in Melbourne’s south east
The Future of Manufacturing project
(FoM2) is a long-term regional strategy
developed by local manufacturers for
local manufacturers to increase their
global competitiveness.
The project aims to grow and develop a regional brand,
provide local manufacturers with access to ‘best in
class’ manufacturing practices, and offer exposure to
world-class innovation. It is being implemented in four
stages, each one building on the outcomes of the
earlier stage but with its own objectives.
Initiated by Southern Melbourne RDA in partnership
with South East Business Networks and the South
East Melbourne Manufacturers’ Alliance (SEMMA), of
which Kingston Council is an Associate member. The
project is being managed by SEMMA, which operates
in the interest of local manufacturers. It also involves
the three levels of government, peak bodies, R&D
organisations and educational institutions.
In 2013, Stage 1 of the project, ‘Foundation and
Capacity Building’ undertook extensive dialogue with
local manufacturers and met with specific regional
companies chosen for their standing as ‘captains of
industry’. With their input, practical strategies were
developed under 5 themes, and a variety of actions
were proposed to strengthen the region’s
manufacturing sector.
Stage 2 – 2014 and beyond
Engagement & Implementation
1. Establishing a Regional Identity
South East Melbourne is the heartland of
manufacturing and branding is appropriate and
necessary if the region’s manufacturing profile is to
be maintained.
2. Leadership
The project’s thrust will come from industry itself -
run ‘by manufacturers for manufacturers’.
3. Global Exposure
Business has indicated they want exposure to
different ideas, best practice, latest technology,
successful peers and global supply chains, with
industry tailored knowledge.
4. Connection and Collaboration
‘Openness’ is a critical element for a long term
regional manufacturing strategy which will evolve
into a collaborative model. Connections will be
established between businesses and relationships
with other primary stakeholders such as state
government, via the Department of State
Development, Business and Innovation (DSDBI), will
be strengthened to benefit local industry.
5. Research
Businesses understand the need to connect with
research. This connection is necessary to stimulate
innovation. Collaboration on developing an alternative
‘relationship’ model will focus on benefits to business
and enhance knowledge of future technologies.

As a major manufacturing area
with a significant number of
companies involved in the
automotive supply chain, the
current economic environment
is challenging for many
Kingston businesses. Council
is working closely with the
Victorian Government and
local businesses to ensure that
transitional support is spread
across all regions affected by
the decisions of international
car companies.
Of course it is not only the businesses that
will be affected. Many of Kingston’s
residents are employed by companies in
the automotive sector and these people
may be feeling insecure about their
futures. Council will also be working
closely with the Victorian Government
Skills Group to provide information about
retraining opportunities and other
government support that will be available
for those impacted.

Early in May Kingston Council hosted
a “Meet the Builder” session at the site
of the Clayton South Kindergarten
project, for suppliers and contractors
to gain insight into the work packages
available for this, and future Council
work projects.
It was a great opportunity for local businesses
to establish connections with the builder and
learn about the Industry Capability Network
(ICN) and how this online gateway can assist
businesses to find new market opportunities.
The ‘Meet the Builder’ event for the Clayton
South Kindergarten was the first of many
events planned by Council’s Economic
Development team designed to connect local
suppliers and contractors with the delivery of
Council’s extensive program of capital works.
Local suppliers and contractors are encouraged to
visit the Industry Capability Network (ICN) website

uploading information on forthcoming capital
works projects.
Council will also be assisting businesses with
tender writing workshops to be held in coming

Opportunity to supply,

Children’s Hubs
City of Kingston is inviting proposals for the
supply of furniture to two Community Children’s
Hubs which are currently under construction.
Each Children’s Community Hub will
incorporate provision for a range of children’s
services that will include kindergarten, long day
care, maternal and child health and flexible
multi-use space that can be used by a range of
community organisations and service providers.
The quality programs delivered in the Hubs will
be enhanced by high quality furnishings that will
assist in creating functional learning, meeting,
work and common spaces.
The furnishings of the Hubs are considered to
be as important as the overall facility design to
specifically encourage a connection to the
overall themes and colour schemes of each
Hub. The furnishings should include a range of
natural materials that minimise environmental
impacts. The use of natural materials is
particularly relevant to the early learning
spaces being used predominantly by children to
promote a connection to nature.

Marand Delivers Vertical Tails For
F-35 Lightning II
Kingston precision engineering
company Marand, has manufactured
the first Australian made vertical tail
for the F-35 Lightning II Joint Strike
Fighters (JSF).
Kingston’s Mayor, Cr. Paul Peulich joined the
Honourable Dr. Denis Napthine, Premier of
Victoria, and the Honourable Michael Ronaldson,
Senator for Victoria representing the Defence
Minister, at Marand’s Moorabbin premises on
30th March to mark this significant milestone.
The delivery of the first major air frame
components marks an important production
milestone for Marand, BAE Systems and
Australia, demonstrating the significant
industrial benefits the F-35 program brings to
the growing Australian aerospace industry.
The work on the F-35 vertical tails is
subcontracted to Marand by BAE Systems and is
one of the largest planned manufacturing
projects for the F-35 in Australia, with 722 ship
sets anticipated. The manufacture and delivery
of the vertical tails is expected to generate
around $1 billion of revenue and employ 200
staff at Marand through the life of the program.
David Ellul, managing director of Marand,
commented, “This is a major step for Marand to
move into the field of aerostructures manufacturing.
I am very proud of our team for achieving so much
in such a short time with tremendous support from
BAE Systems. The unique capability we have
established will serve the Australian Defence
industry and create high technology Australian jobs
for many years to come.”

