtain accurate and comprehensive data and figures to be collected and included, they presented.

Regarding the oil and natural gas, the points and discussions presented by the Moore Stephens for the sake of the considerations and decisions to be made by the MSG are as follows: (a) To decide whether reconcilation should be made for all cash flows of all companies involving in the oil and gas sector or not? Dr. Zaw Oo explained on the point presented that the total revenue from the oil and gas sector in 2013-2014 was over 2.6 billion US$ (70% of the total revenue income of the Nation/State) so that this sector is important sector. But only four main companies have been involving and earning such income, whether these companies should only be included in the verification process or all of (13) Companies being involved in the (6) operation sites presented in the slide no. 15 of the Moore Stephens, it needs to be decided, he explained. Regarding such point, the representative from the private sector discussed that the data can be disclosed from the private sector, the representative who attended as an observer from the Government, presented that the Ministry of Energy issued a letter to all companies to participate and involve in the EITI process since its inception and the companies also replied their willingness to involve in the EITI process, at the same time, it was acknowledged to the companies to disclose the data whenever it is required. Then all oil and natural gas companies mentioned above will be included in the verification process, it was decided. Regarding the pipelines to be included in the report questioned by a representative from the civil society organizations, the representative from the Government responded and answered that they can be able to disclose the data obtained from the pipeline companies. (b) Regarding the Confidentiality Provision in PSCs, the company side wishes the MOGE to issue a (Side Letter) and it was discussed and agreed to issue a Side Letter. (c) On the presentation of matters by Moore Stephens, needs to be decided by the MSG, issues relating to the disclosure of the revenue income accrued from Oil and Gas Transportation (1) whether payments are disclosed or not?; (2) if disclosed, whether the companies are participating to reconcile it or not? And whether the tariff rates and volume of Transported Commodities are disclosed by the MOGE or not? In this regard, (1) revenue income and tax will be disclosed in the EITI Report; (2) It will be difficult to reconcile for the revenue accrued from the Natural gas though it is agreed to disclose so that the MOGE agreed to make Unilateral Disclosure; (3) the MOGE agreed to disclose the volume of Transported Commodities but agreed not to disclose the tariff rates due to the difficulties in calculation. Regarding the discussion of a representative from the civil society organizations on the Chinese

Meeting Minutes of 11th Meeting of MEITI-MSG 5-6 October 2015, Hotel Royal Ace, Nay Pyi Taw Page 4 of 7 Pipeline, the representative from the Government responded that the fee for pipeline transportation did not received yet and a representative from the civil society organizations talked about the inclusion of other facts in this respect to be disclosed. Then the Moore Stephens clarified the fact that, related data on the pipelines producing oil and gas companies will be included and what the MOGE wish to disclose the data as Unilateral Disclosure will be disclosed as Unilateral Disclosure, they explained. 9. The matters presented and discussion by the Moore Stephens for the MSG to discuss and decide regarding the mining sector and jade and gemstones sector are as follows:- (a) It was studied and found the fact that out of three (3) sectors, the revenue income from the jade and gemstone sector is making 20% of the State’s income to be earned. Though there were 256 companies at the Gems Emporium, if material threshold was made, there were (30) companies receiving sales proceeds over 10 billion Kyats and a total revenue income from these companies was 67% of the total income of Gems Emporium. Therefore, regarding the making of Reconciliation Scope, such mark of demarcation on over 10 billion Kyats and (30) companies will only be included in the disclosure and whether the MOGE will make other companies as Unilateral Disclosure, a representative from the private sector discussed that (30) companies presented are appropriate, such companies are big companies, although there are many companies in this sector most companies are not commercially viable and cannot produce beneficially, besides it is convenient based on the revenue and tax paid at the Emporium. (b) Regarding the mining sector, if making Material Threshold, over the income accrued of 0.25 billion Kyats as cutoff line, (11) companies will be included in the Reconciliation Scope and it will cover 50% of the total revenue of the Ministry of Mines and the presentation relating to whether remaining companies will be in the Unilateral Disclosure by the Ministry of Mines, a representative from the private companies gave the remark on the agreement for the selection of such (11) companies in this regard. A representative from the Government, the Ministry of Mines, member of MSG presented that selection of a total of (30) companies of jade and gemstones and (11) companies of mining was agreed upon. A representative from civil society organizations, in discussing the matters regarding the mining sector, it should be disclosed according to the EITI Standard, how much revenue income accrued from Myanma Economic Holdings Company Ltd and Letpadaung Projects?, how to make a contract? etc., he presented and the representative from the

