1.0 OPENING EXERCISES
1.1 Call To Order:
The Opening Plenary Session of the 68th
JCI Philippines National Convention was called to
order by its Presiding Chairman, National President Steve C. Tycangco at 10:00 a.m.
1.2 National Anthem:
The body sung the National Anthem.
1.3 JCI Values, Prayer and Mission:
LO President Hazel Helmuth led the body in reciting the JCI Values, Prayer and JCI Mission.
1.4 Introduction of Guests and Observers - This item was skipped.
2.0 CHAIRPERSON’S OPENING REMARKS
NP Steve welcomes everyone in coming for the General Assembly for the National Convention in
Cebu City. He told them he is happy for coming early and further said they will try their best to
shorten the meeting and to take up matters as many as possible in their agenda so that they can
finished the GA meeting early tomorrow as they have to prepare for the Temiong Awards
scheduled to start at 4:00 PM tomorrow then Presidential Ball to follow. He then commended those
LO Presidents who came early and said he hopes everybody are enjoying attending the Natcon.

3. 0 ESTABLISHMENT OF QUORUM (Art. IV, Sec. 5)
3.1 Roll Call and Quorum Certification – NSG Walter L. Uy was tasked by the Chair to do the
roll call. After the 1st
roll call, NSG Walter informed the body that the basis of their roll call will
be the list of LOs in good standing as September 30, 2016 which has total voting strength of
692 which includes the members of the National Board with voting rights. After the first roll call
they have only 228 which is only 33% of the total voting strength. The Chair declared fifteen
minutes recess to wait for other delegates to arrive. After the 2nd
roll NSG Walter told the body
there were already 316 representing 48 percent of the total voting strength as per By-Laws the
GA needs only 40% to have a qourum. He then declared the presence of a quorum.
3.2 Presentation of New LOs and Revived LOs. – NSG Walter acknowledged the new and
revived LOs for 2016 namely the following:

4.0 ADOPTION OF THE AGENDA
The Chairman gave the body few minutes to read the agenda for the General Assembly and asked
for a motion for its approval.
At this instance JCI QC Capitol LO President Bon Labora asked the Chair where in the agenda
they can include the approval of new LOs requested for them to take up.
In response the Chair said they are still in the approval of the agenda and his query is out of order.
Having no more comments or amendment in the agenda,

5.0 APPROVAL OF THE MINUTES OF THE GENERAL ASSEMBLY OF THE 2015 NATIONAL
CONVENTION IN DAGUPAN CITY.
The Chair gave the body few minutes to review the Minutes of the GA during the 2015 National
Convention held in Dagupan City. Having no comments, corrections or amendments;

“RESOLVED to ratify the Minutes of the General Assembly of the 67th
National Convention last October 9 and 10, 2015 held in Dagupan
City as presented”. Motion Carried.
At this instance LO President Jen Galvez inquired on the status of trainers scorecard supposedly for
implementation beginning 2015 as seen in the minutes of the GA Natcon Dagupan which is one of the
NP’s ten point agenda for last year.
NP Steve in response said that they cannot tackle said issue right now in the General Assembly.
However, they can ask the NTD Chairman later to include it when she will have her report in the GA.
At this point JCI Antipolo President Eloisa Soriano asked also what part where they can put in the agenda
as she wanted to be enlightened regarding the procedures and policies in approving new LOs.
NP Steve said that it cannot be included in the GA agenda as said matter is being discussed during the
National Board meeting level only where National Board will take have an action on new LO applicants.
6.0 ANNOUNCEMENT OF CONFERENCE APPOINTMENTS
6.1 Appointment of Convention Secretary - NP Steve endorsed 2016 National Secretary
General, Walter L. Uy from JCI Manila to be the 2016 Convention Secretary

6.2 Appointment of Convention Parliamentarian – NP Steve also endorsed Atty. Irvin Bautista
of JCI Manila as the Convention Parliamentarian.
6.2 Approval of the Convention Theme - The Chair also announced that the Convention Theme
will be “Build as One”.

7.0 STATE OF THE ORGANIZATION ADDRESS BY NATIONAL PRESIDENT STEVE TYCANGCO -
NP Steve turned over the gavel to IPNP Brian.
NP Steve said at the start of the year they have set their direction and have their theme “Build as
One”. For this year they embarked on a program which is to give and add more value to
membership. They have also done good efforts for the PR program for the organization as they were
able to get article at the PAL Mabuhay magazine free of charge. For national trainings he thanked the
NTD Chair and all the ATDs for a wonderful job for having done training for official courses. He said
they have done a new program like the FLEX, the first ever Trainers Summit, Campus tour, fund
raising, improvements of the Awards System and so many others to name a few of them. He then
mentioned one by one the names all the National Directors and National Project Chairmen for doing
an excellent job for all the national projects. He also thanked the Natcon Director and entire COC for
the good job in hosting the Natcon and also the Areacon host for successful Area Conferences. He
also expressed his special thanks to all the NB members for working hard for the entire year and all
the areas and regions. He added that more importantly to all the LO Presidents for their unwavering
support during their term and they really deserved a big round of applause. Finally he said this could
not have happened without their hard work and dedication. He then thanked all of them for their trust
and expressed his grateful appreciation to all what they have done this year. The Chair receiving no
comments from the body it was;

