3. Inhoud
1. Wat gebeurt er in Cleveland, Ohio
2. Waarom participatie?
3. Appreciative Inquiry (waarderend onderzoek)
als methode
4. Start - “bezwarende” feiten
• Hoogdringend! Teloorgang Manufacturing Industry (staal,
petrochemie, scheepswerven, auto-industrie,…). “Rust Belt” (zie
• We have water, we have land, we have people; let’s make this a
wonderful place to live
• Aanwezigheid - medewerking Case Western University –

12. Opvolging - themajaren
At the 2012 Summit, goals for the Year of
Local Food, for example, include:
– Community food hubs, distribution points for local
food in the city and suburbs.
– 100 miles farm to fork
– Food waste to energy (the city is pursuing a waste
incinerator)
– Cleveland serves 25% local by 2030
14. Opvolging, voorbeeld
• Thursday, November 08, 2012 6:30 PM - 8:30 PM -
Alcott School, Baltic Road
• Clifton Boulevard public meeting. Cleveland, RTA and
ODOT will hold discussion on proposed plans for transit
enhancements on Clifton Boulevard in Cleveland. All
are invited to share ideas and comment on proposals
for enhanced waiting environments, landscaped
medians, traffic signalization upgrades and resurfacing
options. Call Councilman Westbrook at 216.664.4230
or Anita at Cudell at 216.228.4383 for further
information.
17. Hoorzittingen
• SC2019 Working Group Report-Out
• Tuesday, April 03, 2012 5:30 PM - 8:00 PM
• All Sustainable Cleveland 2019 stakeholders are invited to hear from Working
Groups and Celebration Year committees during an all-work group report out and
social get-together on Tuesday, April 3rd from 5:30-8pm at the Sustainable
Cleveland Center in Tower City. If you are not active in a working group, but would
like to get involved or reconnect, this event should be a good way to do so.
18. Built in 1940, the site served as the
headquarters for the commanding
officer and crew of the United States
Coast Guard until 1976. In 2003, the City
acquired the then vacant building from a
private entity and subsequently began a
Rehabilitation Study to understand the
existing conditions and begin a public
dialog to determine the optimal future
use for this site. The Study developed
three schematic design options, which
can be viewed in more detail below,
along with a condensed version of the
Powerpoint presentation from the final
public meeting.

22. De binnenstad groeit
• Even after two decades of unprecedented growth, the
population within walking distance of Public Square
approaches only 10,000 people. Many urban planners see
20,000 to 25,000 residents the threshold for creating a
natural, self-sustaining downtown neighborhood, one that
attracts grocery stores and schools.
• Finally, look who's coming. People between the ages of 21
and 34 make up the largest share of downtown residents.
Many of them grew up in a suburb of Northeast Ohio, then
moved to a neighborhood their parents would never have
considered.
• In hetzelfde artikel: “brain gain”.
23. 2. Waarom goed voorbereide, vooraf
ingecalculeerde en volgehouden
participatie?
• Toeëigening : dit is VAN MIJ (deelhebber ipv
deelnemer), erbij horen, fierheid.
• Coöperatie ipv oppositie
• Van NIMBY naar YIMBY
• Wederzijdse bevruchting – stimulering: je bent niet
alleen. Je wordt deel van iets groots.
• Kansen op niet voor de hand liggende samenwerking
• Co-creatie
24. Wat als je niet op participatie inzet?
• NIMBY
• enkel gedeeltelijke verantwoordelijkheid
• verdund engagement (enkel voor eigen winkel)
• te traag (overtuigen / weerstand overwinnen)
• gefragmenteerd / geïsoleerd
• verstoort het “echte werk”, komt erbij
• “what’s in it for me?”
• Uitdoving (niet duurzaam)
26. Waarderend Onderzoek
• Verbindend
• Engagerend / Betrekkend / Activerend: gemachtigd tot handelen!
• Words create worlds
• De kracht van de toekomst: verbeelding
• Wat aandacht krijgt wordt sterker
27. Waarderend Onderzoek
pluspunten
• Koppeling top-down / bottom-up
• Grotere impact wegens niet lineair,
• Snellere (directere) communicatie
• Ongewone koppelingen
• Kortdurende allianties / doelgerichte allianties
• Werk/life balans verandert (moet/wil balans)
• Engagement ipv externe druk
• Hiërarchie speelt mindere rol
• Waardering ingebouwd
• Zelf verantwoordelijk
• Out of the box
• Duurzame acties
28. Waarderend Onderzoek
nadelen
• Fout idee over “inspraak”
• Block achteraf = frustratie
• 2x nee is 3e keer “niet met mij”!
• Engagement dient alle kansen te krijgen = kost
• Open, onvoorziene uitkomsten (ikzelf vind dat
een voordeel)
• Sturing en overzicht moeilijker
• Veel voorbereiding nodig, en souplesse in
uitvoering/begeleiding
• Geen recept, eerder visie.
29. Waarderend onderzoek, voorwaarden
• Iedereen “in the room” verborgen hiërarchie
• Vooraf reikwijdte en grenzen communiceren
• Goed voorbereiden / checken (bv. taal)
• Nazorg voorzien, dwz traject, begeleiding,
middelen! Niet terugschroeven.
• Communicatieregels goed afspreken: geen
discussies, geen stemmingen meerderheid -
minderheid, geen unanimiteit.
• Duidelijkheid over beslissingsbevoegdheden.
30. In LKN2030
Te laat om “vooraf” grote summit te
organiseren. Wat kan wel:
• Per deelterrein werken, bv. wonen, mobiliteit
• In kleinere groepen deeltrajecten maken en
convergeren
• Stappenplan / traject
