2. Global Residence Programme
Applicant
Grants residence rights and special tax status to individuals who are not nationals of EU, Iceland, Norway,
Liechtenstein or Switzerland.
Requirements
• No minimum presence required
• Must not reside in any other jurisdiction for more than 183 days in any calendar year
• Has clean criminal conduct record – must pass due diligence test and is fit and proper person
• Applicant must have stable and regular resources sufficient to maintain himself and his dependants without
recourse to social assistance system in Malta
• In possession of valid travel document
• In possession of sickness insurance covering himself and his dependants of all risk across the EU
• Cannot be a long-term resident of Malta
• Applicant must be able to adequately communication in Maltese or English
• Commits to provide proof of title to a qualifying property which should be occupied as his principle place of
residence worldwide
Qualifying Property
• Ownership of property purchased at price of not less than €250,000 for property situated in Gozo
• Ownership of property purchased at a price of not less than €220,000 for property situated in South of Malta
• Ownership of property purchased at price of not less than €275,000 for property situated anywhere else in
Malta
• Property leased for not less than 12 months on a rent of not less than €8,750 per annum for a property
situated in South of Malta or Gozo
• Property leased for not less than 12 months on a rent of not less than €9,600 per annum for a property
situated anywhere else in Malta
Fee
Non-refundable administrative fee of €6,000 on application unless qualifying owned property is situated in the South
of Malta in which case a lower fee of €5,500 applies.
Tax
Once granted the special tax status in terms of this Programme, the individual will be taxed at 15% on any income
received in Malta from foreign sources by the individual and his/her dependants. Any other income brought to tax
in Malta is charged at the rate of 35%.
A minimum tax of €15,000 needs to be paid per annum covering income arising outside Malta and which is received
in Malta. Double taxation relief can be claimed.
Working in Malta
Beneficiaries and dependants are granted a residence card valid for one year which is issued by Identity Malta. This
gives them access to travel within the Schengen Area.
