The project «Mine pasientreiser» (My Patient travels)
- a success story
• Based on the users needs and the Government’s ambitions, The Department of
Health and Care Service has decided to conduct a project to improve and simplify
the solution for patient travels without requisition «Mine pasientreiser»
• The assignment was comprehensive and included: (change of) regulations,
processes, technology and organization
Key goals:
 Easier and more available service for the users
 Higher degree of equal treatment
 Cost efficient processes
The process until October 2016:
Patient travels without requisition
The patient makes
travel arrangements
and travels to the
treatment
The patient fills out a
travel expense form
The travel expense form
including attachments is
sent by mail
The mail is delivered to

Skien
The mail is opened,
attachments sorted and
scanned
The case is registered in

Helsenorge.no is the official health portal in
Norway with a lot of health related services
electronic prescriptions, summary care record
(kjernejournal) and patient travels (pasientreiser)
Furthermore theres a lot of health related
information of your rights, deseases and
treatments, poison etc, etc.
There are even information motivating for a
healthier lifestyle. Even food recipies are available.
Pasientreiser is a service that permits citizens to
apply for refund of expenses when travellelling to
treatment in hospitals or by other authorized health
services like general practice doctors or
physiotherapists
The service are regulated by laws and
regulations. Applicants must have Norwegian social
security numbers.
The service is operated by the Norwegian
directorate of eHealth (NDE)
Pasientreiser ANS
• Pasientreiser ANS was established in May 11th
2009 and is located in Skien.
• Owned by the four Regional Health Authorities
(South-Eastern, Northern, Western, Central).
• Operates in cooperation with 18 local patient
travel offices around the country. These are
organized under the Regional Health Authorities.
• Pasientreiser ANS are together with the 18 local
patient travel offices responsible for ensuring
good and equal services for patient travels in
Norway.
• Pasientreiser ANS deliver National services within
ICT, economics, analysis, legal practice,
communication, training and transactional
services.
Pasientreiser ANS - history
• Before 2004 the responsibility of patient travel
services were administered by the Norwegian Labour
and Welfare Administration (NAV).
• In 2004 patient travel services were organized under
The Regional Health Authorities.
• Pasientreiser ANS were established May 11th 2009.
• In full operation from December 1st 2009.
Pasientreiser ANS - service areas
• Develop and maintain new technical solutions for
patient travel.
• Responsible for solution architecture, development
and management of system solutions.
• Expertise within legal guidance and training in our
domain.
• Project management for national development and
digitalization projects.
• Manage and handle support for caseworkers in all
patient travel offices as needed.

• 4,3 million travels with requisition
• 4,5 million travels without requisition
• 750 000 travel expense claims for travels without
requisition
• 1.9 million inquiries on 05515
2.5 Billion NOK in yearly reimbursements
for travels with and without requisition