8.0 NATIONAL TREASURER’S REPORT – NT Ken Ngo reported briefly on the following:
• Number of Paid LOs – The updated number of paid LOs as of September 30, 2016 they have
6,384 paid members plus the newly approved new LOs as of the 4th
NB Meeting yesterday.
• Income Statement – For this year their projected income is P12,357,700 but as of the actual
they have already P13,817,029.68 and this gives them around 1.5 million over their target.
For the expenditures they are underspending as they have only spent P9,124,740 and this
gives them a current balance of 4,892,289.58.
• Fund raising - They have a total income of P1,222,712.50 coming from Golf tournament. He
said that as September 30, 2016 the JCIP is in good financial status this will include the 2014
and 2015 surplus of around P5,892,148 to be transferred to the JCI Philippines Foundation
soon to be established.
• Golf Tournament – He told the body that the P350,000 will be given to the Peace is Possible
project as subsidy fund in support for its implementation.
• JCI Advantage ID – He said that as of September 15, there are 70 Branches which
participated and around P3,127 cards are printed and released. He added that this will
continuing effort and will work on the website for the JCI advantage for its improvement.

9.0 REPORT OF THE NATCON DIRECTOR – In his brief remarks Natcon Director Don Gonzales said
he hopes they are in high spirits in their stay in Cebu City attending the Natcon. He told them that
everything as planned are implemented like in regards to the transportation buses are available
going around the delegate hotels. He added that although there is a little glitch on the system since
some LOs paid in group that confused the encoders, however they were able to manage it and they
can claim their IDs at the Waterfront Hotel. He informed them that as of the moment there are
already around 1,300 plus registered delegates and still counting as some are still coming but will
soon give them exact number later. He finally said to feel at home and enjoy their stay in Cebu.

10.0 SUBMISSION REPORTS of the EXCOM/ RVPs/ LO PRESIDENTS – The Chair directed all
concerned to submit their written reports to the NSG.
11.0 REPORTS/ ANNOUNCEMENT OF THE FOLLOWING;
a) NATIONAL AWARDS COMMITTEE (NAC) REPORT- Since the NAC Chair is not available at
the moment his report was deferred to the Closing Plenary.
b) REPORTS OF THE NATIONAL SECRETARY GENERAL- NSG Walter in his report gave the
highlights on the following;
He said the JCIPEA new system was introduced last year and was sustained and is being
managed yearly now being used for all the LOs in reporting for the said program. He then
reported on the following;
• On JCIPEA
 With the 194 LOs paid there are 150 of them participated in submitting their reports in
the said program which is 77 percent compliance.
 The JCIPEA went as planned with minor problems encountered but all were
manageable.
 For this year as of September 15, there are 9,983 reports uploaded wherein he
showed the summary of projects and percentage per categories on Connect, Motivate,
Invest and Collaborate.
 He also shown the percentage reporting per region and area
 He told the body of his inputs on the possible improvement in the JCIPEA which is
they are considering the allowing of the LO Project Chairs to report and assign codes
for them to help them manage the reporting.
 AVPs/RVPs to collate all the projects per month per region in this way the NSG will
have an easier work in collating and summarizing all the projects uploaded
 On Committee on Media Communications (CMC) – Continuously developing the
website for complete and better views for everybody on its contents.
 PR – NC Alex and his team worked together on My Positive Change having
successful in having an article in the PAL Mabuhay magazine free of charge featuring
NP Steve and JCI Philippines projects.
 On the Leader Magazine they were able to come out with three issues already
released.

At this point JCI Fort Bonifacio Pres. Jen Galvez inquired in regards to the My Positive Change
video that has been made by JCIP which is now being used for PR purposes. She said that in
the video Illac Diaz represented himself as member of an inactive chapter the JCI Global CT.
NP Steve said that he is not aware of it however he said he will soon inform 2015 Chris Camba
who conceived the making of the said video during his term as NSG and being the head of the
CMC at that time.

IPNP Brian expressed his apologies on the said mistake he said he will soon ask 2015 NSG
Chris Camba to make the necessary correction on the said video.
c) Report of the National Executive Vice President - NEVP Hegem Furigay told the body that
he will be dispensing his report, However, he informed the body all the national projects has
been implemented except for TOYM which is still on-going, the screening process and judging
will be done by November and December its awarding will be by December this year.
d) Officers College – IPNP Brian being this year’s Chairman for the Officers College certified that
all the candidates have satisfactory undergone the Officers College held last August 19-20,
2016 for the first batch and Special Officers College done last September 23, 2016.
e) Sibol Awards – This award is given to all the LOs given by the National Treasurer in
recognition of having reach membership growth as September 16, 2016 among the 194 LOs in
good standing. In the interest of time NSG Walter just announced the name of the LOs
recipients and informed the body just to get their plaques with the Secretariat.
f) JCIPEA Gavel - The awarding of Hammer and Gavel to all the LOs that garnered 100 points in
this year’s JCIPEA followed next. The Hammer and Gavel were handed over to the LOs by the
NSG Walter and the NP Steve in recognition of their outstanding achievements in support to
this year’s term submitting reports in the administrative requirements as well projects conducted
by the LOs.
g) NAC Report – In his brief report NC Rodney Dizon expressed his thanks to all the LOs that
submitted their bids. He informed the body that this time they have a total of 336 judges which
is 92% of them did their job. He also thanked the AACs for doing a good job during the Areacon
awards. He said that the new awards system has no glitches and has more features that made
them work easy in their bids for the bidding for international awards. He then informed them
that Temiong Awards will be tomorrow to be held at Waterfront Hotel Pacific Grand Ballroom
and will start at 4:00 PM. He then advised them to come early so that they can start on time as
after the Temiong awards the Presidential Ball will follow right away.
h) National Comelec Report - National Comelec Chair Atty. Jojo Mendoza told the body that she
will give her official report tomorrow on the results of the National Elections held last September
4, 2016 pending the report of the NOMCOM which was deferred to the Closing Plenary. She
told them she will just make some important announcements on voting for the Natcon site
wherein the bidders are JCI Greater Davao and JCI Iligan and the vacant RVP for Metro North
region as referred to in Comelec Cir. No. 7 s. 2016 that has been circularized. He then
explained the procedures of the voting for the Natcon site which will start at 10:00 AM tomorrow
Closing Plenary and will close at 12:00 NN after which counting of votes will immediately follow.
She added that watchers for both parties will be allowed and with or without their presence
canvassing of vote will proceed. She also informed the body that as of the deadline of October
1, 2016 they only received two duly accomplished proxies forms from JCI Davao and JCI Naga
in behalf of their LO Presidents and therefore be allowed to vote for the Natcon site.
She also told the body that for the vacant position for RVP Metro North the voting will start at
9:30 AM tomorrow by secret balloting as long as there will be majority of the LOs in good
standing by said region. She said for now there is one candidate who already filed his COC
which is the 2016 LO President Jaime Jeronimo Jose of JCI Malolos and the deadline of filing
will be at 5:00 today. She further said that since there is somebody who filed there will be no
more floor nominations during the Closing Plenary.