Meeting Minutes of 11th Meeting of MEITI-MSG 5-6 October 2015, Hotel Royal Ace, Nay Pyi Taw Page 5 of 7 Government explained that these projects, Wanbao and Yantze companies did not reach the production stage, other representative from the civil society organizations discussed that according to Wanbao report, they mentioned that they earned 300 million US$. Besides, it was found that the partner gemstones companies of Myanma Economic Holdings Company Ltd are not included. But the general public wants to know about the related data of these companies. They want to know about the Sabei Taung and Kyay-sin Taung, he discussed. The representative from the Ministry of Mines discussed that according to the criteria of Material Threshold, though the Wanbao and Yantze Companies were not included, we can disclose in line with the EITI practice, he discussed. A representative from the private sector talked that Myanmar Imperial Jade Company which is included as one of (30) companies is from the Myanmar Economic Holdings Company Ltd. Regarding the making of Material Threshold, it was based on the data/fees obtained from the Ministry of Mines and the Ministry of Energy, the Moore Stephens discussed in addition and complemented. They want such Material Threshold at this time to agree upon and continued to explain that the companies what the MSG wants to be included in the Reconciliation Exercise could be included. A representative from the private sector discussed that beside the Threshold, with the agreement of the MSG, other companies should be included as special case. Then all agreed upon the Material Threshold, and agreed to include Wanbao, Yantze and Takaung Nickel Companies. The representative from the Government discussed in addition that Sabei-Taung and Kyay-sin Taung projects were started to allocate the work sites since 2010 and disclosure of facts will be made available for the financial year 2013-2014, he presented. (c) On the presentation regarding the companies not included in the Reconciliation Scope, how to describe in which form of payment to the Ministry of Finance and Internal Revenue Department by these companies, the Ministry of Finance needs not disclose the companies which are not included in the Reconciliation Scope, it was agreed. The Ministry of Mines and the Ministry of Energy issue/disclose the detail facts of each company to be verified and give a total of payment flow of the remaining companies, it was agreed. 10. In the discussion and decision was made regarding the other figures and data needed to be disclosed:- (a) Regarding the disclosure of the recruitment condition of human resources, the companies included in the Scope should describe the

(b) Regarding the disclosure of the export and production volume and value, a representative from private sector discussed that companies, disclosure of the production volume is not an issue for them, but the value will be an issue. Then the MOGE and MOM decided that they will disclose the export, volume and value of production. (c) According to the EITI Standard (3.9), the MOM and MOGE will be disclosing the details of Contract/Work License for the purpose of the EITI report, it was agreed. (d) Regarding the disclosure of the expenditure of the corporate social responsibility, though there was no Mandatory Social Expenditures in the Republic of the Union of Myanmar in the financial year 2013-2014, if there were Voluntary Expenditures, the companies can describe it. The MPRL Company said that such disclosure is outside of the Revenue Transparency so that they would not disclose it. Therefore except the MPRL, other companies will be disclosing such expenditures, it was agreed. (e) Regarding the SOE level of ownership, Myanmar Wanbao Company of Letpadaung Taung Copper Mine Project should be included, it was agreed. (f) Regarding the SOE payments and transfers, the ME-1, ME-2, ME-3, MGE and MOGE agreed to disclose all revenue and tax/fees paid to the Government. The Government is also agreed to disclose the transfers to SOE if any. (g) Companies involved in the Reconciliation Scope agreed to disclose the payments such as fees, development fund etc. if any to the local governments. 11. Assurance to be provided by reporting entities. (a) The Moore Stephens presented the requirements of the EITI Standard that the Government, the heads/officer-in-charge of respective Government organizations and State Economic Enterprises must sign on the template duly filled out and need to stamp the organization’s seal and the Union of Auditor General’s Office needs to certify these documents. The representative of the Union Auditor General’s Office presented the fact that all accounts of 2013-2014 financial year have been audited by their office and they will be helping to audit the budget coming into the Government Ministry. But the Internal Revenue Department and the Custom Department under the Ministry of Finance

