PROJECT DESCRIPTION
Royal HaskoningDHV through the SPV (SSI Mafuri JV) won the tender
for the construction of 6 New Schools in the Eastern Cape Province as
part of the Accelerated Schools Infrastructure Delivery Initiative (ASIDI)
Programme.
Part of the tender requirements was for the Contractor to make use of
Reconstruction and Development Principles of: Use of black emerging
contractors in the construction, local economic development and
community participation.
Royal HaskoningDHV co located the team in a site office based at Port
St Johns. The objective of co locating the team was to obtain the benefit
of an integrative team approach. The team also included a logistics and
planning manager to mitigate the procurement risks associated with
remote construction sites.
The project involved a high degree of stakeholder engagement,
particularly on the supply of goods and commodities as material was not
readily available in the project area of work and had to be sourced and
delivered from outside the region
The project management approach was tailored for the
management contracting strategy where Royal
HaskoningDHV managed and coordinated the work of local
builders that constructed the actual building works, specialists
for the electrical, landscaping and roofing work packages. The
project management approach was very agile, and change
and issue logs were issued to deal with management of the
project constraints.
The project was very difficult and challenging due to the
urgency of delivering the schools to eradicate the backlog of
dire public school infrastructure to replace the mud schools
that had been in existence for many years in the province.
All six schools were completed and successfully handed over
to the Client.
