•1983-Manufacturing.
•1987-Industries where
employees are exposed.
•1989-All industries.
•The first OSHA
“Performance” standard.

PURPOSE OF HAZCOM
•Give employees information about hazardous
chemicals they work with and may be potentially
exposed to.
•Employees have a “right to know” about:
• What hazardous chemicals they work with.
• What these chemicals can do to them.
• And, how they can avoid them.

FIVE MAJOR DIVISIONS
•Chemical Hazard Determination. (Evaluation).
•Material Safety Data Sheets (MSDS).
•Labeling.
•Employee Information and Training.
•Written Program.

HAZARD
DETERMINATION
•Manufacturers and Importers required
to evaluate chemicals they produce to
determine if hazardous.
•Either “Physical Hazards” or “Health
Hazards”.

PHYSICAL HAZARDS
•FLAMMABLE
•COMBUSTIBLE
•EXPLOSIVE
•COMPRESSED GAS
•PEROXIDE
•OXIDIZER
•UNSTABLE

HEALTH HAZARDS
•CARCINOGEN
•TOXIC
•REPRODUCTIVE TOXIN
•IRRITANT
•CORROSIVE
•SENSITIZER

MATERIAL SAFETY
DATA SHEET
•Manufacturers and Importers must obtain or
develop MSDS for all hazardous chemicals and
supply users.
•Employers required to have MSDS for each
identified hazardous chemical.
•Must be “available” in workplace for workers to
read.

REVIEW MSDS
•The most comprehensive information available on
hazardous chemicals.
•May have nine or more sections:
• Name, address, telephone number of producer.
• Chemical identity.
• Physical Characteristics.
• Health Hazards.
• Routes of Entry
• Storage, clean-up, first aid.

LABELING
•SHIPPING- Must have name and address of shipper,
identity of chemical and hazard warnings.
•EMPLOYER IN-HOUSE LABELS- Identity of chemical
and hazard warnings. Can use placards, signs,
process sheets, batch tickets, etc., in lieu of labels.
•Exemptions-Pipes and Personal Containers.

EMPLOYEE TRAINING
•Rights and
Responsibilities.
•Information on
hazardous chemicals.
•How to detect presence
or release.
•MSDS.
•Labeling.
•The written program.

WRITTEN PROGRAM
• The program must be in writing and contain information on:
• Hazardous chemical list.
• Hazards of chemicals.
• MSDS’s-How to read and where to find them.
• Labeling systems.
• The written program must be available to employees at all
times.

SUMMARY
• The most comprehensive standard to date.
• Represents a partnership between employers and employees to
make the workplace safe and healthy for all workers.
• All workers have a “Right to Know” about the potential hazards in the
workplace.