Meeting Minutes of 11th Meeting of MEITI-MSG 5-6 October 2015, Hotel Royal Ace, Nay Pyi Taw Page 7 of 7 have had only consolidate revenue tax so that their office audited such consolidated revenue tax as there is no separate accounts for mining production enterprises and other economic undertakings of companies whether the revenue is from the mining sector or other economic/goods sectors so that there would be a difficulty to certify separately for the purpose of EITI. Then it was decided that other ministries except the Ministry of Finance need certification from the Union Auditor General’s Office. It was also suggested that the Union Auditor General’s Office is kindly invited to the Reporting Entities Workshop. (b) It was also agreed that, for the companies, there may be a gap due to the different accounting systems practised among the Government organizations and the companies so that the reporting should be based on the Cash Basis. It was agreed the fact that, the head of the company or Chief Financial Officer needs to sign on the Templates like the Government organizations. As the external auditor will have difficulty to certify on these documents, it was not agreed to certify so. Then it was agreed that the details of vouchers and dates of payments must be disclosed in order to make the financial figures and data to be confident/trusted and comprehensive. 12. In presenting the other requirements to be discussed and decided by the MSG are as follows:- (a) The Moore Stephens presented the fact that regarding the beneficial ownership, first the definition of what is beneficial ownership needs to get agreed upon, decision needs to be made whether the beneficial ownership would be put into the EITI reporting Template or not? In terms of time requirement, the definition of Beneficial Ownership is not sufficient, the MSG decided that the legal ownership should be described in the current report. The Moore Stephens discussed and presented that by describing the legal ownership in the first report and basic facts will be firstly tried to be collected and attempt will be conducted for the decision to be made in the next report and it is better to start with the step of legal ownership. (b) Regarding the Social Expenditures, it was agreed that the consolidated Voluntary Social Payments should be described. 13. It was discussed and agreed that the time table/time schedule for the preparation of Myanmar EITI report is to be performed as presented in the PowerPoint presentation slides.

Meeting Minutes of 11th Meeting of MEITI-MSG 5-6 October 2015, Hotel Royal Ace, Nay Pyi Taw Page 8 of 7 Second Day of the Meeting (the 6th of October) from 09:30 a.m. to 00:30 p.m afternoon) Chair of MSG, Dr. Maung Maung Thein delivered his opening speech 1. In delivering his opening speech, the Chair said thank you to all participants to attend two consecutive days of the meeting and then the meeting started to commence. The Moore Stephens described the summary of the first day meeting resolutions 2. The Moore Stephens presented and discussed the following summary of first day meeting resolutions in order to get the approval from MSG representatives:- (a) Regarding the Reconciliation Scope, it was agreed that the revenue from the official sales of Gems Emporium will be included in the verification process for the gemstone and jade sector. (b) It was discussed and agreed that the pearl sector would not be included in the Reconciliation Scope. (c) It was agreed that all companies involved in the (6) work sites will be included in the verification process. (d) Regarding the Confidentiality Provisions in PSCs, the MOGE should issue a Side Letter (directive) and the MOGE will issue Side Letter. (e) It was agreed by the MOGE to disclose Unilateral Disclosure. Besides the MOGE agreed to disclose the volume of Transported Commodities and it was also agreed not to disclose the tariff rates due to difficulties in calculation (f) Regarding the pipeline companies, though the fees for transporting pipeline did not received, the data on pipeline related activities and the oil and gas producing companies will be included in the certification process. (g) It was agreed that, for gemstones and jade sector, over 10 billion Kyats will be made as Material Threshold and relating to other mineral products, over 0.25 billion Kyats will be made as Material Threshold. It was agreed that (30) gems companies and (11) other mining companies will be included in the report.