Presiding Chairman NP Steve Tycangco called back the Closing Plenary Session to order at 9:35 am.
At this point, the Chair tasked the NSG Walter to do the roll call to ensure the presence of a quorum.
After the roll call the NSG informed the body the presence of 377 which is the 54% of the total voting
strength of the assembly.
13.0 SELECTION OF THE 2018 NATIONAL CONVENTION VENUE
13.1 Certification of Eligibility – Both bidders as certified by the EXCOM are capable of hosting a
National Convention.
13.2 Bidders Presentation –
• JCI Iligan - The team led by Past RVP Darwin Manubag and 2016 LO President Japhet
Ernie Onque made their presentation showing an AVP. Also using a power point
presentation Past RVP Darwin gave brief remarks showing the history and record of the
their chapter and what they can offer and said they will never abandon them if they win
their bid. To boost more on their campaign for their bid he had also shown the different
amenities of Iligan City, different tourist spots, transportation, hotels and possible venues
for the Natcon. For the LO President Academy it will hosted by the JCI Panguil Bay and
for the trainings will be hosted by JCI Kulintang. He said further he knows they will be the
underdog considering Davao City being big city and has hosted several times for Natcon.
However he said they are soliciting their vote to consider a small city this time to give them
a chance to host the Natcon. At this point LO President Japhet offered that if they will win
the bid batch 101 LO Presidents will be given free registration and accommodation and
free transportation on city tours. He also added during the Natcon there will be no curfews.
The early bird registration will be at P1,500 at the Natcon. He also told the body they will
have also support from Junior Jaycees to assist delegates and also have free make up for
ladies.
• JCI Greater Davao – The team JCI Greater Davao led by their incoming LO President
Verne dela Cruz who gave brief remarks to also boost their campaign to host the 2018
Natcon. He said that it’s been almost 11 years that Davao has not hosted a Natcon and
this time they are soliciting their support to have it again in Davao. He added that the
benchmark of their campaign is based on experienced as an LO and in Davao it will be
place like home for delegates. At this point an AVP was shown which includes President
Duterte inviting them to hold the Natcon in Davao. The video also featured the amenities,
tourist spots, cultural heritage, kind of foods being the fruit basket of the country, luxurious
hotels, safety emergency, transportation scheme whatever they ask in Davao they can get
it and many more. He further said that what Davao City can offer as the Natcon will be
fully supported by the LGU of Davao City. He told the body that the early bird registration
will also be at P1,500 effective today until 2017 Natcon and all batch 101 and 2016 NB is
being a free registration only.
At this point Comelec Chair Atty. Jojo Marinas announced that as scheduled the voting is now
open starting 10:45 AM for election of the 2018 National Convention site. She requested that the

voting will be by region and that what they will do is the voters will just put a check mark on the site
of their choice in the Natcon ballot.
14.0 Awarding of New JCI Senators -
NSG Walter announced the names of the newly approved JCI senators by reading their names for
them to be recognized wherein the Chair conveyed his congratulations to all of them.
15.0 Report of the NTD Chair and Training Awards – By means of a power point presentation NTD
Chenny Galano reported on the highlights of training activities from January as to date October
Natcon. She said there are three main items that she will be going to report wherein she gave brief
explanation on the following;
1. This year’s theme is “AVANTE as One” where she made an brief details on this year’s
training thrust and objectives.
2. The LO Presidents Academy was hosted by JCI Zugbuana held at the Big Hotel in
Mandaue City wherein there were around 176 participants. The Mid-year Academy was
also done in Palawan with 89 attendees.
3. Conduct of FLEX with five batches done with 127 graduates and the ALC also with the
FLC which was attended by 88 participants

She further informed them that from the 1st quarter to October 1, 2016 official courses was done and
from 2011 to October 2015 and to October 1, 2016 they have rolled out 387 official courses. Last
year they have 397 trainers and as of October 1, 2016 they have already 437. She also presented
that status of the Training Score cards by region and area this is to measure the performance of
RVPs and the LOs with their e-Training ratings.
At this point the awarding of the plaques for the outstanding trainers followed next which was
handed over by her and NP Steve to the awardees.