dynamic private sector willing to collaborate
with international partners, Ghana is a great

the Economic Community of West African
States, with an estimated 340 million people.
The country remains heavily reliant on its
traditional commodities. Gold, cocoa and
now, oil constitute the majority of exports
and revenues. However, there are growing
opportunities for Australian firms in
mining, education, agrifood processing,
and oil and gas.
The 2014 Ghana Trade and Investment
Mission provides an opportunity to explore a
range of key sectors including agribusiness,
energy (solar, wind, gas), oil and gas,
mining, infrastructure (roads, railways,
ports), ICT, tourism and health, education
and financial services.
The 10-day mission is organised by the
Australia Africa Business Association
(Victoria) in partnership with the Ghana

Broader dispute resolution
powers for Victorian Small
Business Commissioner
The Victorian Small Business
Commissioner (VSBC) now has
significantly broader powers to
assist small business operators
resolve commercial disputes
quickly and at low or no cost.
Recent changes to the legislation make explicit
the wider dispute resolution powers of the VSBC
in commercial disputes between small
businesses and local and state government
bodies, as well as other businesses and
not−for−profit organisations.
The VSBC can determine the most appropriate
form of dispute resolution to attempt to resolve
a dispute, and can also refuse to deal with a
dispute where the claim is vexatious, trivial, or
better handled by another body.
Importantly, the changes enable the VSBC to
highlight if a party has unreasonably refused to
engage in dispute resolution by naming the
party in the VSBC Annual Report, tabled in
Parliament, and issuing a certificate of
"Unreasonable Refusal".
The VSBC can also issue certificates where
alternative dispute resolution has been
attempted but failed to resolve a dispute, or is
unlikely to resolve a dispute. These certificates
can be used as evidence in VCAT or a court.
Other changes include:
• the ability to seek an advisory opinion from
VCAT in regard to any legislation where the
VSBC has powers or responsibilities, if in
the public interest;
• introduction of consistent statutory
immunity for the Commissioner or another
person performing an alternative dispute
resolution function in good faith under any
of the legislation where the VSBC has
dispute resolution functions;
• empowering the VSBC to assist in the
development of industry codes and provide
dispute resolution services under them.
The changes came into effect on 1 May 2014.

Coworking is a style of work
which involves a shared
working environment for
independent business owners,
entrepreneurs or startups.
Typically it is attractive to
work-at-home professionals,
independent contractors, or
people who travel frequently
who end up working in
relative isolation.
Coworking is the social gathering of a group of
people, who are still working independently, but
who share values, and who are interested in the
synergy that can happen from working with
talented people in the same space. Facilities,
office space and services are shared, with
facilitation by a coordinator.
Council is currently exploring the possibility of
establishing a coworking Hub in the Moorabbin

Why attend a
networking event?
“I went to my first MBA breakfast mid last
year and was very impressed by the fact
there were a lot of manufacturers.Tom
from Slattery & Acquroff spoke about his
business as they had been nominated for
" Business of the Year ", I later introduced
myself to him and we exchanged
business cards.
A few weeks later I emailed Tom and we made an
appointment to catch up at his offices where I was
introduced to the Marketing Department. They sent
me a list of their uniform garments for quoting and
came back to me later saying he would definitely
consider us for their next order. Just before
Christmas, I received an email asking if I could
supply an order in the first week in January.
Despite the short timeframe, the order was
completed on time and delivered.
Since then I have had orders from a number of
businesses attending the MBA breakfasts and their
contacts. I have really been impressed with the
open attitude of everyone who attends MBA.
Having been a member of other networking
groups, I have found that is not always the case. I
was so impressed by the collaboration and
professionalism that I joined as a member of MBA
and now look forward to the network events as an
important part of my business development.”

Council applauds local businesses who triumphed
at Melbourne’s South East Business Awards

Melbourne’s South East Business
Awards and Gala Dinner Presentation
evening was held at the Karralyka
Centre on Friday 9 May.
The event was attended by 270 local businesses,
government representatives and community leaders
who came together to recognise business
achievements and excellence throughout the South
East Region of Melbourne.
South East Councils, utility companies, and State
and Federal Government departments established
these awards to recognise those regional
businesses who contribute to the economy and
success of South East Melbourne.
Melbourne’s South East Business Awards not only
allows the Government to show its gratitude to local
businesses, but it gives an opportunity for local
businesses to network with one another and
acknowledge each other’s achievements.
There was a total of 64 finalists from the 10
representing Council municipalities in the South
East, all competing for the seven business award
categories. The companies were either nominated
by their Council or had taken part in their
corresponding Council Business Award programs
throughout 2013.
Two businesses from the City of Kingston, Marand
Precision Engineering and breadsolutions, won in
their field at the awards!
Marand Precision Engineering won the
Melbourne’s South East Large Enterprise Award,
sponsored by ConnectEast. Marand is an Australian
owned company who specialise in the making of

breadsolutions attained the Melbourne’s South East

It’s a misconception that’s what WiFi
stands for. In fact the term was created
by a marketing company as a play on
words with HiFi.
Wifi is available at Kingston Libraries' eight branches,
absolutely free! Bring in your laptop, tablet or
smartphone - you only need a library card to access it.
You can join the library at any of the Kingston Libraries,

When is the Wifi available?
Currently it is available 7am - 9pm at Parkdale, Clarinda,
Highett, Dingley, Patterson Lakes libraries, and during opening
hours at Chelsea, Cheltenham and Moorabbin libraries.
Are there limits on what I can access and download?
The WiFi goes through the Kingston Council network so
is subject to the same conditions of access. There is a
maximum file download limit of 100mb.
Can I print ?
Presently you are unable to print using the Wifi network.
If you wish to print a document simply save it to a USB
stick and use one of the public PCs in the library.