Since 2010, the work sites were allocated to Sabei Taung and Kyay-sin Taung projects and the situation of 2013- 2014 financial year will be disclosed as it is. (i) It was agreed that the Ministry of Finance needs not to disclose those companies not included in the Reconciliation Scope and it was agreed that the Ministry of Mines and the Ministry of Energy issue/disclose details of payment to the Government for each company and for other remaining companies, consolidated payment flow should be disclosed. (j) Regarding the other required data to be disclosed, in making discussion and decision:  Regarding the CSR payment, the representative from the MOGE discussed that there were no CSR program implemented by the MOGE in 2013-2014 financial year. The representative from the private sector involved in the oil and gas sector discussed that what he understands is CSR is not a mandatory activity for a company and the EITI is Voluntary Basis so that it is assumed that in disclosing the information, the companies have a right to choice based on the company’s attitude and whether it should be Aggregate Data (or) Disaggregate Data, he discussed. Ms. Dyveke, in her discussion, discussed that information disclosure according to the EITI Standard is only the encouragement stage and the disclosure of data and figures is also the based on the decision of the MSG, she points out. Including the Chair, the representatives from MSG discussed and agreed that option should be given to the MPRL E & P Myanmar and disclosure of the information from other oil and gas companies is encouraged and companies from mining sector to disclose the Aggregate Data.  The MPRL Company discussed that this kind of disclosure is outside of the revenue transparency so that they would not disclose. Therefore except the MPRL, other companies will disclose this data, it was agreed.  Regarding the employment, the representative of the civil society organizations urged that in disclosing the data, classified in gender should be disclosed, the MPRL representative responded that it would not be possible and other representatives discussed that if convenient, the gender disclosure should be put in the Template.  Regarding the Beneficial Ownership, it was discussed and agreed to disclose only the legal ownership.  Regarding the waiver, the MOGE will send a letter of acknowledgement to oil and gas companies and further discussion will be conducted.

Meeting Minutes of 11th Meeting of MEITI-MSG 5-6 October 2015, Hotel Royal Ace, Nay Pyi Taw Page 10 of 7  The representative from the gemstone sector, the wordings of revenue and tax contained in the Templates are too general so that they would like to correct the wordings of tax and revenue paid from the gemstones sector, he discussed. Other representative also suggested and discussed that for the mineral production/mining sector and gemstones sector, it would be better to make separate template for each sector, it would be convenient if a focal person each from the Government and companies (private sector) to be designated in order to add/complement the template.  In adding/complementing the templates, the MPRL Myanmar should coordinate with the representatives and companies from oil and gas sector and Myanmar Mining Entrepreneurs Federation should coordinate with the representatives and companies from mining sector, it was discussed and agreed.  It was agreed that according to the Requirements (3.9) of EITI Standard, companies, MOM and MOGE should disclose the details of contract/work license for the EITI Report. According to the second Day agenda of the meeting, the following discussion was continuing to conduct as follows: 1. In presenting and discussing the summary of 10th Meeting of MEITI-MSG Resolutions, The Myanmar EITI Coordination Office discussed:-  Regarding the MIC to be included in the MSG as representative and inviting MIC to the MSG meeting, for the signing by the Chair of MEITI-MSG, the MEITI Coordination Office prepared the letter of acknowledgement and the Chair signed the letter and sent it to the MIC already. For their side, it is waiting for the focal person in this respect.  To act according to the dead line fixed by the International EITI Board (as an alternative 1) and to timely complete the process of the Moore Stephens, working in cooperation with concerned departments/organizations is being performed and the Ministry of Finance also is preparing to make a contract with the Moore Stephens.  Regarding the Annual Progress Report, only the group of civil society organizations sent their comments and recommendations twice and other (2) constituent groups did not send their comments and recommendation, if they do not give their feedback, it would be assumed that there is no comments and approved the Annual Progress Report as it is.  It was discussed that the Press release will be held after the production of Scoping Study and Annual Report.  Regarding the functions of the Secretariat, the details have been discussed at the Workplan and Governance Sub-Committee and the comments are going to be requested from today meeting.

