This document provides a 9 step process to create an image with a neon glow effect and add an extracted image as the background. The steps include creating a new file, selecting colors, applying texture, artistic, and stylize filters, extracting an image to add as the background, checking different filter layers, flattening the image layers, and saving the final image.

Step 3.
Menu ….Filter……Texture…..Grain

2. Step 4.
Menu ….Filter…… Artistic……Neon Glow

3. Step 5.
Menu ….Filter…… Stylize……Glowing Edges

4. Step 6.
Extract any Image you want & add it background

Step 7.
Check different filters from window layer….select
most wanted.
Step 8.
Menu……Layers….flatten image
