This document is the M.A. thesis of Worku Menamo Aymelo submitted to the Alice Salomon University of Applied Sciences in Berlin, Germany in 2007. The thesis examines the socio-economic and political factors that exacerbated the conflict between Ethiopia and Eritrea beyond the border issue, and their implications for sustaining peace in the region. It analyzes how issues like ethnicity, land, and economic disparities contributed to the escalation of tensions between the two countries and the outbreak of war from 1998 to 2000. The author conducted interviews with professors and experts in Ethiopia to inform his research. The thesis was supervised by Dr. Oliver Wolleh and aims to further understand how to prevent such conflicts from reoccur

This document summarizes Angela Merkel's European policy as Chancellor of Germany from 2005 to 2017 in 3 main points:
1. When she became Chancellor in 2005, Merkel lacked foreign policy experience but quickly developed her policy priorities of strengthening European integration and Germany's alliance partnerships.
2. Her first term focused on pushing the EU Constitution treaty over opposition, negotiating a "simplified treaty" instead, and expanding the European Neighborhood Policy to stabilize countries near the EU.
3. Merkel proposed a "Partnership for Modernization" to liberalize Russia but hopes were dashed by Russia's actions in Georgia and Transnistria, undermining her trust in Medvedev and Putin.
Opportunities in Moldovan-German relationsIDIS Viitorul
Germany has proposed a solution to the Transnistrian conflict in Moldova where Russia would withdraw its weapons from Transnistria in exchange for Germany's support of a new treaty on European security. However, there are doubts about this proposal's chances of success. There is a lack of proportional reciprocity, as it would be difficult for Russia to solve the Transnistrian conflict just in exchange for promises of future discussions on security. Additionally, the long-term views of the EU and Russia on issues like Russian troop withdrawal and the format of negotiations differ significantly. While tactical cooperation is increasing, fundamental strategic differences remain an obstacle to resolving the Transnistrian conflict through this proposed German-Russian approach.

Germany, Austria, Switzerland, the Czech Republic, and Hungary have all been severely affected, with tens of thousands displaced from their homes. Several rivers, including the Danube, Elbe, and Rhine, overflowed their banks, submerging homes, businesses, and farmland under floodwaters. The flooding has killed over a dozen people so far.

How Race, Age and Gender Shape Attitudes Towards Mental HealthThinkNow
Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).
AI Trends in Creative Operations 2024 by Artwork Flow.pdfmarketingartwork
Creative operations teams expect increased AI use in 2024. Currently, over half of tasks are not AI-enabled, but this is expected to decrease in the coming year. ChatGPT is the most popular AI tool currently. Business leaders are more actively exploring AI benefits than individual contributors. Most respondents do not believe AI will impact workforce size in 2024. However, some inhibitions still exist around AI accuracy and lack of understanding. Creatives primarily want to use AI to save time on mundane tasks and boost productivity.
Organizational culture includes values, norms, systems, symbols, language, assumptions, beliefs, and habits that influence employee behaviors and how people interpret those behaviors. It is important because culture can help or hinder a company's success. Some key aspects of Netflix's culture that help it achieve results include hiring smartly so every position has stars, focusing on attitude over just aptitude, and having a strict policy against peacocks, whiners, and jerks.

Google's Just Not That Into You: Understanding Core Updates & Search IntentLily Ray
1. Core updates from Google periodically change how its algorithms assess and rank websites and pages. This can impact rankings through shifts in user intent, site quality issues being caught up to, world events influencing queries, and overhauls to search like the E-A-T framework.
2. There are many possible user intents beyond just transactional, navigational and informational. Identifying intent shifts is important during core updates. Sites may need to optimize for new intents through different content types and sections.
3. Responding effectively to core updates requires analyzing "before and after" data to understand changes, identifying new intents or page types, and ensuring content matches appropriate intents across video, images, knowledge graphs and more.

A C K N O W L E D G M E N T
First and foremost my gratitude goes to Dr. Oliver Wolleh, my academic advisor, for his scholarly
assistance from the research proposal up to the write-up with constructive comments and necessary
corrections of the thesis. I also wish to thank Mrs. Petra Haumersen who is my second reader and
evaluator of my thesis.
I would also like to forward my sincere appreciation to my interview participants, professors at
Addis Ababa University, and the President of the Ethiopian International Institute for Peace and
Development. I am deeply grateful to Dr. Brian Holt, instructor at the Evangelical Theological
College and Mr. Ayalew Kassa, researcher at World Vision International/Ethiopia, for their
thoughtful editorial work.
I would like to express my thanks and appreciation for Helga Salmanz in Bonn, Germany, for her
kind support during my study in Germany. Without her generous support I would not have
completed my university studies. I would like to thank the Office of the Chancellor of the Alice
Salomon University of Applied Sciences and the program management team for sponsoring my
tuition fees and rendering me all types of collaboration during my stay in Berlin, Germany.
Last but not least, I would like to thank my wife Mekdes Amare, for her persistent prayers and
care of our children in my absence. I would like to express my thanks to all of my friends who have
encouraged me and contributed towards my education in one way or the other.
Above all, I thank my God who has been with me from the beginning to the end of my higher
studies in Germany.