Meeting Minutes of 11th Meeting of MEITI-MSG 5-6 October 2015, Hotel Royal Ace, Nay Pyi Taw Page 11 of 7  Regarding the Mining Cadastre, it was agreed that the study will be conducted by the Myanmar EITI Coordination Office and to present such study to the MSG, the Myanmar EITI Coordination Office will be presenting and discussing the summary of the study at this MSG meeting.  Sub-National Coordination Units for Mandalay and Magway Regions have been formed and the draft has been sent to the Ministry of Finance in order for the official announcement of the list of representatives in these Units.  It was agreed to continue to form Sub-National Coordination Units in the remaining States, Shan State and Rakhine State in 2015, to meet the Shan State Government, the Chief Minister gave his comment to meet the State Minister for Forestry and Mines and due to his time limitations, it is aimed to meet in the last week of October and the follow-ups have been making to meet the Rekhine State Government.  The awareness raising workshops will be held as and when needed and necessary coordination has been made in this respect, it was discussed and presented. 2.. After presenting the agenda (1) of the meeting, the representative from the civil society organization suggested that the name of Daw Moe Moe Tun should be put in the list of the representatives of CSOs and regarding the Press Release, as the annual report is finalized today, it will be better to fix the date for holding the Press Release. It is assumed that the Annual Progress Report needs to be translated into Myanmar language. It was suggested to the Myanmar EITI Coordination Office to help for doing such translation work, the distribution of such report among the civil society organizations will be undertaken by the CSOs group, the more quotas of copies of this report should be given to the CSOs, it was requested. The Chair of MSG advised other groups to undertake the distribution when the report comes out. It was agreed that the Government and private sector (especially the Mining Entrepreneurs Federation) will undertake the distribution. The Press Release will be held in the last week of October 2015 (between 20th and 30th of October) in Yangon, it was discussed and (2) representatives each from constituent groups should be participated in such Press release and the Chair of MSG and The National Coordinator will be included and the nomination of the list of representatives from each group should be fed back within (1) week, it was agreed that the email will be sent to the Press Release to obtain the comments from the MSG. A representative from the CSOs further discussed that he will represent as focal person to meet and discuss with Rakhine State Government and make necessary arrangement to meet with the Office of the Rakhine State Government. Myanmar EITI Coordination Office expressed their thanks for such offer and it was shared that the awareness raising workshops will be held as and when the circumstance allows, it is aimed. 3. Regarding the awareness raising workshops, it will be conducted within December and requested to each group and the provisional training programmes

(Please see in Annex 1). Regarding the understanding the EITI report, it was shared that the discussion was under way with NRGI to conduct the training and requested the representatives for their feedback and comments, there was no comments and agreed upon it. 4. The representative from CSOs suggested that to consider any kind of assistance and support to strengthen the Sub-national Level Coordination Units at States and Regions and to get the chance to attend the awareness raising workshops to be held. The Chair advised that in such awareness raising workshops, for example, the workshops to be held in Mandalay, the representatives from Magway Region can be invited and by inviting the representatives from Region level Sub-National Coordination Units to the awareness raising workshops will surely strengthen their units and the representative from CSOs discussed and suggested that the involvement and participation of representatives from their concerned areas are also important. 5. In presenting and explaining about the Mining Cadastre by the MITI Coordination Office, the presentation is about the study done within limited time frame so that it is not comprehensive as intended so that do not assume as a complete one. Registration, license, mineral types and ground situation, information related to the map will be contained. The cadastres are established in order to obtain information from one source/location. At the initial stage the data are offline and now consideration is underway to transform and establish online for easily and conveniently getting the information at any time. In Myanmar, the data collected in manual can be obtained from the DGSE. Based on the requirements of EITI Standard and Cadastres in some countries, it was discussed. Personally enquiries have been made to visit the Department of Geological Survey and Exploration and according to the enquiries the basic entry of information has been started. Time and human resources are needed in the calculation of coordinate maps, arrangement is being made to change from such calculations into UDM system and most of the changes are aiming to support and assist the One Map Myanmar. Regarding the technical matters, for the use of 24 hours online needs servers. It can be supported by using updating and upgrading the software currently being used, it can be supported. It should support the similar software, there is human resources shortage and needs adequate spaces for the servers to be installed, it was discussed and presented. Besides it was shared that they will be arranging to meet the responsible officials from the One Map Myanmar to conduct the Needs Assessment. The representative from the Government discussed that regarding the One Map Myanmar, the MoECAF has been performing some tasks, there are two main parts; (1) Mapping and (2) Database. It has been arranged that, in mapping part, the maps of the entire country can be linked with the database and such linkage is to be made by the concerned departments. It is meant that on a Map