16.0 UN-SDG Report – Due to the unavailability of its National Chairman this item was dispensed.
17.0 PRESENTATION AND PROMOTIONS OF JCI EVENTS – NEVP Hegem just informed the body on
the following;
a) 2017 JCI World Congress – It will be held in Amsterdam, Netherlands by November next
year.
b) 2017 JCI Philippines National Convention, Tagaytay City – The Natcon next year will be in
Tagaytay City to be hosted by the JCI Bacoor Pambungad and co-host JCI Silang Pasimuno.
c) 2017 JCI ASPAC – This time it will also be held in Ulaanbaatar, Mongolia by June next year.
d) 2016 Quebec, Canada – The JCI World Congress this year will be in Quebec, Canada on to be
held from October 31 to November 5, 2016.
18.0 REPORT OF THE NATIONAL 2016 CONVENTION DIRECTOR -
Due to the unavailability of Natcon Director Don Gonzales JCI Metro Cebu Uptown JoFrance
Canizares reported on his behalf. In his brief report he expressed his thanks to everybody for
attending the Natcon. He informed the body that as of this time they have around 1,300 plus
registered delegates. He said they cannot give them yet as to how many this time as they are
still collecting the list of registrants for now as some are still coming. However he said they will
soon give them the exact figure as soon they will finish counting later. He told them they are
receiving good feedbacks from delegates in regards to conduct on the hosting for the Natcon. At
this point he reminded them to come on time for the Temiong awards which will start at 4:00 PM to
be followed by the Presidential Ball at the Waterfront Ballroom and to bring with them their Natcon
ID as the “no ID no entry policy” will be strictly implemented. In closing he said that it’s a pleasure
of hosting the Natcon and reiterated his thanks to all delegates.

19.0 NOMCOM Report - NOMCOM Chairman, 2012 NP Ivan Ruste said that in compliance with the JCI
Philippines Constitution, By-Laws and Policy Manual, the Nominations Committee convened last
August 20-21, 2016 at the JCI Philippines Secretariat in Don. A. Roces Avenue, Quezon City. The
Certificates of Candidacy and nomination documents of the candidates were thoroughly examined,
reviewed and verified by the members of the Committee. Thereafter, all the candidates were given a
written examination and personally interviewed for approximately 20 to 30 minutes to pass upon
their qualifications, eligibility and to evaluate their ability to carry out the duties of the respective
office aspired for. After their thorough examination and evaluation, the following candidates are
hereby certified to have satisfied and complied with all the requirements as provided for in the JCI
Philippines Constitution and By-Laws and Policy Manual, and were endorsed to the National
Commission on Elections as qualified nominees for the position aspired for, to wit:

20.0 National Comelec Report – The National Comelec Chairman Atty. Jojo Marinas reported on the
following;
 She told the body that the proposed amendments to the National Election Code will be
presented later by the GLC.
 She also reported the results of the national elections conducted last September 4, 2016
during the simultaneous Areacon as referred in Comelec Cir. No. 8 s. 2016 by reading the
names of the winners during the said election. She also read the name of the LOs who won
their bid to host the Area Conference next year including the winning candidates as
NOMCOM Representatives for year 2017. She requested the 2017 NB winning candidates
to come forward for the official proclamation and for the traditional raising the hands of the
winners in front of the assembly with NP Steve Tycangco which the Chair received no
objection from the body.

At this point, Cavite South RVP Jomar Madlansacay accompanied by Natcon Cavite Team as host
for the 2017 Natcon presented an AVP presentation featuring the amenities of Tagaytay City being
the next venue of the 2017 Natcon. RVP Jomar said that Past RVP Babylyn Kemphis will be the
Natcon Director. He also informed the body that for now the early bird registration fee is P1,500
until October 8, 2016 Presidential Ball until Monday October 10, 2016. He informed them that the
2017 Natcon website is up and an FB account will soon be created to widen up more on their
campaign for attendance for Tagaytay Natcon.
At this point NSG Walter reiterated his announcement on the following;
• All LOs who are recipients of the Sibol Awards to get their plaques with the Secretariat
table at the side of the stage.
• Informed the body that the awarding of plaques and medals for the JCIPEA will be
done before the start of the Temiong Awards.
At this instance IPNP Brian C. Lim being also an incumbent JCI Vice President conveyed to the
body that incoming JCI World President Dawn Hetzel has requested them to converge as a group
to have a short video clip taking saying “We are JCI” for JCI use later.
At this point the Chair recognized the Comelec Chairman Atty. Jojo Marinas for the announcement
of the winner of the Natcon site voting.
Comelec Chair Atty. Jojo Marinas informed the body on the results of the Natcon site election
wherein the JCI Iligan garnered 230 votes as against JCI Greater Davao with only 210 votes.
She then declared that JCI Iligan as winner and be the host of the 2018 JCIP National Convention.
23.0 REMARKS OF THE 2018 70TH
NATIONAL CONVENTION HOST LO PRESIDENT -
JCI Iligan LO President Japhet Onque expressed his thanks to everybody for their support in their
Natcon bid. He said that they will do their best to be host to the 2018 Natcon to be held in Iligan
City.

