Mozambique has established a legal framework to promote local content in the oil and gas sector through various strategies, laws, and regulations. The framework aims to increase participation of Mozambican companies and workers, and maximize local economic benefits. Key elements include preferences for Mozambican goods and services in procurement; requirements for training Mozambican employees; reserving a portion of oil and gas production for domestic use; and potential restrictions on foreign ownership of certain companies. However, enforcement of local content is still developing as Mozambique works on a draft local content bill and sector-specific regulations. The overall goal is to industrialize the country and develop local capacity through utilization and processing of oil and gas resources.
