Water Shortages - Drought Conditions – Weather Forecasts
Water Conservation Practiced Year Round
The Director, Maui County Department of Water Supply, with approval of the Mayor, may
declare a water shortage whenever the water supply becomes inadequate in any area in the
County or County water system because of a period of drought, an infrastructure or mechanical
malfunction, natural disaster, or other event causing a water shortage. [Emphasis Supplied]
Stages of water shortage
Stage 1. A stage 1 water shortage shall exist if the director determines that anticipated water
demand in an area is projected to exceed available water supply by one to fifteen percent.
Stage 2. A stage 2 water shortage shall exist if the director determines that anticipated water
demand in an area is projected to exceed available water supply by sixteen to thirty percent.
Stage 3. A stage 3 water shortage shall exist if the director determines that anticipated water
demand in an area is projected to exceed available water supply by thirty-one percent or more.

Level 0, “Abnormally Dry:” This is the lightest level, which means the area is either going into
drought: short-term dryness slowing planting, growth of crops or pastures or getting out of
drought, which means some lingering water deficits; and pastures or crops not fully recovered.
Level 1, “Moderate Drought:” This level of drought involves some damage to crops, pastures;
streams, reservoirs, or wells low, some water shortages developing or imminent; and voluntary
water-use restrictions requested.
Level 2, “Severe Drought:” This level means that crop or pasture losses likely; water shortages
common; and water restrictions imposed.
Level 3, “Extreme Drought:” This is the second-highest level of drought, with major
crop/pasture losses and widespread water shortages or restrictions.
Level 4, “Exceptional Drought:” This is the most intense level of drought. This level involves
exceptional and widespread crop/pasture losses; shortages of water in reservoirs, streams, and
wells creating water emergencies.

As an island state, Hawaii has limited access to natural fresh water supplies.
Competition for fresh water, increasing population and development pressures, the rising
awareness of environmental water needs, and the impacts of global climate change require that
Hawaii become as efficient as possible in its uses of limited fresh water supplies.
In some areas of the state, demand for water is approaching the sustainable limits of supply, and
these demands are expected to increase in the future. To sustain and protect our water for future
generations, we must strive to be as efficient as possible in all our water uses.
Water conservation is one of the least expensive way to stretch limited water supplies and defer
costly new source development.
