3. The Hydrocarbons Marketing system is composed of
several agents that
REFINERIA have a primordial participation for each stage
of the hydrocarbon, that is to say, from the exploration of
the well, and its eminent production until the distribution
of the same by different means of transport and
depending on which type of fuel is being transported.
Besides that, which agents is in charge of the fuel market.
Below are some definitions of participating agents and
their products:
Conveyance:
The means of transport will be according to the product
transported which there are 3 types:
White Goods Transporter: Like Gasoline, Diesel, OPDH's.
Aviation Fuel Transporter: Turbo A1, Turbo JP-5 and
Gasoline Aviation.
Black Products Carrier: Residual Fuels, Pit and Asphalt.
PRODUCTS
Lubricants: Hydrocarbons from the distillation of crude oil which
considers oils for transformers and fats.
Chemical inputs: Which are used for the manufacture of other
goods, and these are: virgin naphtha, natural gasoline, reduced
crude, gasoleos, aliphatic hydrocarbons and other products.
Asphalts and Breas: Solid or semi-solid hydrocarbons used in
paving, coating or waterproofing.
Solvents: Used as diluents, which may be: Solvent 1, Solvent 3,
Pentane and Hexane, Toluene, Benzene and Xylene and other
paraffinic and aromatic solvents.

4. AGENTS
Producer:
Which makes the contract with Perupetro under article 10 of the General
Hydrocarbons Law No. 26221.
Refinery:
Industrial installation in which petroleum, natural gasolines or other sources of
hydrocarbons are converted into liquid fuels or other products derived from
hydrocarbons such as asphalts, lubricants, tar, solvents, etc.
Processing plant:
Installation where the characteristics of the hydrocarbons are changed as well as to
convert them into the fuels and OPDH (Other Products Derived from
Hydrocarbons) required by the industry and their suitability to facilitate their
transport. The Fuel goes from the Refinery to the Processing Plant.
Supply Plant: SUPPLY PLANT
Installation in a real estate where the operations of reception, storage, transfer,
addition of additives and dispatch of Liquid Fuels and OPDH's. It is the place where
the fuel is stored, the Supply Plant is not managed or operated by a wholesaler,
only the wholesaler is the owner of the fuel product or OPDH-.
Wholesale Distributor:
Legal person who acquires in the country or imports large volumes of liquid fuel
and OPDH's, in order to commercialize them to direct consumers, direct
consumers with mobile facilities, aviation fuel merchants, boat fuel merchants,
other wholesale distributors, retail distributors And establishments of sale to the
public of fuels, also to export the liquid fuels and OPDH's.
Wholesalers must be in the Register of Hydrocarbons and can import or
export liquid fuel or OPDH's. It is known as the Great Marketer of the Chain
and the volumes that it acquires must be for semiannual sale. However it is
important to clarify that the sale between wholesalers exists but without
transfer - That is to say, the product is not mobilized by means of transport, if
not rather the product is stocked as it was previously only that changes of
owner. This process occurs in the Supply Plant.
Establishment of Public Sale for example a faucet - can buy the product
from the wholesalers. They may have their means of transport or not (In case
they do not have a means of transport, they hire a third party who does the
service of which they must pay a Freight).
Distributor:
A person who uses a means of transport (Tank truck or tank truck) acquires
from the wholesale distributor (diesel, industrial oil or OPDH's) to
commercialize them to rural taps, direct consumers, direct consumers with
mobile facilities and end users. The maximum volume that you can sell per
customer and per product on a monthly basis should not exceed 30'000
gallons. The retailer operates a facility unlike the wholesaler.
Direct Consumer:
Person who acquires in the country or imports liquid fuel and OPDH's for
their own exclusive use and has facilities to receive and list products with a
minimum capacity of 264.17 gals.
They can not supply such products to third parties, except when their
facilities are well away from the Public Establishments and other conditions
that merit sharing.