Tycangco at 10:00 a.m. 1.2 National Anthem: The body sung the National Anthem. 1.3 JCI Values, Prayer and Mission: LO President Hazel Helmuth led the body in reciting the JCI Values, Prayer and JCI Mission. 1.4 Introduction of Guests and Observers - This item was skipped. 2.0 CHAIRPERSON’S OPENING REMARKS NP Steve welcomes everyone in coming for the General Assembly for the National Convention in Cebu City. He told them he is happy for coming early and further said they will try their best to shorten the meeting and to take up matters as many as possible in their agenda so that they can finished the GA meeting early tomorrow as they have to prepare for the Temiong Awards scheduled to start at 4:00 PM tomorrow then Presidential Ball to follow. He then commended those LO Presidents who came early and said he hopes everybody are enjoying attending the Natcon. . 3. 0 ESTABLISHMENT OF QUORUM (Art. IV, Sec. 5) 3.1 Roll Call and Quorum Certification – NSG Walter L. Uy was tasked by the Chair to do the roll call. After the 1st roll call, NSG Walter informed the body that the basis of their roll call will be the list of LOs in good standing as September 30, 2016 which has total voting strength of 692 which includes the members of the National Board with voting rights. After the first roll call they have only 228 which is only 33% of the total voting strength. The Chair declared fifteen minutes recess to wait for other delegates to arrive. After the 2nd roll NSG Walter told the body there were already 316 representing 48 percent of the total voting strength as per By-Laws the GA needs only 40% to have a qourum. No. 1 s. 2016 “RESOLVED to approve the agenda as presented” Motion carried. 5.0 APPROVAL OF THE MINUTES OF THE GENERAL ASSEMBLY OF THE 2015 NATIONAL CONVENTION IN DAGUPAN CITY. The Chair gave the body few minutes to review the Minutes of the GA during the 2015 National Convention held in Dagupan City. Having no comments, corrections or amendments; Properly move and seconded it was; G.A. Res. No. 2 s. 2016 “RESOLVED to ratify the Minutes of the General Assembly of the 67th National Convention last October 9 and 10, 2015 held in Dagupan City as presented”. Motion Carried. At this instance LO President Jen Galvez inquired on the status of trainers scorecard supposedly for implementation beginning 2015 as seen in the minutes of the GA Natcon Dagupan which is one of the NP’s ten point agenda for last year. NP Steve in response said that they cannot tackle said issue right now in the General Assembly. However, they can ask the NTD Chairman later to include it when she will have her report in the GA. At this point JCI Antipolo President Eloisa Soriano asked also what part where they can put in the agenda as she wanted to be enlightened regarding the procedures and policies in approving new LOs. NP Steve said that it cannot be included in the GA agenda as said matter is being discussed during the National Board meeting level only where National Board will take have an action on new LO applicants. 6.0 ANNOUNCEMENT OF CONFERENCE APPOINTMENTS 6.1 Appointment of Convention Secretary - NP Steve endorsed 2016 National Secretary General, Walter L. Uy from JCI Manila to be the 2016 Convention Secretary 2

    6.2 Appointment ofConvention Parliamentarian – NP Steve also endorsed Atty. Irvin Bautista of JCI Manila as the Convention Parliamentarian. 6.2 Approval of the Convention Theme - The Chair also announced that the Convention Theme will be “Build as One”. Properly move and seconded it was; G.A. Res. No. 3 s. 2016 “RESOLVED to approve the appointments of NSG Walter Uy as Convention Secretary, Atty. Irvin Bautista as the Convention Parliamentarian and “Build as One” as the National Convention Theme”. Motion Carried. 7.0 STATE OF THE ORGANIZATION ADDRESS BY NATIONAL PRESIDENT STEVE TYCANGCO - NP Steve turned over the gavel to IPNP Brian. NP Steve said at the start of the year they have set their direction and have their theme “Build as One”. For this year they embarked on a program which is to give and add more value to membership. They have also done good efforts for the PR program for the organization as they were able to get article at the PAL Mabuhay magazine free of charge. For national trainings he thanked the NTD Chair and all the ATDs for a wonderful job for having done training for official courses. He said they have done a new program like the FLEX, the first ever Trainers Summit, Campus tour, fund raising, improvements of the Awards System and so many others to name a few of them. He then mentioned one by one the names all the National Directors and National Project Chairmen for doing an excellent job for all the national projects. He also thanked the Natcon Director and entire COC for the good job in hosting the Natcon and also the Areacon host for successful Area Conferences. He also expressed his special thanks to all the NB members for working hard for the entire year and all the areas and regions. He added that more importantly to all the LO Presidents for their unwavering support during their term and they really deserved a big round of applause. Finally he said this could not have happened without their hard work and dedication. He then thanked all of them for their trust and expressed his grateful appreciation to all what they have done this year. The Chair receiving no comments from the body it was; Unanimously move and seconded G.A. Res. No. 4 s. 2016 “RESOLVED to accept the report of the National President”. Motion Carried. IPNP Brian turned over the gavel to NP Steve. 8.0 NATIONAL TREASURER’S REPORT – NT Ken Ngo reported briefly on the following: • Number of Paid LOs – The updated number of paid LOs as of September 30, 2016 they have 6,384 paid members plus the newly approved new LOs as of the 4th NB Meeting yesterday. • Income Statement – For this year their projected income is P12,357,700 but as of the actual they have already P13,817,029.68 and this gives them around 1.5 million over their target. For the expenditures they are underspending as they have only spent P9,124,740 and this gives them a current balance of 4,892,289.58. • Fund raising - They have a total income of P1,222,712.50 coming from Golf tournament. He said that as September 30, 2016 the JCIP is in good financial status this will include the 2014 and 2015 surplus of around P5,892,148 to be transferred to the JCI Philippines Foundation soon to be established. • Golf Tournament – He told the body that the P350,000 will be given to the Peace is Possible project as subsidy fund in support for its implementation. • JCI Advantage ID – He said that as of September 15, there are 70 Branches which participated and around P3,127 cards are printed and released. He added that this will continuing effort and will work on the website for the JCI advantage for its improvement. 3

