Prabir Datta summarizes an ongoing issue with multiple cash memos being generated for single LPG cylinder refill bookings in June 2015 and again in January 2017. On both occasions, cash memos were generated and deliveries were reported as being made against different booking numbers than the original. Datta provides documentation of 10 instances between June 2015 and January 2017 and expresses concern that the system has been tampered with or hacked, allowing unauthorized bookings and money exchange. Datta requests a deep investigation into the root of the issue to find any nexus between dealers and officials and ensure the system cannot be tampered with going forward.

The document discusses water pressure on lock gates used to transfer boats between different water levels on opposite sides of dams. It describes how lock gates work and how water pressure creates forces on the gates. Specifically, it explains that water pressure creates a force P on each gate, and the gates exert an equal and opposite reaction force F on each other. The total pressure is shared between the top and bottom hinges of each gate. Mathematical equations are provided to calculate the individual reaction forces on the top and bottom hinges based on the water levels, gate dimensions, and other parameters. As an example, calculations are shown to determine the force acting on each gate for a given lock gate configuration and water levels.
The total pressure on an immersed surface is the force exerted by the static fluid and is always normal to the surface. The center of pressure is the point where the total pressure force is applied. The document defines equations to calculate the total pressure and center of pressure for horizontally immersed, vertically immersed, inclined, and curved surfaces based on factors like the specific weight of the liquid, area of the immersed surface, depth from the liquid surface, moment of inertia, and angle of inclination.
Pianc hawser force for lock case studyPRABIR DATTA
This document summarizes innovations in defining and validating hawser force criteria for navigation lock design. It discusses the philosophy and classical approach to the hawser force criterion, which aims to limit forces on moored vessels during filling/emptying. The document also presents a case study of two locks in Antwerp, Belgium, discussing scale modeling, measurements, and numerical modeling results compared to published criteria. Finally, it outlines innovations like defining criteria based on vessel positioning systems, using in-situ measurements for validation, and applying numerical models as verification tools.
This document provides information about the 2nd international PIANC workshop on innovations in navigation lock design, which will be held on September 13-14, 2011 in New Orleans, USA, in conjunction with the SMART RIVERS 2011 conference. The workshop will include presentations on innovative lock design issues from the PIANC 2009 report as well as new experiences with innovative lock designs, including the new Panama locks. There will also be a half day session dedicated to ship behavior in locks and lock approaches. The document provides information on registration fees and contacts for administrative questions. It also includes an agenda with titles and authors of presentations that will be given at the workshop.
A lock is a device used on canals and rivers to raise and lower boats between stretches of water of different levels. It has a fixed chamber that can vary in water level. When a boat enters an empty lock, the chamber fills with water from the upper level, raising the boat. When full, the boat exits through the upper gates. For a boat going downstream, the process is reversed - it enters a full lock, which then empties to lower the boat to the lower level. Pound locks, first developed in China, have upper and lower gates that control water levels and allow boats to pass through. They are the most common type of lock used today on canals and rivers worldwide.
This document provides guidance on the design of lock gates and operating equipment at navigation projects. CASH MEMOS AGAINST A
SINGLE REFILL BOOKING
REFERENCE NO.900836 DATED

NO.06323T
Dear Sirs/Madams,
I have booked for a refill on 14/05/2015,the booking registration no.being 900836.
The refill had been supplied to me on 05/06/2015 against cash memo no.3000070880
dated 02/06/2015.(copy enclosed)
After the supply had been completed, two more cash memos had been generated vide
nos--3000073619 dtd 05/06/2015 and 3000075411 dtd 08/06/2015(copy enclosed).
The intimation was sent to my mail ID and the screen shots are attached for your ready
reference.
I feel either there is any foul play or the system is not operating properly.
Your kind attention is invited to these discrepancies for rectification so that no difficulty
is faced by me in future for no. of cylinders booking in a calender year.
A line in confirmation will be highly appreciated.
Best Regards