He suggested that it would be better to invite Dr. Myat Su Mon who has been undertaking the implementation of One Map Myanmar to discuss technical matters for better understanding and clarification. The representative from the private sector discussed that it is important for establishing One Map Myanmar which can be always uninterruptedly linked. Although the Forestry Department carries out to link with UDM, the most of the maps from mining sector are coordinate maps. To transform into UDM, there is a gap between the map and ground situation. Therefore my own opinion is that if the whole country goes with the UDM system, coordination should be thoroughly needed to be done. He discussed and suggested that it can be seen by comparing with the work sites for mineral production already allocated and the work site according to the UDM system. The Chair of MSG discussed that the Mining Cadastre is the coordinated and holistic work of all concerned departments so that it is now time to start such work and if needed the workshop should be organized to invite all concerned departments. If it is necessary, a separate special committee should be formed for the establishment of the Mining Cadastre, he discussed. The representative from the civil society organizations discussed in complement that he agreed the discussion of the Chair and the budget will be the fund to be funded by the World Bank and it needs to be under the leadership and management and administration of MSG. The representative from the private sector discussed that it would be better to form a special committee and to create a base frame and discussion on the matter relating to how much it will cost for an establishment of a base frame needs to be done at the sub-committee meeting and the Mining Department and the Forestry Department needs to cooperate for this purpose since its initial stage. The MEITI Coordination Office discussed that they assumed that the leading team needs to be formed and as the MOM has technical capacity so that it should be better for them to lead in solving technical issues and the performance and the budge in details should be monitored and managed by the MSG, it was suggested. 6. It was presented about a change in a budget line in the RE Budget 290,000 and the MEITI Coordination Office explained and presented the inclusion of the cost for (5) representatives to attend the “Improving the Governance of Extractive Industries Training” to be held in Indonesia in October 2015. The representative from the private sector discussed and suggested that the EITI is meant for Multi- Stakeholders Group (Tripartite), the cost for the representatives of private sector for the Study Tour and Capacity Building Training should be included in the RE Budget and the next Budget and all representatives agreed on that. Regarding the MP MDTF, the budget presented at the 10th Meeting of MEITI-Multi- Stakeholders group has an error due to the computer calculation error, which had shown US$ 6 million, and such case was re-checked and discussed at the sub- committee meeting and it is now only US$ 3.6 million. The members of sub- committee demanded the MDRI to continue its service as Consulting Firm in 2016,

Regarding such case, the representatives are invited to discuss and give their feedback and needs to discuss to describe the ToRs, it was discussed. The representative from the private sector discussed that if the MDRI is playing the role of Consulting Firm, they would not be able to perform coordination role in the meetings and discussion. Therefore, the ToR of the Consultant needs to include such coordination work in order to perform its coordination as before, he suggested and the representatives agreed. Regarding the Mining Cadastre, it was discussed at the sub-committee meeting to make a provision of budget (US$ 1 Million) for three years workplan budget. Workplan will be reviewed once a year so that if it is needed the budget for the Mining Cadastre can be added with the additional budget and it is aimed at if there are some more activities to be carried out (US$ 1 Million) provision was made for such purpose, the MEITI Coordination Office discussed and the representatives agreed. 7. The Chair, in his concluding speech, talked that we have ardent, earnest and eager wish to become a full complaint member in the EITI, I have started to meet the representatives from the civil society organizations at the Workshop held at the Strand Hotel, Yangon in 2013, I got familiar and have attachment with them after collaboration and working together during last two years. Therefore I want before my tenure of office lasts to be a full compliant member and I wish to give Mining Cadastre as a gift to the country. Please understand me when I got upset and angry sometimes that is compassion based anger. The important issues must serve first and some cases should be put in addition into it after becoming a full compliant member, numerous discussions and undertakings within two years, spending too much time, energy and cost were made, so that it should be completed within the time schedule and it is strongly believed that the report will be produced and submitted, he concluded.   • 24. What is in Myanmar’s first EITI report? The Extractive Industries Transparency Initiative (EITI) encourages the disclosure of natural resource revenue data. An EITI candidate country since 2014, Myanmar published its first EITI report in 2016. Myanmar’s first EITI report covers USD 3.14 billion in oil, gas and mining revenues. It indicates that resource revenues accounted for at least 23.6 percent of total government revenues and around 6 percent of GDP in 2013-14. 23.6% of total revenues Oil and gas accounted for the vast majority (85 percent) of these revenues. Gemstones and other minerals represented 13 percent and 2 percent of the total, respectively. The report also documents how extractive revenues are collected. In 2013-14, 85 percent of oil, gas and mining revenues came from non-tax revenues like the state’s share of production and royalties. However, only about half of revenues make it into the Union budget. While the publication of Myanmar’s first EITI report represents a major step forward, stakeholders must do more clarify understanding of the extractive industries and to comply with the global EITI Standard. Myanmar’s EITI report only includes 54 percent of emporium gemstone companies—a small fraction of the total industry. While the report covers approximately USD 380 million in gemstone revenues, independent estimates put the value of jade alone somewhere between USD 8 billion and USD 32 billion annually. Revenues are not reported on a project-by-project basis. This can obscure the origin of resource revenues and increases the challenges to evaluating company performance. Licensing procedures and allocation criteria are not clearly stated in Myanmar’s report. A requirement under the EITI Standard, this information is key to improving transparency and leveling the playing field in oil, gas and mining. The report does not include data on beneficial owners—the individuals who ultimately benefit from resource extraction. Beneficial ownership can be obscured by numerous means. Publishing beneficial ownership data will be required under the revised EITI Standard. The terms of contracts and licenses remain secret, despite EITI guidelines that encourage disclosure. This reduces stakeholders’ ability to monitor and enforce companies’ financial, operational and social obligations. Application Evaluation Approval ? ? ? CESD Gathers Field Research on Hand Pickers in Kachin State 16 DECEMBER 2017 11:22 AM Since May 2017, the Centre for Economic and Social Development (CESD) and International Growth Centre (IGC) have conducted research in Myanmar on the socio-economic conditions of hand pickers; freelance jade collectors who parse discarded soil and rocks from industrial mining. Many believe there are between 200,000-400,000 individuals working in the artisanal jade industry in Myanmar, with many self-employed as independent hand pickers. The research focuses on pickers who work shoulder to shoulder on the steep sides of towering loose rock formations. Landslides, malaria, and other hazards claim the lives of many pickers, however, individuals from all over Myanmar are driven by the allure of fortune to the hazardous occupation. Bringing together representatives of UMFCCI’s 30,000 members, the convention was a 2-day workshop filled with keynote speeches and discussions seeking to identify and synergize Myanmar’s business community’s efforts and goals. During the convention, the community established 2018’s national business agenda. During the convention, CESD’s Chief of the Board of Directors, Dr. U Myint, presented a powerful keynote speech on the state of Myanmar’s economy, calling on the Myanmar government to focus on the economy alongside the peace process. The report is a key requirement for Myanmar as an ‘EITI Candidate Country’, and supports the objective of attaining ‘EITI Compliant’ status in 2017. CESD is the coordinating body for the Leading Authority of MEITI. The Extractive Industries Transparency Initiative (EITI) is a global standard promoting open and accountable management of natural resources – notably in the oil, gas and mining industries. In each implementing country it is supported by a coalition of governments, companies and civil society working together. The first MEITI Report looks at the fiscal and non-fiscal revenues across three sub-sectors of the extractive sector – oil and gas, gems and jade, and other minerals. The purpose of the report was to reconcile the data provided by companies operating in the extractive sector with the data provided by relevant government ministries and bodies. The overall objectives of the reconciliation are: 1. to assist the Government of Myanmar identify the positive contribution that the extractive sector makes to the economic and social development of Myanmar, and 2. to realise the sector’s potential through improved resource governance. A total of 57 companies were included in the reconciliation process, representing: 100 % of revenue from Myanmar’s oil and gas sector, 53% of revenue from the gems and jade sector, and 45% of revenue from the other minerals sector. Eleven government agencies were also included in the reconciliation process. The reconciliation found that during the fiscal year 2013-14, total revenue collected from the extractive sector amounted to 3,011,283 million Myanmar kyat (MMK), and about 85% of total revenue are collected mainly by the State Owned Enterprises (SOEs). The unresolved discrepancies in this report amounted to MMK 162 million (US$ 0.17 million) representing 0.01% of total receipts by government reporting entities in fiscal year 2013-14. In addition to the results of the reconciliation, the report provides 14 recommendations to support Myanmar’s graduation to ‘EITI Compliant’ status and support greater transparency, accountability and good governance in the extractive industry.
