Lingkungan yang sehat merupakan suatu hal yang mutlak diperlukan bagi kita semua, dan salah satu faktor penyebab terjadinya pencemaran lingkungan adalah akibat dari timbulan sampah sebagai akibat dari tingginya aktivitas dan padatnya penduduk suatu wilayah. Perkembangan daerah yang pesat menyebabkan semakin bertambahnya jumlah penduduk di wilayah tersebut. Akibat dari perkembangan wilayah dan pertambahan jumlah penduduk, tentunya juga akan menambah produksi dan volume sampah yang ada, yang berbanding lurus dengan perkembangan dan pertambahan jumlah penduduk. Hal tersebut menyebabkan semakin sulitnya pengelolaan secara mandiri sampah penduduk yang ada. Meskipun pada dasarnya, hal tersebut merupakan tugas dan tanggung jawab bersama antara pemrintah sebagai penyedia dan masyarakat yang membutuhkan.
Upaya penanganan sampah perlu dilakukan dengan benar serta melibatkan semua unsur baik pemerintah, swasta maupun masyarakat yang diharapkan dapat mengoptimalkan sistem dalam pelayanan persampahan. Kebijakan yang diterapkan di Indonesia dalam mengelola sampah kota secara formal adalah seperti yang diarahkan oleh Departemen Pekerjaan Umum sebagai departemen teknis yang membina pengelolaan persampahan perkotaan di Indonesia.
Demikian halnya dengan permasalahan tentang sampah terkait pelayanan juga menjadi pemicu penulis untuk membahas analisis sistem pelayanan pengumpulan dan pengangkutan sampah di Dusun Krajan dan Dusun Banaran, Desa Gemawang, Kecamatan Jambu, Kabupaten Semarang. Pola pengumpulan sampah di Dusun Krajan dan Dusun Banaran saat ini adalah pola komunal tidak langsung, namun untuk di Dusun Krajan dan Dusun Banaran sebaiknya dipilih pola pengumpulan dan pengangkutan yang sesuai dengan kondisi fisik wilayah dan aspek-aspek pengelolaan yang ada. Sehingga, wilayah yang tidak memungkinkan dalam pola pengumpulan dan pengangkutan yang sudah ada dapat tetap mendapat pelayanan dengan menyesuaikan kriteria-kriteria pola pengumpulan dan pengangkutan sampah.
Berdasarkan kondisi eksisting dan permasalahan sistem pengelolaan persampahan di Dusun Krajan dan Dusun Banaran tersebut di atas, kemudian peneliti tertarik untuk meneliti fenomena yang terjadi melalui tahapan kegiatan yang hasil akhirnya berguna sebagai rekomendasi bagi Dusun Krajan dan Dusun Banaran di waktu mendatang.
Riset persepsi masyarakat Bangkalan terhadap kebijakan pemerintah menunjukkan responden puas dengan pendidikan dan infrastruktur tetapi kurang puas dengan jalan dan pertanian. Masyarakat juga mengharapkan perbaikan pelayanan kesehatan dan pendidikan serta modal usaha.

Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

2. PENGANTAR
Selasa, 26 Pebruari 2008 merupakan momentum penting bagi masyarakat Sampang dengan
dilantiknya Noer Tjahja dan Fannan Hasyib sebagai Bupati dan Wakil Bupati Sampang periode
2008-2013 di Pendopo Kabupaten Sampang oleh Gubernur Jawa Timur Imam Utomo.
Tahun 2011 merupakan tahun ke 3 dibawah
kepemimpinan Noer Tjahja dan Fannan Hasyib yang dalam pilkada dikenal dengan semboyan
INOFA. Tentu dalam kepemimpinan tersebut telah banyak yang dilakukan dan tidak sedikit pula
program yang belum maksimal dilakukan untuk kemajuan masyarakat Sampang yang bermoto
BAHARI.
Dalam perjalanan pemerintahan tersebut, bagaimana persepsi masyarakat terhadap kinerja
pemerintah kabupaten Sampang dibawah
kepemimpinan Noer Tjahja dan Fannan Hasyib dan bagaimana pula pendapat
masyarakat terhadap kinerja SKPD di lingkaran kabupaten Sampang, termasuk juga
pendapat Masyarakat seputar kinerja parlemen di kabupaten Sampang
A. Maksud dan Tujuan :
Survey opini public terhadap kinerja Pemerintah Daerah Kabupaten Sampang dibawah
kepemimpinan H. Noer Tjahja, MM - Drs. Fannan Hasib pada masa pemerintahannya,
dengan maksud dan tujuan sebagai berikut :
1. Untuk mengetahui persepsi masyarakat terhadap kinerja Pemerintahan Daerah
Kabupaten Sampang dibawah kepemimpinan H. Noer Tjahja, MM - Drs. Fannan Hasib;
2. Sebagai instrument evaluasi kritis terhadap kinerja Pemerintah Daerah Kabupaten
Sampang dibawah kepemimpinan H. Noer Tjahja, MM - Drs. Fannan Hasib dan sebagai
masukan untuk agenda-agenda perbaikannya kedepan;
3. Untuk mengetahui ekspektasi (harapan) masyarakat terhadap kinerja Pemerintah
Daerah Kabupaten Sampang dibawah kepemimpinan H. Noer Tjahja, MM - Drs. Fannan
Hasib.
4. Juga sebagai evaluasi terhadap kinerja dan ekspektasi (harapan) masyarakat terhadap