Motion Carried. 9.0 REPORT OF THE NATCON DIRECTOR – In his brief remarks Natcon Director Don Gonzales said he hopes they are in high spirits in their stay in Cebu City attending the Natcon. He told them that everything as planned are implemented like in regards to the transportation buses are available going around the delegate hotels. He added that although there is a little glitch on the system since some LOs paid in group that confused the encoders, however they were able to manage it and they can claim their IDs at the Waterfront Hotel. He informed them that as of the moment there are already around 1,300 plus registered delegates and still counting as some are still coming but will soon give them exact number later. He finally said to feel at home and enjoy their stay in Cebu. G.A. Res. No. 6 s. 2016 “RESOLVED to accept the report of the National Convention Director as presented”. Motion Carried. 10.0 SUBMISSION REPORTS of the EXCOM/ RVPs/ LO PRESIDENTS – The Chair directed all concerned to submit their written reports to the NSG. 11.0 REPORTS/ ANNOUNCEMENT OF THE FOLLOWING; a) NATIONAL AWARDS COMMITTEE (NAC) REPORT- Since the NAC Chair is not available at the moment his report was deferred to the Closing Plenary. b) REPORTS OF THE NATIONAL SECRETARY GENERAL- NSG Walter in his report gave the highlights on the following; He said the JCIPEA new system was introduced last year and was sustained and is being managed yearly now being used for all the LOs in reporting for the said program. He then reported on the following; • On JCIPEA  With the 194 LOs paid there are 150 of them participated in submitting their reports in the said program which is 77 percent compliance.  The JCIPEA went as planned with minor problems encountered but all were manageable.  For this year as of September 15, there are 9,983 reports uploaded wherein he showed the summary of projects and percentage per categories on Connect, Motivate, Invest and Collaborate.  He also shown the percentage reporting per region and area  He told the body of his inputs on the possible improvement in the JCIPEA which is they are considering the allowing of the LO Project Chairs to report and assign codes for them to help them manage the reporting.  AVPs/RVPs to collate all the projects per month per region in this way the NSG will have an easier work in collating and summarizing all the projects uploaded  On Committee on Media Communications (CMC) – Continuously developing the website for complete and better views for everybody on its contents.  PR – NC Alex and his team worked together on My Positive Change having successful in having an article in the PAL Mabuhay magazine free of charge featuring NP Steve and JCI Philippines projects.  On the Leader Magazine they were able to come out with three issues already released. G. A. Res. No. 7 s. 2016 “RESOLVED to accept the reports of the NSG as presented” Motion Carried. At this point JCI Fort Bonifacio Pres. Jen Galvez inquired in regards to the My Positive Change video that has been made by JCIP which is now being used for PR purposes. She said that in the video Illac Diaz represented himself as member of an inactive chapter the JCI Global CT. NP Steve said that he is not aware of it however he said he will soon inform 2015 Chris Camba who conceived the making of the said video during his term as NSG and being the head of the CMC at that time. 4

    IPNP Brian expressedhis apologies on the said mistake he said he will soon ask 2015 NSG Chris Camba to make the necessary correction on the said video. c) Report of the National Executive Vice President - NEVP Hegem Furigay told the body that he will be dispensing his report, However, he informed the body all the national projects has been implemented except for TOYM which is still on-going, the screening process and judging will be done by November and December its awarding will be by December this year. d) Officers College – IPNP Brian being this year’s Chairman for the Officers College certified that all the candidates have satisfactory undergone the Officers College held last August 19-20, 2016 for the first batch and Special Officers College done last September 23, 2016. e) Sibol Awards – This award is given to all the LOs given by the National Treasurer in recognition of having reach membership growth as September 16, 2016 among the 194 LOs in good standing. In the interest of time NSG Walter just announced the name of the LOs recipients and informed the body just to get their plaques with the Secretariat. f) JCIPEA Gavel - The awarding of Hammer and Gavel to all the LOs that garnered 100 points in this year’s JCIPEA followed next. The Hammer and Gavel were handed over to the LOs by the NSG Walter and the NP Steve in recognition of their outstanding achievements in support to this year’s term submitting reports in the administrative requirements as well projects conducted by the LOs. g) NAC Report – In his brief report NC Rodney Dizon expressed his thanks to all the LOs that submitted their bids. He informed the body that this time they have a total of 336 judges which is 92% of them did their job. He also thanked the AACs for doing a good job during the Areacon awards. He said that the new awards system has no glitches and has more features that made them work easy in their bids for the bidding for international awards. He then informed them that Temiong Awards will be tomorrow to be held at Waterfront Hotel Pacific Grand Ballroom and will start at 4:00 PM. He then advised them to come early so that they can start on time as after the Temiong awards the Presidential Ball will follow right away. h) National Comelec Report - National Comelec Chair Atty. Jojo Mendoza told the body that she will give her official report tomorrow on the results of the National Elections held last September 4, 2016 pending the report of the NOMCOM which was deferred to the Closing Plenary. She told them she will just make some important announcements on voting for the Natcon site wherein the bidders are JCI Greater Davao and JCI Iligan and the vacant RVP for Metro North region as referred to in Comelec Cir. No. 7 s. 2016 that has been circularized. He then explained the procedures of the voting for the Natcon site which will start at 10:00 AM tomorrow Closing Plenary and will close at 12:00 NN after which counting of votes will immediately follow. She added that watchers for both parties will be allowed and with or without their presence canvassing of vote will proceed. She also informed the body that as of the deadline of October 1, 2016 they only received two duly accomplished proxies forms from JCI Davao and JCI Naga in behalf of their LO Presidents and therefore be allowed to vote for the Natcon site. She also told the body that for the vacant position for RVP Metro North the voting will start at 9:30 AM tomorrow by secret balloting as long as there will be majority of the LOs in good standing by said region. She said for now there is one candidate who already filed his COC which is the 2016 LO President Jaime Jeronimo Jose of JCI Malolos and the deadline of filing will be at 5:00 today. She further said that since there is somebody who filed there will be no more floor nominations during the Closing Plenary. 12.0 RECESS - After a big round of applause, the Chair declared a recess at 2:00 PM. 5

