Warren Murray has performed outstanding work since joining the Health Eligibility Center IT team in April 2015. He quickly learned the VA culture and helped improve security controls and configuration management processes. Warren automated the change management process, led efforts to update contingency plans and respond to audits, and helped resolve privacy issues. The CIO observed Warren demonstrating initiative, allocating time well, and meeting tight deadlines accurately. All levels of the IT team have enjoyed working with Warren due to his good nature and ability to work with others.

Mr. Patrick Huffman,
I just wanted to take the time to recognize Warren Murray for his outstanding performance as an IT
Senior Systems Analyst since arriving April 2015 at the Health Eligibility Center (HEC). He quickly
learned the Veterans Affairs corporate culture, policies and regulations governing Information Security,
which helped the team to reengineer its processes and procedures improving how HEC IT achieves its
mission and objectives. Here are highlights of his achievements.
One of the major issues HEC IT had was in the security controls of Configuration Management. Warren
dove into this area swiftly and instituted minor modifications. Then he began coordinating with Region 6
and Enterprise Team Leads to migrate the HEC from a manual Change Management (ChM) process to an
automated solution, which will improved workflow and better management of system
configurations. Along the way, he earned buy-in from developers, subject matter experts and
stakeholders. Coupled with the ChM process, Warren has been instrumental in ensuring HEC security
controls are compliant.
Additionally, Warren has provided HEC IT with a rare combination of consulting skills that delivered
strategic advice, as well as, hands-on expertise. He has served as an invaluable technical resource. When
the HEC Local Area Network Information Systems Contingency Plan required its annual update, Warren
took it upon himself to learn the 19-step process and completing the 57-page report in three days. Warren
also led the effort to develop HEC’s response to the FY 2015 Federal Information Security Management
Act (FISMA) Audit Site Visit Report which included artifacts gathered for each of the findings for
submission to the Office of Inspector General.
In working with the organization’s Privacy Officer, Warren helped facilitate the processing of a number
of Privacy Service documents. He identified the best courses of action to resolve issues with each
document. We have relied heavily on his ability to provide solutions that resulted in significant change
while improving the way we do business.
As CIO, I observed him demonstrating initiative executing work in relation to the project, allocating time
appropriately and successfully meeting short-turnaround requests that was impeccably accurate. In
addition, Warren has been highly dependable. He also appropriately raised the flag when processes were
found to conflict with VA policies.
On a personal note, I would like to add the entire HEC IT Team, has enjoyed working with Warren. His
even temperament, good nature and ability to work with all levels within our organization are all the
reasons we consider him very valuable member as part of our IT team.