ABSTRACT
This research attempts to discover the main reasons for the conflict between Ethiopia and
Eritrea that led them to the deadly war of 1998. Although the major causes to the conflict were
the socio-economic and political instabilities within the states, the international community and
the population of the two states understood border issue as predominant.
The findings of this research prove that the important causes to the war were mainly
economic, i.e., the unbalanced trade relations of Ethiopia with the emerging state of Eritrea, and
secondly, the introduction of the new Eritrean currency known as Nakfa and Eritrea’s demand
for parity with the Ethiopian Birr, which Ethiopia rejected. The social factors include rivalry,
and the unmet deals and grudges between the leaderships. As to the political factors to the
conflict, Eritrea pursued an expansionist policy, while Ethiopia issued the new regional map of
the Tigray state that included the contentious territories as the dominant ones. The internal
political problems of both states were further causes to the conflict.
To sustain peace in the Ethio-Eritrean conflict situation, addressing the socio-economic and
political issues with due respect to interdependence and mature diplomacy is vital. The top
leaderships of both states should further dialogue and negotiate to resolve contentious issues,
clearly demarcate the border, and focus on the development of both states. This will bring
structural justice, democracy, stability and the rule of law to both warring nations.

I. INTRODUCTION
1.1 Background of the study
Since the Italian colonization of Eritrea in 1890, which was then part of Ethiopia, the peace
situation in the region and the relationship of Eritrea and Ethiopia has become flimsy and
disturbed. Even after the end of the colonial system, Eritrea was again federated to Ethiopia.
However, there is no improvement in the peace situation. Many things contributed to such a
turbulent context.
In terms of the socio-economic and political situation of the region, the Horn of Africa and
specifically Ethiopia is neither prosperous nor democratic. Ethiopia and Eritrea belong to the
poorest nations in the world and the government structures are poorly organized. As the result of
these, conflict often emerges in the region. During the time Eritrea existed as part of Ethiopia, the
nation building strategy was based on ethnicity. The same theory has a lot to do with the ethnic-
based conflicts of the region.
During the communist regime of Ethiopia (1974-199 1), Eritreans fought the war against the
Derg along with the Tigray People Liberation Front (TPLF). In 1991 they succeeded in their
mission to topple the communist regime, and Eritrea officially seceded from Ethiopia under the
international community monitored referendum in 1993. This collaboration did not last as the
TPLF is not currently on good terms with the Eritrean regime since 1997.
The Ethiopian people for the most part, did not want the secession. Furthermore, some
Eritreans who have known the significance of living together with Ethiopians rejected the
referendum and identified themselves with the Ethiopians.

However, after the establishment of the new state in the Horn of Africa, Ethiopia did not stop
socio-economic relations until the war broke out in 1998. The main reason for such a large war in
the history of Ethiopia was not so much a question of an unsettled border issue. More than this
there were several other reasons surrounding it, as we shall discover.
1.2 The statement of the problem and justification of the study
The problem of the Ethio-Eritrean conflict is understood by the international community as
largely a border conflict. That is, Eritrea is claiming its border was occupied by Ethiopia, while the
latter says the opposite. They both took arms to settle the issue, nevertheless it was in vain. It is the
view of many scholars, however, that the border problem was actually a minor issue. Therefore, is
an issue that has misled the international community as well as the inhabitants of the two countries.
Thus, unearthing the reasons behind the border issue that caused a deadly conflict between Ethiopia
and Eritrea is very significant and it is also important to pinpoint the types of interventions that
could enhance possibly a sustainable peace in the region.
1.3 Exposition
The Ethiopian and Eritrean conflict is complex. It has multifaceted dimensions and multiple
dynamics. Nevertheless, one of the aspects that is propagated as the main cause of the conflict is
the border issue. However, the socio-economic and political factors are the main causes for the
escalation of the conflict. Eritrea was once part of Ethiopia and now is an independent state. Eritrea
enjoyed a tax-free trade relationship with Ethiopia until the war broke out, which left the Ethiopian
trade system in an unbalanced state. One can argue that this was a major cause for the conflict. As
the history of the conflict indicates, colonial rule in Eritrea has left a legacy of disparity which
caused them to struggle for scarce resources to be accessed through such an unbalanced trade
system.