    Junior Chamber InternationalPhilippines 68th NATIONAL CONVENTION GENERAL ASSEMBLY MEETING 2 Function Hall A, SM Seaside, Cebu City October 08, 2016 *** CLOSING PLENARY SESSION *** M I N U T E S Presiding Chairman NP Steve Tycangco called back the Closing Plenary Session to order at 9:35 am. At this point, the Chair tasked the NSG Walter to do the roll call to ensure the presence of a quorum. After the roll call the NSG informed the body the presence of 377 which is the 54% of the total voting strength of the assembly. 13.0 SELECTION OF THE 2018 NATIONAL CONVENTION VENUE 13.1 Certification of Eligibility – Both bidders as certified by the EXCOM are capable of hosting a National Convention. 13.2 Bidders Presentation – • JCI Iligan - The team led by Past RVP Darwin Manubag and 2016 LO President Japhet Ernie Onque made their presentation showing an AVP. Also using a power point presentation Past RVP Darwin gave brief remarks showing the history and record of the their chapter and what they can offer and said they will never abandon them if they win their bid. To boost more on their campaign for their bid he had also shown the different amenities of Iligan City, different tourist spots, transportation, hotels and possible venues for the Natcon. For the LO President Academy it will hosted by the JCI Panguil Bay and for the trainings will be hosted by JCI Kulintang. He said further he knows they will be the underdog considering Davao City being big city and has hosted several times for Natcon. However he said they are soliciting their vote to consider a small city this time to give them a chance to host the Natcon. At this point LO President Japhet offered that if they will win the bid batch 101 LO Presidents will be given free registration and accommodation and free transportation on city tours. He also added during the Natcon there will be no curfews. The early bird registration will be at P1,500 at the Natcon. He also told the body they will have also support from Junior Jaycees to assist delegates and also have free make up for ladies. • JCI Greater Davao – The team JCI Greater Davao led by their incoming LO President Verne dela Cruz who gave brief remarks to also boost their campaign to host the 2018 Natcon. He said that it’s been almost 11 years that Davao has not hosted a Natcon and this time they are soliciting their support to have it again in Davao. He added that the benchmark of their campaign is based on experienced as an LO and in Davao it will be place like home for delegates. At this point an AVP was shown which includes President Duterte inviting them to hold the Natcon in Davao. The video also featured the amenities, tourist spots, cultural heritage, kind of foods being the fruit basket of the country, luxurious hotels, safety emergency, transportation scheme whatever they ask in Davao they can get it and many more. He further said that what Davao City can offer as the Natcon will be fully supported by the LGU of Davao City. He told the body that the early bird registration will also be at P1,500 effective today until 2017 Natcon and all batch 101 and 2016 NB is being a free registration only. At this point Comelec Chair Atty. Jojo Marinas announced that as scheduled the voting is now open starting 10:45 AM for election of the 2018 National Convention site. She requested that the 6

