A number of local companies are winning contracts to build state health insurance exchanges and connect insurers to those networks as states implement the Affordable Care Act. A Reston-based company called Maximus won a $4 million contract over two years to build Minnesota's health insurance exchange. A company called hCentive is finding that after building health insurance exchanges, it can then help insurers connect to those exchanges, creating many opportunities as there are hundreds of insurers and different programs in each state. As states take varying approaches and move at different paces in developing their exchanges, it is creating a wide range of contracting opportunities for companies beyond just system integrators.
As a key component of healthcare reform, web-based healthcare insurance exchanges are intended to make buying healthcare benefits easier and more affordable for individuals and smaller businesses. The exchanges will operate as virtual stores where heath plans can be compared; eligibility assessed and benefit plans purchased. The article sought to review the contemporary challenges and their policy interventions in the Kenyan insurance industry in terms of the external and internal challenges affecting the insurance business and which require leadership and managerial actions. The researcher reviewed the contemporary challenges and the performance of insurance companies in Kenya by looking at the external business environmental challenges and how they affect the management of Insurance companies. Secondly, the study considered how Kenyan insurance companies adapt and adjust their internal practices and processes to satisfy the changing customer expectations. The article goes further to review the critical policy issues which are required to address: changing consumer dynamics, enforce strict compliance with the stringent regulations, constant product innovations, and greater need for communication, technological disruptions, on-demand marketplace, and compensation. Using peer-reviewed literature and the published integrated annual reports of Jubilee Insurance Company Ltd; the study discussed and highlighted the policy interventions in relation to the demands of business and customers. Using Jubilee Insurance as a model insurance company in a case study, the researcher found that by combining performance driven behaviour and regular use of management control systems, Insurance Companies were able to post improved results. The Choice of Jubilee was driven by its size and stability among the Kenyan insurance companies. Jubilee has adopted an integrated reporting system which enabled the researcher to obtain the empirical information required from a secondary source. The researcher reviewed the data from the company’s integrated annual reports for the ten years from 2007 to 2017. The study looked at the control systems, including informal and formal controls and subjected these controls to a more comprehensive analysis to establish the impact of management control systems and strategy on the insurance company performance. The study suggested further empirical research to find the linkage between the policy interventions to various challenges and the performance of the insurance companies in Kenya.

2. “In the near-term, the addressable market at a state level is limited,” he said. But “that
market will grow over time.”
A Reston-based company called hCentive, founded in 2009, is finding that building health
insurance exchanges themselves is just the beginning.
Once hCentive develops and builds those, it then is going to insurance companies and
helping them build the software they need to be able to connect with those exchanges.
With hundreds of insurance companies and a different health insurance exchange program
in each state, the opportunities are nearly endless, said Sanjay Singh, hCentive’s chief
executive and co-founder.
The company has already won work building health insurance exchanges for Colorado, New
York and Massachusetts, he said.
Exchanges are gaining speed and attention. In the District, for instance, the D.C. Health
Benefit Exchange Authority last week accepted a recommendation that would affect small
businesses with 50 or fewer employees, requiring that they buy their health insurance plans
through the city’s exchange.
States are taking different approaches to their health insurance exchanges — some are
purchasing technology and services as a package while others are buying each piece

There are also contracts for marketing, consumer outreach, manning call centers and
quality assurance.
“The breadth of opportunities is so wide that it’s not just system integrators” pursuing this
work, White said. “It just reaches a very wide group of vendors.”
While the deadline for states to get exchanges up and running is 2014, White said these
consumer-focused marketing efforts should get off the ground in 2013 and 2014.