3. NO.06323T
Dear Sirs/Madams,
Further to my and your trailing mails dated 09/06/2015,I am attaching a few more
documents with SMSs and screen shots from mylpg.in & the APP to establish the
following:-
1.The booking reference is 900836 dtd 14/05/2015.
2.The 1st cash memo was generated with no.3000070880.
3.The physical delivery was completed on 05/06/2015 against cash memo
no.3000070880 and the delivery boy's signature on the booklet of IOCL/INDANE.
4.The delivery as shown in the mylpg.in is against cash memo no.3000075411 dtd
08/06/2015 and completed on 08/06/2015.(which is not correct)
Attached herewith all the documents as stated above.
It is surprising to note how it is possible to generate multiple cash memos against a
single refill request and how it is possible to deliver two refills against a single booking
and against two separate cash memos, when the cash memo is delivered by hand and
the delivery boy signed the gas booking booklet physically.
Your Kolkata office did not contact me and clarified the situation as advised by
Mr.A.Kapoor.
Possibly,I shall be left with no other option but to forward the whole episode to some
GOVT OF INDIA Investigating Agency, unless a suitable reply is forwarded to me at the
earliest.
An early action is requested.
Best Regards

5. giving below the details of the incident, which happened with me in
june,2015 and even in January,2017:
1.My consumer no.is 06323T for INDANE gas.
2.My consumption is very low,may be 03 to 04 gas cylinders per year.
3.I am an honest Income tax payer PAN No.ADKPD0022G.
4.My accounts are all ADHAAR SEEDED and BANK SEEDED.
5.On the first call of the Hon'ble PM of India,I have opted out of the
subsidy since this was for a noble cause, though my pension and other
incomes per year is less than 10 lacs.
6.I am a senior citizen of 70+ age and a PSE pensioner.
7.I have damaged two legs for GOVT PROJECT and on GOI
assignments. So,it is not possible for me to visit the Indian Oil
offices or the INDANE dealer's outlet frequently.
8.I have booked a REFILL on 30/12/2016 through SMS.(REF DOC1)
9.The refill booking regn.no.received immediately was 338477 from
INDANE.(REF DOC2&DOC4)
10.On 09/01/2017,a SMS was received informing that Cash memo
no.3000217637 had been generated for booking no.338477.(REF DOC 2&DOC
4)
11.On 10/01/2017,a SMS was received informing that the cash memo
no.3000217637 generated agaist booking no.338477 had been
cancelled.(REF DOC 3)
12.Seeing this,I visited the dealers outlet on 11/01/2017 and they
informed that this is a system fault and they have nothing to do.I
requested them for a manual booking but they declined and said many
people are receiving this msg and we need not to visit their office
for this.
13.I thereafter, tried to book refill twice on 12/01/17 and 14/01/2017
but INDANE SYSTEM declined to accept booking.
14.Finding no other alternative,I contacted the dealer and sent SMS to
their registered mobile no 9830321751 on 17/01/2017 and 18/01/2017 for
immediate delivery of the refill.(REF DOC 5)
18.In the mean time,I lodged a complain with the customer care on
17/01/2017--REF NO.2896050 but no action seem to have been taken as no
feed back has been received till date(22/01/2017).
19.On 19/01/2017,the refill delivery had been made by the delivery man
of the dealer and duly signed the refill recipt in the consumer
card.(REF DOC 6).
20.Most surprisingly it has been observed that the delivery has been
made against cash memo no.3000225974 dated 17/01/2017 and booking
no.2000129120 dated 17/01/2017.(REF DOC 7).
21.On 21/01/2017,SMS received from INDANE about cancellation of
booking no 338477.(REF DOC 8).
22.The Android App of INDANE has not been automatically updated till
22/01/2017 PM.(REF DOC 9).
23.The online booking website has not been automatically updated till
6. 22/01/2017PM(REF DOC 10).
Soft copies of all the 10(TEN) DOCS are attached with this mail for
reference and further action.
From the above submission,it will be crystal clear that in spite of
repeated pursuation,INDIAN OIL officials, associated with refill
distribution and software maintenance, are very much reluctant to
initiate any action to alleviate the difficulties pointed out several
occasions.I am sure many more customers are suffering due to such
lackadaisical attitude of the INDIAN OIL officials, more so the ailing
SENIOR CITIZENS.
My personal apprehension is that some FOUL PLAY AND CORRUPT PRACTICE
is going on in the gas refill booking and distribution system with a
nexus between the dealers and the associated INDANE OFFICIALS.It
will, therefore,be prudent and correct step to investigate the issues
deep into the root of it and the software be upgraded suitably so that
noone is able to TAMPER the operating system.
I am forwarding this mail to the concerned authorities, the GOI and the
enforcement agencies for a DEEP ROOT INVESTIGATION AND RESOLUTION.
With Best Regards

