This document summarizes a research paper analyzing how literature on Canadian legislative behavior has evolved since the 1985 McGrath Committee reforms. The McGrath Committee proposed three key reforms: reforming the confidence convention; changing attitudes towards dissent and party discipline; and reforming legislative committees. The paper examines literature from 1985-2016 relevant to these reforms. It analyzes how the literature has changed over time and whether it emphasizes parliamentary barriers, party barriers, or both equally to MP autonomy. The paper finds the literature has evolved both in quantity and substance since 1985.
