Whose responsibility is it to ensure that a workplace is safe?
All employers, supervisors and workers have a part to play in
keeping the workplace safe.
Training Objective
The goal is to give you health and safety awareness so that you can protect
yourself and your fellow workers.
All workers have the right to return home each day, safe and sound.

In Ontario, new and young workers are 3x more likely to get hurt during their
first month on a job, compared to any other time of their working experience.
Why?
• They aren’t told about or don’t understand the hazards of the job
• They don’t know what to expect from employer, supervisor and themselves.

Legislative Background
• 1974 Miners in Elliott Lake went on strike over health & safety conditions
(silica and lung cancers).
• Dr. James Ham appointed to chair a Royal Commission into health and
Safety in Ontario. (Ham Commission)
• Dr. Ham developed the concept of the Internal Responsibility System
• He advocated the creation of Joint Health & Safety Committees

Internal Responsibility System (IRS)
• The IRS is the principle behind the Occupational Health & Safety Act
• Employers, Supervisors and Workers each have a role to play and
a duty to actively ensure workers are safe.
The effectiveness of the Internal Responsibility System depends on how
effectively the employer, supervisor and workers cooperate to make a safe and
healthy workplace.

Legislative Background
• 1987 WHMIS legislation introduced across Canada.
• Workers are given the formal right to know about the hazards in their
workplace.
• 1990 Last major amendment to the OH&S Act, expands legal requirements
to have Joint Health and Safety Committees, Certified Workers, bilateral
work stoppage.
