Stuart Cadwallader is a registered status Tongas Tlingit of the Raven Clan with direct lineage to Chief Shaiks
and Anislaga (also known as Ansnak or Mary Ebbetts Hunt). Based in Vancouver, British Columbia, Stuart was
originally raised in the Kwagiulth village of Fort Rupert (Tsa’kis) where his family maintains their hereditary
home.
Stuart completed his formal education at SFU in 1986 with Bachelor degrees in Criminology and Psychology. He
has worked within the criminal justice field for over 30 years including the RCMP,Correctional Service of
Canada,and Court Services/Sheriff’s Department and asa part of the Provincial Corrections BranchSpecialized
Sex-Offender Supervision team. Stuart ran an Aboriginal Youth Mentorship and Reintegration project facilitated
through MCFD and Corrections Branch out of the Burnaby Youth Detention Centre; was contracted with
Corrections Canada as a Community Assessmentand Parole Supervisor; and supported Corcan-Métis Nation of
British Columbia as an Offender Reintegration Case-Managerand Employment Specialist.
Stuart is a past elected board member of the Kla-how-eya Aboriginal Centre, Board of Directors who held the
Justice Portfolio and the office of Treasurer from2004-2009. He is the former Founder and Chair of the 5-Nations
Aboriginal House of Justice Section 84 Committee with representation from the Katzie, Tsawwassen,Semiahmoo,
Kwantlen, Squamish and Surrey Urban First Nations which works with Corrections Canada, the National Parole
Board of Canada, and the Department of Justice as well as other Provincial, Municipal and Corporate user-groups
to support and facilitate the reintegration of Aboriginal offenders back into the community.
Stuart sat on the Métis Nation British Columbia’s Criminal Justice Advisory Committee, the City of Surrey's
Crime Reduction Task Force Board,as well as being a past member of the Fraser Health Authority Aboriginal
Mental Health and Addictions Steering Committee. In 2006, Stuart designed the originaltemplate for Gladue
Reports in BC and developed a concurrentcurriculum for training LegalAid Gladue Report writers(Gladue-U).He
has written wellover 750 Gladue Reports and provided Aboriginal legal education training seminars as a
Provincial, Supreme and Appeal Court recognized expert on Gladue factorsto the BC TrialLawyers
Association, British Columbia’s Judicial Justices of the Peace,Provincial Corrections Branch,University of
Victoria School of Law,Canadian Department ofJustice Provincial Aboriginal Justice Strategy Programs,and
BC Provincial Court Judges Conference.
Since October 2006, Stuart has been honoured to work with the Office of the Chief Judge and other justice partners
in the development and delivery of British Columbia’s first Aboriginal Community Court – The First Nations
Provincial Court of British Columbia. Concurrent with this initiative, Stuart has also been pleased to work with the
BC Legal Services Society in the contracted provision and delivery of Provincial Aboriginal legal education and
community capacity development workshops and a Gladue report writing immersion-program for Aboriginal
Justice Workers with a focus of increasing BC First Nations involvement and meaningful representation within
the criminal justice system.
Stuart continues to provide Gladue reports for Bail, Sentencing, Appeals, Parole, and Dangerous Offender Hearings
