1.0 MOC-Series in Brief
The MOC-Series is a high performance suspension system for combat helmets that exceeds military require-
ments for blunt-impact protection specified in AR/PD 10-02, Rev. A, with Change 6 (16 December 2013).
Developmental Testing & Evaluation performed by an accredited laboratory has shown that, at a drop speed
of 10 feet per second (fps), the system limited mean peak head acceleration to 73.6G (gravitational constant)
and maximum peak head acceleration to 107.4G under all environmental conditions. These figures are sub-
stantially below the specified 150G threshold, surpassing the blunt-impact protection of the current 7-pad
system used in the ACH.
The MOC-Series pads are light-weight and designed for practical and simple use in terms of manufacturing,
logistics, installation, and cleaning.
2.0 Facing Challenges of Global Armed Forces
One of the most important challenges facing armed services around the globe is the large number of trau-
matic-brain injuries (TBIs) suffered by soldiers during training and deployment. Combat helmets are the main
line of defense against TBIs; however, the suspension systems currently used in helmets do not provide the
desired level of protection against blunt impacts throughout a full range of environmental conditions. As a
result, soldiers are at risk of suffering impact-induced TBIs that could be prevented or reduced in severity if
their combat helmets were equipped with a better, more protective suspension system.
3.0 The MOC-Series Padding Solution
A7 Helmet Systems developed the MOC-Series adjustable suspension and padding system. Constructed
of our proprietary foam material, BIORMRTM
, the system protects against blunt impacts across a full range
of militarily-relevant temperatures (14°F – 130°F). As shown by laboratory data included with this paper, the
MOC-Series provides significantly improved blunt-impact protection than the 7-pad system currently used.

The MOC-34 (left) and MOC-33 (right) are both constructed using A7’s proprietary foam, BIORMRTM
. Differences between the systems are
mostly cosmetic — the MOC-34 being a single piece with improved airflow, and the MOC-33 available in three parts for improved adjustability.
For instance, an ACH equipped with the MOC-34 recently recorded a maximum peak head acceleration of
107G at 10fps as compared to 278G recorded by an ACH equipped with a 7-pad system.1
Such a substantial
improvement in protection could reduce TBIs and their attendant costs to soldiers, missions, and taxpayers.
The MOC-Series is the result of several years of research by A7 Helmet Systems aimed at creating a sus-
pension system for combat helmets that provides soldiers with the highest level of protection against
blunt-force trauma while maximizing comfort and stability and minimizing weight. The system is based on
a patents-pending design that consists of four layers of material: a base layer of material that securely at-
taches the MOC-Series to the hook-and-loop disks adhered to the inside of the helmet shell and reinforces
the connecting arms for greater durability; two layers of closed-cell foam that form the structure of the pad
and provide the superior impact attenuation; and a soft layer of moisture-wicking material that contacts the
soldier’s head. The use of closed-cell foam is important because it eliminates the issues of water absorption
and the degradation of open-cell foams caused over time by condensation if the open-cell materials are
encased in a pouch to prevent water absorption. The current 7-pad system uses open-cell foam materials
encased in a plastic pouch and is prone to such problems.
The MOC-Series was designed as a direct replacement for the current 7-pad system, including employing
pads that are only ¾” thick. This means that it could provide soldiers with increased protection against blunt-
impacts without forcing them to wear a larger, heavier helmet shell. The design of the MOC-Series and its
use of flexible materials also will allow a soldier to easily adjust the pads in the temple and nape areas to
accommodate his or her particular head shape. This will add to the stability and comfort of a helmet wheth-
er or not it is outfitted with night-vision goggles (NVGs) or other accessories. The added comfort should
encourage soldiers to wear their helmets anytime they face danger rather than removing them to relieve the
types of discomfort and headaches frequently associated with the use of the current 7-pad system.
This combination of reduced load and increased comfort and stability should help increase soldiers’ concen-
tration and agility in the field and help them avoid all types of injuries in the first place. However, because
that is not always possible, the outstanding blunt-impact performance of the MOC-Series will help keep the
incident rate and severity of TBIs to a minimum. Accordingly, the MOC-Series could make an important and
effective contribution to the proposed ACH Gen II.

4.0 Laboratory Test Results*
Developmental Testing & Evaluation (DT&E) DT&E was performed by Chesapeake Testing Services, Inc.,
(Chesapeake) with the MOC-34 installed in a size-large ACH manufactured by Gentex Corporation. Chesa-
peake is an independent, third-party, DOD-accredited laboratory. The testing was done in February, 2015,
in accordance with AR/PD 10-02. Drop tests performed by Chesapeake measured the impact forces for
two successive impacts at seven different areas of the helmet shell after the suspension system had been
conditioned at three different temperatures (14°F, 70°F, and 130°F). Full results of the tests can be found in
the appendices to this paper.

