International students at Humber College in Canada are finding it difficult to obtain campus jobs due to a government work-study program that provides subsidies to the school to hire domestic or permanent resident students. This means there is no funding to hire international students, so departments must pay their full salaries without subsidy. While international students are allowed to work on campus for their first six months in Canada, there are far more students than jobs, and jobs are given preferentially to work-study eligible students. As a result, international students feel they are missing out on opportunities for valuable Canadian work experience and that their previous qualifications are not being fully recognized.

EXECUTIVE SUMMARY
The University of Miami is home to over 15,000 students and offers over 180
majors and programs, with a strong international population that creates a very diverse
and exciting culture for the university (University of Miami). Vast opportunities exist for
students on campus to become involved in clubs, student government, extracurricular
activities, Greek life, philanthropy and academic achievement. However, this also
segments our student population into different academic and cultural circles. The
University of Miami campus is centered around the Otto G. Richter Library and the
Donna E. Shalala Student Center both socially and academically with many study areas
and food establishments. Although the opportunities for social interaction on campus are
endless, they are also widespread and unsupported. Many student organizations are
struggling to find members and/or create viable programs. A creative center for students
will unite the student body while allowing students to express themselves individually
and creatively.
Building a new center or utilizing one of the older, unused facilities on campus,
would improve student culture and strengthen student life overall. Inspired by the NYU
student-run center, The Market NYC, a creative center at the University of Miami is
exactly what students need, although they might not even know it yet. To inspire students
both entrepreneurially and creatively, without financial risk and with financial return, this
creative center is the only solution.
Students have business opportunities through LaunchPad and on-campus job
placement, but neither of these allows students the creative opportunities they need to
pursue their own business ideas or profit from their artistic talents. The LaunchPad is
oriented toward entrepreneurs looking start a business in the area, but focuses more on
long-term business development. On campus job opportunities are scarcely available and
are often only available for Federal Work-Study or minimum wage. Allowing and
encouraging students to participate in a student-run, student-profit organization is the
perfect solution to create more job opportunities for students and stimulate our on-
campus economy. This establishment would not only benefit the students who sell their
creations, but also the students who come to the vendors, engag.

SUBJECT: Study and Employment Opportunities Internationally
The topic that we are proposing is based on our program of International Commerce. Our topic involves international travel into the program. Our project is called “Developing Experience.”
This program does already include International travel opportunities through co-op and options to study abroad. Although, the options for the program do not seem easily accessible. The International co-op is very competitive and only a select few are able to have this opportunity. As well as too expensive for many students. The same goes for studying abroad. We believe that all the International Business programs should have a mandatory opportunity to work or study in another country and/or in Canada in an International Business setting. This does not include just through co-op placement, but during the school study year as well. We feel that our program needs more hands-on experience in our area of study. As well, we feel that the International opportunities are not recognized enough from the students. One possible idea includes field trips to a certain company that deals in International Business. This change in Niagara College for the International Business department will be very educational and beneficial to students. Students need up-front experience to better understand their specific area of study when they finally enter the workforce.
Some possible resources available to us are some of the International Business professors. Such as Dawit Eshetu who is the head of our program. We could also speak to students who graduated from this program and students who have previously completed an International co-op or who studied abroad through Niagara College. We could also contact other colleges or universities who have similar programs and opportunities to see how they organize this part of their programs. We can also ask International Business students how they feel about the international travel part of their program to ensure that there is a need for change.

1. No Campus Jobs for International Students

International students at Humber College are finding themselves squeezed out of
campus jobs by a work-study program that makes it cheaper for campus employers
to hire domestic students.
The work-study program, funded by the Federal government, gives money to the
school to hire domestic or permanent resident students. This means there is no
subsidy for employing international students, resulting in the school’s lack of hiring
them.
If a department chooses to hire an international student, then the money will need
to come completely out of the departments’ funds to pay for it.
The only place that permits international students to work within their first six
months of living in Canada is at their school. Without the opportunity to work, they
are unable to gain Canadian work experience that would benefit them down the
road.
“There are a lot more students on campus than jobs, and the jobs go very quickly,”
said Kristina Mathias the international student advisor at Humber College.
This year there are more than 19,000 full-time students enrolled at Humber College
and about 16 per cent of them are international students. There are roughly 200
student jobs at the college at the start of the school year.
Besides the work-study program, there are other factors contributing to making
employment difficult for international students.
“I think as an international student they often need time to adjust to their new
surroundings and get familiar with campus,” said Mathias.
“Another issue they face is timing. They show up on campus a day or two before
classes start so they are not aware of on campus jobs,” said Linda MacDonald a
Humber College career advisor.
Oftentimes, students employed have kept their jobs from previous semesters and
the turnover becomes infrequent.
“If the international student does not have their [English] language skills and
communication skills up to par then that might also be an obstacle,” said MacDonald.
She said that the application process is the same in regards to submitting a cover
letter, resume, and timetable, but whether or not they are work-study eligible is
when the employer decides if the faculty can subsidize for the student.
2. “Although, recognizing the international students’ previous experience is always
applicable,” said MacDonald.
ShivanieMangal, a third year student from Guyana, South America, disagrees.
“Employers on campus did not count any international experience I had. However,
when a department is looking for a diverse team they look for international
students. Quite unethical in my view,” she said.
Mangal has already graduated from the American University of Peace Studies in
Georgetown, Guyana with two diplomas and two certificates.
“It makes me feel as if I lack something. It is always disappointing when I see a
position for which I qualify for and it says work-study only,” she said.
For the past two years, Mangal worked for the‘First Year Experience’ program,
which helps to integrate new students into Humber College when she was turned
away from a promotion.
When the program was hiring a new senior peer mentor to work throughout the
summer months, she applied hoping her previous contribution to the program
would be enough.
She was denied the position because she was not work-study eligible,which was a
requirement to be hired.
“It feels like taking a trophy away from someone after they have won it,” she said.
International students can work on campus for the first six months of study, to
which they can then apply for an off campus work permit and work up to 20 hours a
week.