14. Chapter One: Introduction MA-ICM Thesis, By Worku M. Aymelo, ASFH, Berlin, Germany, 2007.
3
External actors’ interest in both Eritrea and Ethiopia for their strategic significance lends
another contribution to the conflict. Moreover, the impact of the conflict on the population of both
countries is immense. The death and displacement of multitudes, loss of property, and the
underdevelopment of the countries were some of the effects.
Without addressing such multifaceted aspects of the conflict, one cannot hope for sustainable
peace and development in the region. Any kind of intervention to maintain peace has to consider
addressing the socio-economic and political factors. The assumption here is that Ethiopia and
Eritrea cannot live alone. Ethiopia needs Eritrea and vice-versa. Maintaining the notion of
interdependence of the communities of both countries is very important to sustain peace in the
region. Therefore, the thesis aims to analyze the causes to the conflict and depending on the results,
forward some recommendations that can be useful to transform such conflict for positive change
and development of the region.
1.4 Objectives of the study
This research aims to understand and analyze factors beyond the border issue that caused
such a deadly conflict and its effects in both countries and their implications to sustain
peace in the region.
The study seeks for possible ways to address those factors behind the border issue so that
peace in the region may be established.
Promote the importance of interdependence of both countries, even though they are
independent states.
Draw lessons on how to intervene in conflict situations similar to this one.
Make recommendations on how to sustain peace in the region.

1.5 The Scope of the study
With regard to its scope geographically this study focuses on the location of Ethiopia
and Eritrea located in the Horn of Africa. Concerning the time, it mainly focuses on the
period between the fall of the communist regime in Ethiopia, 1991, and the beginning of
the Ethio- Eritrean war in 1998. We will go back and forth to look at the history of the
conflict and then its effects. The reason for such a limitation of the scope is that at the
above-mentioned period, the relationship of both countries existed largely at the state.
That is, the conflict occurred after the emergence of Eritrea as an independent state in
1993. Socio-economic and political factors that fueled the conflict will be the focus area
of the research.

16. Chapter Two: Methodology MA-ICM Thesis, By Worku M. Aymelo, ASFH, Berlin, Germany, 2007.
5
II. METHODOLOGY
2.1 Introduction
This chapter is based on the conviction that research should be accompanied by accounts of
how it was really done. Since decisions about research instructions are made in gradual response to
the nature of the social setting being investigated as its nature is revealed, every qualitative
research design will be different. This means that qualitative research has to show its workings
every single time. Furthermore, the researcher must justify choices made, and in particular
demonstrate how the overall strategy is appropriate to the social setting and the researcher-subject
relationships within it (Adrian 2002:7-9). Qualitative research is based on a conviction that what is
important to look for will emerge and this is precisely the conviction that guided the researcher in
this thesis, (ibid, p.6). When setting out for my fieldwork, I wanted to see which issues came up,
and thus was very flexible during my research. This methodology chapter will describe the
hypothesis of the research, the research questions, and the methods of the research. The methods of
the research will further elaborate the research process and procedures, methodological limitations,
and the way the data was analyzed.
2.2 Hypothesis of the study
It is evident that every study has its own hypothesis. Based on that, there are several
assumptions for this study as well. The first assumption of the study is that the reason for the
Ethio-Eritrean 1998-2000 deadly conflict was not just a border issue. The working simple
hypothesis of the study is that socio-economic and political reasons are the major causes of the
conflict rather than the border issue. The conflicting parties are misleading the international
community as if the cause for it is merely the border issue.

Chapter Two: Methodology MA-ICM Thesis, By Worku M. Aymelo, ASFH, Berlin, Germany, 2007.
Secondly, the international communities have contributed significantly to the conflict
in the process of conflict escalation and at the same time in conflict de-escalation.
Thirdly, ethnic nationalism that was introduced in Ethiopia since 1991 has also
contributed negatively to the conflict.
Fourthly, strategically addressing the reasons behind the conflict is the sole solution
to sustain peace in the region. This study will work with the hypothesis that the conflict
was between the leading elite but not at the level of the general populace and that there
were social dynamics between the two groups that aggravated the situation. Thus, to
sustain peace in the region one should also note those divides and commonalities and
work on addressing the gaps. Here the assumption is that interdependence between the
two countries is very important and should be maintained.
Lastly, if the conflict between Ethiopia and Eritrea cannot find a final solution, the
peace and security of the Horn of Africa would be endangered. For example, the conflict
between the Union of Islamic Courts in Somalia (UICS) and the Ethiopian government in
December 2006 was implicated as the proxy war of Eritrea and Ethiopia. That is, both
contenders (Ethiopia and Eritrea) changed the battlefield from Badme to Somalia, the
Eritreans supporting the UICS, the Ethiopians supporting the TFGS.
2.3 Research questions
Every study has questions that need to be answered in the process of its investigation.
This study is no exception. This research aims to seek answers to questions such as: what
are the factors behind the border issue to the Ethio-Eritrean conflict and their implications
to sustainable peace in the region? How is it possible to address the socio-economic
problems that both countries face and how do such proposed solutions enhance the