Thus, the MOC-34’s overall mean of 73.58G is less than one-half of the 150G threshold specified in the pur-
chase description and the highest recorded peak head acceleration for all of the drops was 107.4G, or more
than 40G below the threshold. To put those numbers in context, the following are tables comprised of data
taken from the 2005 report prepared by the USAARL regarding testing it performed pursuant to AR/PD 10-
02 on an ACH outfitted with the current 7-pad suspension system.

An analysis of these statistics shows that the MOC-34 outperformed the 7-pad system in every category of
blunt-impact protection.
5.0 Production Capacity, Logistics, Installation, and Maintenance
The MOC-34 was designed for simplicity in terms of manufacturing, logistics, installation, and cleaning.
Production capacity for the MOC-34 is practically unlimited using domestically-sourced materials that com-
ply with the Berry Amendment (10 U.S.C 2533a) and manufacturers that are certified for quality manage-
ment pursuant to ISO 9001:2008. Notably, A7HS has an existing relationship with San Antonio Lighthouse
for the Blind, San Antonio, TX, an affiliate of the National Industries for the Blind (NIB), so there should be no
issue if the requirement of AR/PD 10-02 that the mandatory source of suspension systems for the ACH is a
NIB affiliate is also made a requirement for the ACH Gen II.
Logistically, the one-size-fits-most (XS through XL) design of the MOC-34 will streamline initial procure-
ment and sustainment initiatives. The system also ships and stores flat so as to minimize transportation and
storage costs and reduce its logistical footprint. Because of the closed-cell nature of the foam materials and
their imperviousness to moisture and degradation, shelf life is estimated at three years or more.
With regard to installation, because the MOC-34 attaches to a helmet shell via hook-and-loop disks in the
same manner as the current 7-pad system, a soldier in the field could install it in a matter of minutes without
the need for any tools. Fine adjustments to maximize comfort in the temple and nape areas could then be
accomplished in a matter of seconds and as frequently as the soldier desires by simply taking off the helmet,
pulling one or more of the pads away from the hook-and-loop disk, repositioning the pad(s) to the desired

position, and putting the helmet back on to check the comfort level. This also means that the MOC-34
could transition into any program in which a hook-and-loop fastening system is currently used (e.g., ACH,
Enhanced Combat Helmet (ECH), Personnel Armor System for Ground Troops (PASGT), Modular Integrated
Communications Helmet (MICH), and the Lightweight Helmet (LWH)).
As for washability, because the MOC-34 uses high-performance coverings that meet military specifications,
the system can be laundered in accordance with the requirements of AR/PD 10-02.
6.0 Costs
Notwithstanding the significant increase in blunt-impact the MOC-34 offers in comparison to the current
7-pad system, A7HS projects that it will be able to sell its system to the government for approximately
$54.00 per unit, or only a slight increase over the cost of the 7-pad system.

