Judge Richard Halloran created the Solution Oriented Domestic Violence Prevention Court after 15 years as a circuit court judge in Detroit hearing cases involving divorce, child support, custody, and personal protection orders (PPOs). The new program aims to go beyond just issuing PPOs by ensuring dangerous partners will not return to harm survivors. It recruits law students as interns and received a $300,000 grant to hire a legal administrator and become a reality.