    voting will beby region and that what they will do is the voters will just put a check mark on the site of their choice in the Natcon ballot. 14.0 Awarding of New JCI Senators - NSG Walter announced the names of the newly approved JCI senators by reading their names for them to be recognized wherein the Chair conveyed his congratulations to all of them. 15.0 Report of the NTD Chair and Training Awards – By means of a power point presentation NTD Chenny Galano reported on the highlights of training activities from January as to date October Natcon. She said there are three main items that she will be going to report wherein she gave brief explanation on the following; 1. This year’s theme is “AVANTE as One” where she made an brief details on this year’s training thrust and objectives. 2. The LO Presidents Academy was hosted by JCI Zugbuana held at the Big Hotel in Mandaue City wherein there were around 176 participants. The Mid-year Academy was also done in Palawan with 89 attendees. 3. Conduct of FLEX with five batches done with 127 graduates and the ALC also with the FLC which was attended by 88 participants  She further informed them that from the 1st quarter to October 1, 2016 official courses was done and from 2011 to October 2015 and to October 1, 2016 they have rolled out 387 official courses. Last year they have 397 trainers and as of October 1, 2016 they have already 437. She also presented that status of the Training Score cards by region and area this is to measure the performance of RVPs and the LOs with their e-Training ratings. At this point the awarding of the plaques for the outstanding trainers followed next which was handed over by her and NP Steve to the awardees. Properly move and seconded; G. A. Res. Motion Carried. 16.0 UN-SDG Report – Due to the unavailability of its National Chairman this item was dispensed. 17.0 PRESENTATION AND PROMOTIONS OF JCI EVENTS – NEVP Hegem just informed the body on the following; a) 2017 JCI World Congress – It will be held in Amsterdam, Netherlands by November next year. b) 2017 JCI Philippines National Convention, Tagaytay City – The Natcon next year will be in Tagaytay City to be hosted by the JCI Bacoor Pambungad and co-host JCI Silang Pasimuno. c) 2017 JCI ASPAC – This time it will also be held in Ulaanbaatar, Mongolia by June next year. d) 2016 Quebec, Canada – The JCI World Congress this year will be in Quebec, Canada on to be held from October 31 to November 5, 2016. 18.0 REPORT OF THE NATIONAL 2016 CONVENTION DIRECTOR - Due to the unavailability of Natcon Director Don Gonzales JCI Metro Cebu Uptown JoFrance Canizares reported on his behalf. In his brief report he expressed his thanks to everybody for attending the Natcon. He informed the body that as of this time they have around 1,300 plus registered delegates. He said they cannot give them yet as to how many this time as they are still collecting the list of registrants for now as some are still coming. However he said they will soon give them the exact figure as soon they will finish counting later. He told them they are receiving good feedbacks from delegates in regards to conduct on the hosting for the Natcon. At this point he reminded them to come on time for the Temiong awards which will start at 4:00 PM to be followed by the Presidential Ball at the Waterfront Ballroom and to bring with them their Natcon ID as the “no ID no entry policy” will be strictly implemented. In closing he said that it’s a pleasure of hosting the Natcon and reiterated his thanks to all delegates. 7

    NOMCOM Chair, 2012NP Ivan Ruste finally said that with all the foregoing, he is submitting this report in compliance with the mandates of the JCI Philippines Constitution and By-Laws. Properly moved and seconded; G.A. Res. No. 9 s. 2016 “RESOLVED to approve the report of the NOMCOM Chairman as presented” Motion Carried. 20.0 National Comelec Report – The National Comelec Chairman Atty. Jojo Marinas reported on the following;  She told the body that the proposed amendments to the National Election Code will be presented later by the GLC.  She also reported the results of the national elections conducted last September 4, 2016 during the simultaneous Areacon as referred in Comelec Cir. No. 8 s. 2016 by reading the names of the winners during the said election. She also read the name of the LOs who won their bid to host the Area Conference next year including the winning candidates as NOMCOM Representatives for year 2017. She requested the 2017 NB winning candidates to come forward for the official proclamation and for the traditional raising the hands of the winners in front of the assembly with NP Steve Tycangco which the Chair received no objection from the body. Properly moved and seconded; G.A. Res. No. 10 s. 2016 “RESOLVED to accept the report of the National Comelec as presented” Motion Carried. At this point, Cavite South RVP Jomar Madlansacay accompanied by Natcon Cavite Team as host for the 2017 Natcon presented an AVP presentation featuring the amenities of Tagaytay City being the next venue of the 2017 Natcon. RVP Jomar said that Past RVP Babylyn Kemphis will be the Natcon Director. He also informed the body that for now the early bird registration fee is P1,500 until October 8, 2016 Presidential Ball until Monday October 10, 2016. He informed them that the 2017 Natcon website is up and an FB account will soon be created to widen up more on their campaign for attendance for Tagaytay Natcon. At this point NSG Walter reiterated his announcement on the following; • All LOs who are recipients of the Sibol Awards to get their plaques with the Secretariat table at the side of the stage. • Informed the body that the awarding of plaques and medals for the JCIPEA will be done before the start of the Temiong Awards. At this instance IPNP Brian C. Lim being also an incumbent JCI Vice President conveyed to the body that incoming JCI World President Dawn Hetzel has requested them to converge as a group to have a short video clip taking saying “We are JCI” for JCI use later. At this point the Chair recognized the Comelec Chairman Atty. Jojo Marinas for the announcement of the winner of the Natcon site voting. Comelec Chair Atty. Jojo Marinas informed the body on the results of the Natcon site election wherein the JCI Iligan garnered 230 votes as against JCI Greater Davao with only 210 votes. She then declared that JCI Iligan as winner and be the host of the 2018 JCIP National Convention. 23.0 REMARKS OF THE 2018 70TH NATIONAL CONVENTION HOST LO PRESIDENT - JCI Iligan LO President Japhet Onque expressed his thanks to everybody for their support in their Natcon bid. He said that they will do their best to be host to the 2018 Natcon to be held in Iligan City. 24.0 OTHER BUSINESSES – No other matters were presented to be discussed. 25.0 CHAIRPERSON’S CLOSING REMARK - 9

    NP Steve tookthis opportunity expressing his whole hearted thanks and gratitude to all delegates coming from all over the country for their support with this year’s National Convention. In the interest of time he said he will give his final report in his valedictory speech during the Presidential Ball tonight. 26.0 ANNOUNCEMENTS - The Chair announced to see them all for the Temiong Awards and to please come early as they will start exactly at 4:00 PM after which the Presidential Ball will follow. 27.