  • 2. 1.0 MOC-Series in Brief The MOC-Series is a high performance suspension system for combat helmets that exceeds military require- ments for blunt-impact protection specified in AR/PD 10-02, Rev. A, with Change 6 (16 December 2013). Developmental Testing & Evaluation performed by an accredited laboratory has shown that, at a drop speed of 10 feet per second (fps), the system limited mean peak head acceleration to 73.6G (gravitational constant) and maximum peak head acceleration to 107.4G under all environmental conditions. These figures are sub- stantially below the specified 150G threshold, surpassing the blunt-impact protection of the current 7-pad system used in the ACH. The MOC-Series pads are light-weight and designed for practical and simple use in terms of manufacturing, logistics, installation, and cleaning. 2.0 Facing Challenges of Global Armed Forces One of the most important challenges facing armed services around the globe is the large number of trau- matic-brain injuries (TBIs) suffered by soldiers during training and deployment. Combat helmets are the main line of defense against TBIs; however, the suspension systems currently used in helmets do not provide the desired level of protection against blunt impacts throughout a full range of environmental conditions. As a result, soldiers are at risk of suffering impact-induced TBIs that could be prevented or reduced in severity if their combat helmets were equipped with a better, more protective suspension system. 3.0 The MOC-Series Padding Solution A7 Helmet Systems developed the MOC-Series adjustable suspension and padding system. Constructed of our proprietary foam material, BIORMRTM , the system protects against blunt impacts across a full range of militarily-relevant temperatures (14°F – 130°F). As shown by laboratory data included with this paper, the MOC-Series provides significantly improved blunt-impact protection than the 7-pad system currently used.   • 3. The MOC-34 (left) and MOC-33 (right) are both constructed using A7’s proprietary foam, BIORMRTM . Differences between the systems are mostly cosmetic — the MOC-34 being a single piece with improved airflow, and the MOC-33 available in three parts for improved adjustability. For instance, an ACH equipped with the MOC-34 recently recorded a maximum peak head acceleration of 107G at 10fps as compared to 278G recorded by an ACH equipped with a 7-pad system.1 Such a substantial improvement in protection could reduce TBIs and their attendant costs to soldiers, missions, and taxpayers. The MOC-Series is the result of several years of research by A7 Helmet Systems aimed at creating a sus- pension system for combat helmets that provides soldiers with the highest level of protection against blunt-force trauma while maximizing comfort and stability and minimizing weight. The system is based on a patents-pending design that consists of four layers of material: a base layer of material that securely at- taches the MOC-Series to the hook-and-loop disks adhered to the inside of the helmet shell and reinforces the connecting arms for greater durability; two layers of closed-cell foam that form the structure of the pad and provide the superior impact attenuation; and a soft layer of moisture-wicking material that contacts the soldier’s head. The use of closed-cell foam is important because it eliminates the issues of water absorption and the degradation of open-cell foams caused over time by condensation if the open-cell materials are encased in a pouch to prevent water absorption. The current 7-pad system uses open-cell foam materials encased in a plastic pouch and is prone to such problems. The MOC-Series was designed as a direct replacement for the current 7-pad system, including employing pads that are only ¾” thick. This means that it could provide soldiers with increased protection against blunt- impacts without forcing them to wear a larger, heavier helmet shell. The design of the MOC-Series and its use of flexible materials also will allow a soldier to easily adjust the pads in the temple and nape areas to accommodate his or her particular head shape. This will add to the stability and comfort of a helmet wheth- er or not it is outfitted with night-vision goggles (NVGs) or other accessories. The added comfort should encourage soldiers to wear their helmets anytime they face danger rather than removing them to relieve the types of discomfort and headaches frequently associated with the use of the current 7-pad system. This combination of reduced load and increased comfort and stability should help increase soldiers’ concen- tration and agility in the field and help them avoid all types of injuries in the first place. However, because that is not always possible, the outstanding blunt-impact performance of the MOC-Series will help keep the incident rate and severity of TBIs to a minimum.   • 4. 4.0 Laboratory Test Results* Developmental Testing & Evaluation (DT&E) DT&E was performed by Chesapeake Testing Services, Inc., (Chesapeake) with the MOC-34 installed in a size-large ACH manufactured by Gentex Corporation. Chesa- peake is an independent, third-party, DOD-accredited laboratory. The testing was done in February, 2015, in accordance with AR/PD 10-02. Drop tests performed by Chesapeake measured the impact forces for two successive impacts at seven different areas of the helmet shell after the suspension system had been conditioned at three different temperatures (14°F, 70°F, and 130°F). Full results of the tests can be found in the appendices to this paper. Thus, the MOC-34’s overall mean of 73.58G is less than one-half of the 150G threshold specified in the pur- chase description and the highest recorded peak head acceleration for all of the drops was 107.4G, or more than 40G below the threshold. To put those numbers in context, the following are tables comprised of data taken from the 2005 report prepared by the USAARL regarding testing it performed pursuant to AR/PD 10- 02 on an ACH outfitted with the current 7-pad suspension system. Production capacity for the MOC-34 is practically unlimited using domestically-sourced materials that com- ply with the Berry Amendment (10 U.S.C 2533a) and manufacturers that are certified for quality manage- ment pursuant to ISO 9001:2008. Notably, A7HS has an existing relationship with San Antonio Lighthouse for the Blind, San Antonio, TX, an affiliate of the National Industries for the Blind (NIB), so there should be no issue if the requirement of AR/PD 10-02 that the mandatory source of suspension systems for the ACH is a NIB affiliate is also made a requirement for the ACH Gen II. Logistically, the one-size-fits-most (XS through XL) design of the MOC-34 will streamline initial procure- ment and sustainment initiatives. The system also ships and stores flat so as to minimize transportation and storage costs and reduce its logistical footprint. Because of the closed-cell nature of the foam materials and their imperviousness to moisture and degradation, shelf life is estimated at three years or more. With regard to installation, because the MOC-34 attaches to a helmet shell via hook-and-loop disks in the same manner as the current 7-pad system, a soldier in the field could install it in a matter of minutes without the need for any tools. Fine adjustments to maximize comfort in the temple and nape areas could then be accomplished in a matter of seconds and as frequently as the soldier desires by simply taking off the helmet, pulling one or more of the pads away from the hook-and-loop disk, repositioning the pad(s) to the desired

This also means that the MOC-34 could transition into any program in which a hook-and-loop fastening system is currently used (e.g., ACH, Enhanced Combat Helmet (ECH), Personnel Armor System for Ground Troops (PASGT), Modular Integrated Communications Helmet (MICH), and the Lightweight Helmet (LWH)). As for washability, because the MOC-34 uses high-performance coverings that meet military specifications, the system can be laundered in accordance with the requirements of AR/PD 10-02. 6.0 Costs Notwithstanding the significant increase in blunt-impact the MOC-34 offers in comparison to the current 7-pad system, A7HS projects that it will be able to sell its system to the government for approximately $54.00 per unit, or only a slight increase over the cost of the 7-pad system.