subject: Re: MULTIPLE GENERATION OF

REFILL BOOKING REFERENCE
NO.900836 DATED 14/05/2015 FOR
CONSUMER NO.06323T
Dear Sirs/Madams,
Further to my trailing mail dated 23/01/2017,I am bringing to your kind notice the
following facts:
24.Today(24/01/2017) at 1455 hrs,I have received one SMS from INDANE,which
states as follows--
Cash memo 3000231604 generated for booking no.2000141052 shall be delivered
shortly.Insist for pre-delivery check while receiving refills.(REF DOC 11)
25.Today(24/01/2017) at 1455 hrs,I have received another SMS from
INDANE,which states as follows--
Your cyl is delivered with cash memo no.3000231604.You may also book and pay
for future refills online, through our web portal www.indane.co.in.(REF DOC 12).
26.It is most surprising to note that, though I have not booked for any refill, the booking
has been made at 1455 hrs of 24/01/2017 and simultaneously the delivery has also
been completed at 1455 hrs of 24/01/2017.My dealer's outlet is atleast 2(TWO) KM from
my residence. It is amazing to note that an INDANE refill can be booked and delivered at
the same time to a consumer staying at a distance of about 02KM from the dealer's
outlet. It proves that someone has TAMPERED/HACKED the software of the
online/IVRS booking system of INDANE and the officials are quite aware of it and
allowed to TAMPER/UNAUTHORISED BOOKINGS.So,what I apprehended has
become a reality and a no. of officials are in nexus with such criminals.(REF DOC 12).
8. 25.THIS IS AN IDEAL AND APPROPRIATE CASE FOR DEEP ROOTED
INVESTIGATION AS HUGE AMOUNT OF UNAUTHORISED MONEY EXCHANGE IS
INVOLVED IN IT.THE ENFORCEMENT AGENCIES ARE REQUESTED TO TAKE UP
THE INVESTIGATION AND THE GOVERNMENT OF INDIA OFFICIALS IN THE
MINISTRY ARE REQUESTED TO FORWARD SUCH AN INVESTIGATION TO THE
ENFORCEMENT AGENCIES TO FIND OUT THE MONEY TRAIL.
WHEN THE GOVT IS TRYING TO STOP CORRUPTION BY DEMONETISATION AND
SWACHHA BHARAT ABHIYAN,A PET PROJECT OF THE HONOURABLE PRIME
MINISTER,THEN THIS CASE SHOULD BE INVESTIGATED IN PROPER
PERSPECTIVE.
26.Still on date(24/01/2017) till at 1930hrs,the Android App has not been updated.(REF
DOC 12).
27.Still on date(24/01/2017) till at 1930hrs,the Online booking system has not been
updated.(REF DOC 13).
DOC 11,DOC12 and DOC 13 are attached herewith for ready reference.
I do hope that INDANE AUTHORITY,GOVT OF INDIA AND THE ENFORCEMENT
AGENCIES WILL TAKE ACTION TO DRIVEOUT THE MENACE.
