Lenard "Spider" Montoute is a man with a vision for empowering the residents of Gros Islet, Saint Lucia, especially the youth. His vision includes expanding access to education and funding, developing local infrastructure, and establishing mentorship programs to allow people to pursue their dreams and play active roles in the economy and society. Spider wants to be a facilitator for residents and use public funds to enhance lives through independence, not handouts. He envisions further developing the waterfront and Dauphin Heritage Site to preserve native history, provide opportunities for small businesses, and involve the local community in a public-private partnership.

1. As an athlete, sports development is very close to“Spider’s”heart.“I was blessed with the ability to run fast,”he
says. “It gave me access to a tertiary education and has enabled me to contribute to the development of our
young people.There is still a lot more work to be done in this area and I know I have a role to play in developing
the natural talent of young Saint Lucians, whether they want to be elite athletes or to use their gifts to further
their education. I am excited about the possibility of expanding the national sports programme in football,
cricket, netball and track and field so that our young people can fully realize their talent. There will be a need
for further sporting infrastructure to complement the
Gros Islet Playing Field and the fields at Grand Riviere, Corinth, and Monchy. National coaching programmes
will identify and nurture this talent so that we can develop a pool of young people who can benefit from
scholarships in the USA and Europe or take their talent to the international stage.”
“Spider’s” vision does not end there however; he has plans for the establishment of a multi-purpose Human
Resource Centre with a theatre built in that will accommodate people of all ages in Gros Islet.
He will also work hard to open a Government run pre-school to give the children of Gros Islet an advantage in
education from a tender age.
“The residents of Monchy, Laborne, Riviere Mitan and Gros Islet will all benefit from the reestablishment of
community ICT centres. While others will also be set up in other communities like Desrameaux,
La Feuillet, Grande Riviere, and Marisule. “Learning is a life long process and the internet provides boundless
opportunities for self development from online universities, to research, marketing your ideas or products
online and even entertainment,”he says.
He also has plans for the physical development of the constituency that include better roads, upgrading of the
market, refurbishing existing schools and providing public housing.“Nothing gives me greater pleasure than
seeing my fellow Saint Lucians prosper,”he says with a smile.“If it is their will, I hope to be able to help them on
their journey as part of a new UWP Government that will return sound management and a fair chance for all to
the running of Saint Lucia.”

Lenard“Spider” Montoute is a man with a vision. That vision is tailored for the residents of Gros Islet, including
the youth, to be empowered in being part of their development and succeeding, irrespective
of their chosen field.
“Education, access to funding, infrastructural development and mentorship will all play a role in
empowering our people to play an active and meaningful role in our economy and society,”Spider says.
“I see my role as one who will first listen and then help my constituents to fulfill their dreams. I will be a facilitator.
I believe we must use part of the public purse to enhance peoples’lives. Not by handouts, but by making them
independent. If we can achieve that, the sky is the limit.”
“Spider”therefore wants to see further development of the waterfront in Gros Islet to provide more opportuni-
ties for small businesses in the area. Similarly, he believes that Saint Lucia has a story to tell the World about the
native peoples who inhabited the island before its colonization by Europeans.
“There needs to be sensitive and authentic development of the Dauphin Heritage Site,” he says, “not only to
capitalize on the heritage of the area, but to preserve and protect the legacy of native peoples, whose descen-
dants can still be found in Saint Lucia today. I am hoping that we can build a private/public partnership to
accomplish this that will involve the people of Gros Islet. We have to be the custodians
of our both our built and natural environments and there is nothing wrong with us making a living while doing
so,”he affirms.
