The issue is that there are quotes around the date, numeric and empty fields as well as the strings.
Can you alter the export to only use quotes for delimiting text fields?

In your test file even the numeric fields are defined with q uotes. For example Contract Type which is
defined as numeric 4.0 has q uotes around the number.
It is standard to have q uotes around alpha fields in a CSV file, but not numeric.
I am free anytime to discuss, but suspect you will need to modify your export program to produce a file
without numeric fields in q uotes. I will just edit a few records on the file so I can continue with my
testing and creating an error report.
If you happen to get this email over the weekend, I sure would appreciate it if you could re-run your
export and send me a new file.
