Employment protection legislation (EPL) aims to protect jobs and increase stability but varies by country. Stricter EPL in southern Europe has led to growth in temporary contracts. A realist review found that less restrictive EPL for temporary than permanent workers increases temporary employment through four main mechanisms: flexibility for employers to adjust employment, discrimination in salaries/conditions, avoiding costs of permanent workers, and increased employer authoritarianism. The review synthesized evidence that deregulation and unprotection of workers allows firms more flexibility, discrimination, and control, leading to rising temporary and precarious employment.

The Implementation and Sustenance of Employee Wellness and Ill-Health Prevent...inventionjournals
Several work days are lost in organizations due to job accidents. Previous studies have focused on organizational productivity leaving out the employee wellness and ill-health prevention in Organizations. This study investigated the implementation of employee wellness and ill-health prevention in Organizations. The study was done in Mumias Sugar Company. It was taken as a case to represent the other organizations since it is the largest sugar company in Kenya which has to an extent shown indications of implementation of employee wellness and ill-health prevention. The study was guided by the systems theory of accident causation. The descriptive survey design and the conceptual framework depicting the implementation and sustenance of employee wellness and ill-health prevention in Organizations and Purposive and simple random sampling techniques were used. Primary data was collected using questionnaires and secondary data got from the internet and libraries. Validity tests were done through test-retest. The collected data was analyzed and presented in forms of graphs and tables. The study may be beneficial to scholars and other stakeholders in the production industry. The study established that the employees were taken through the employee wellness and illhealth prevention trainings in Mumias Sugar Company. All Organizations need to ensure that their workers are working in a safe environment so as to have a comfortable workforce that will realize productivity and profitability in the firm

How and why employment protection legislation impacts on temporary employment: a realist review

How and why employment protection
legislation impacts on temporary
employment: a realist review
3rd of July 2015
2. • Employment protection legislation (EPL) is one of the labour market
policies.
• Includes three main components:
• Regulation on temporary forms of employment,
• Protection of permanent workers against (individual) dismissal
• Specific requirement for collective dismissals.
• The aim of the EPL is to protect jobs and increase job stability.
Background: employment protection legislation
3. • EPL implementation vary by type of welfare regime: less strict in liberal
countries, and most strict in South-European countries.
• A clearer tendency towards higher deregulation of the labour market is
observable in the past years
• Temporary contracts have been used to get around strict regulation of
regular contracts
Background: employment protection legislation
4. Background: Realist Review (I)
Realist reviews are a relatively new approach to synthesizing research
that seeks an explanatory focus. At its core, realist reviews unpack the
mechanism(s) of how and why complex interventions thrive or fail, in
particular setting(s) (Pawson, 2005).
“What works, for whom, in what circumstances… and why”
6. The aim of this study is to produce a more nuanced and critical
understanding on how and why EPL across different welfare state
context at the European Union increases or reduces temporary
employment.
• Understand which mechanisms are acting between EPL and
temporary employment.
• Which contexts facilitate (or not) the mechanisms occur.
Objectives
7. Methodological steps:
Step 1: Identifying the review question
Step 2: Formulating our initial theory and mechanisms
Step 3: Searching for primary studies
Step 4: Selecting and appraising study quality
Step 5: Extracting relevant data, analyzing and synthesizing the data
Step 6: Refining theory (iteratively as we analyze data)
Methods: Realist Review
8. How and why employment protection legislation (EPL) impacts
on temporary employment?
Limitations of literature, we had to refocus our final aim: EPL and
temporary employment. The impact on health will be therefore indirectly.
Step 1: Identifying the review question
How and why labour market reforms impacts on precarious
employment and health?
9. Our initial theory is based on this conceptual framework:
Source: Benach at al., 2014. Employment, Work and Health Inequalities: A Global Perspective
Step 2: Initial theory and mechanisms (II)

S4: New kind of contracts:

production
S5: Decrease hiring cost
(easier and cheaper) for
permanent workers
M1: employers dismiss more temporary
workers.
M2: employers hire temporary workers with
lower wages .
M3: employers do more consecutive temporary
contracts instead of a permanent contract
worker,.
H4: employers hire temporary workers using
these shorter contracts (M4) giving more
flexibility to the employer according to the
production
M5: employers fire more permanent workers
instead hire temporary workers.

13. We grouped mechanisms we found in 4 demi-regularities:
1. When employment protection legislation is less restrictive for temporary than
permanent workers, temporary workers (contracts) increase because
employers have more flexibility to contract.
2. When employment protection legislation is less restrictive for temporary than
permanent workers, temporary workers (contracts) increase due to the
authoritarianism from employers and the pressure of work behavior they do.
3. When employment protection legislation is less restrictive for temporary than
permanent workers, temporary workers (contracts) increase due to a
discrimination on salaries and other working conditions from employers.
4. When employment protection legislation is less restrictive for temporary than
permanent workers, temporary workers (contracts) increase because
employers avoid the cost of permanent workers.

Examples:
1. When permanent employment protection is stricter (C), we observe an increase in temporary
employment at expenses of permanent employment (O) due to a reduction of hiring costs (S)
in case of a firm can freely choose the proportion of its employees under temporary
contracts (M) (Khan, 2007).
2. With an high EPL for permanent contracts and low EPL for temporary (C), employers use those
contracts (temporary) (O) more as a flexible device to adjust employment in the face of
adverse shocks (M) (Dolado, 2002).

16. • Labour market reforms decrease employment protection of