A. Tingkat Keterkenalan Bupati Sampang, H. Noer Tjahja, MM :
Responden yang menyatakan mengenal Drs. H. Noer Tjahja (64%) dan mereka mengenal
Drs. H. Noer Tjahja sebagai bupati (97%)
.
B. Tingkat Kesukaan / Akseptabilitas Publik terhadap H. Noer Tjahja, MM.
Responden di Sampang 46% menyukai
Drs. H. Noer Tjahja dengan alasan
figurnya baik (30%), memiliki kinerja
yang bagus (29%) dan merakyat (19%)
Sementara 18% tidak menyukai dengan
alasan kurang memperdulikan
masyarakat (59%) dan tidak menepati
janji (13%).
C. Kinerja Pemkab Sampang dibawah Kepemimpinan H. Noer Tjahja, MM.
Sebagian besar masyarakat menyatakan kinerja
Pemkab Sampang kurang memuaskan (40%)
Sementara itu yang menyatakan kinerja Pemkab
Sampang cukup memuaskan (35%), memuaskan
(23%) dan sisanya sangat memuaskan (3%).

5. Catatan : Berkaitan dengan penilaian kinerja PEMKAB Sampang berbasis DAPIL,
menunjukkan bahwa masyarakat DAPIL 1, DAPIL 2 dan DAPIL 5 sebagian besar
memberikan penilaian kurang memuaskan, sementara pada DAPIL 3 dan DAPIL 4
masyarakat memberikan penilaian cukup memuaskan
Sedangkan untuk sektor yang dianggap berhasil adalah pembangnan jalan dan jembatan
(37,1%), kemudian pendidikan (16,7%) dan pelayanan kesehatan (10,6%). Sektor
pembangunan yang dianggap masyarakat kurang berhasil adalah perbaikan jalan dan
penambahan infrasrtuktur (68%) dan penyediaan lapangan kerja dan pengngkatan CPNS
lebih transparan (11%).
D. Harapan Masyarakat untuk Penanggulangan Banjir dan Pengelolaan Air di Musim
Kemarau.
Dalam penanganan banjir sebanyak
59,5% masyarakat mengharap
pembuatan saluran air hujan
menuju laut dan 20,3% adanya
penataan drainase serta 20,3%
pembuatan waduk.
Dari 50,0% masyarakat
mengingiknkan ada pengeboran
sumur dan 38,3% memaksimalkan
kinerja PDAM.

6. Sebanyak 77 % masyarakat menyatakan bahwa dukungan Pemkab Sampang terhadap
kemajuan Ponpes di Sampang berjalan dengan baik, sementara 12 % masyarakat menilai
kurang baik.
Untuk kesempatan memperoleh lapangan pekerjaan, sebanyak 64 % masyarakat menilai
tidak baik dan 28 % menganggap kurang baik.
Di bidang pelayanan pengurusan dokumen kependudukan (KTP, KK, Akta Kelahiran) 68 %
mengatakan baik dan 17 % kurang baik.
Bidang kemampuan Pemkab Sampang dalam menangani permasalahan sosial, sebanyak
48 % menilai tidak baik serta 29 % menilai kurang baik.
G. Persepsi Masyarakat Terhadap Kinerja SKPD Pemkab Sampang.
Tingkat Pengenalan Masyarakat Terhadap SKPD :
Secara umum mayoritas masyarakat belum mendengar dinas-dinas yang ada di
lingkungan pemkab Sampang, dinas yang paling tinggi pengenalannya, dinas kesehatan
(85%), dinas pendidikan (62%) dan dinas pertanian (52%)
Penilaian Kinerja SKPD di Kabupaten Sampang
walaupun responden menyatakan banyak tidak tahu terhadap SKPD, Dinas perhubungan
(45%) dan Badan kepegawaian (47%) menjadi dinas yang kinerjanya dianggap oleh
mayoritas masyarakat kurang memuaskan. Adapun secara peringkat dinas kesehatan
(2,73) dan pendidikan nasional (2,63) merupakan dinas yang kinerjanya baik

Kepemimpinan H. Noer Tjahja, MM - Drs. Fannan Hasib.
1. Bidang Pendidikan
Dibidang pendidikan mayoritas responden menharapkan pemerintahan H. Noer Tjahja,
MM - Drs. Fannan Hasib memberi bantuan biaya sekolah bagi warga miskin (49,5%),
sedangkan 33,3% berharap agar biaya sekolah (SD,SMP,SMA) Gratis.

7. 2. Bidang Kesehatan
Harapan tertinggi masyarakat pada bidang kesehatan adalah biaya berobat di
Puskesmas gratis (40,6%) dan harapan tertinggi selanjutnya adalah adanya anggaran
khusus untuk pengobatan gratis bagi warga miskin (22,8%) dan peningkatan pelayanan
di Puskesmas dan BRSUD Sampang (8,1%) serta pendirian Poskesdes (Pos Kesehatan
Desa) di setiap Desa (8,1%)
3. Bidang Penyediaan Lapangan Kerja
Di bidang lapangan kerja tertinggi adalah bantuan modal usaha bagi usaha mikro,kecil
dan wirausaha (39,9%), kursus dan pelatihan kerja bagi pemuda (25,4%), kerjasama
pemkab Sampang dengan perusahaan swasta (18,7%) dan transparansi dalam
rekrutmen CPNSD (10,4%)
4. Bidang Pembangunan Industri dan Perdagangan
Pada bidang industri dan perdagangan, harapan tertinggi masyarakat adalah bantuan
modal usaha mikro/kecil/menengah (35,4%) dan kemudahan pemberianijin usaha dan
perdagangan (20,1%) dan selanjutnya pendirian pabrik di Kab. Sampang (13,8%)
5. Bidang Peternakan dan Perikanan
Harapan bidang peternakan tertinggi adalah bantuan modal pakan bagi peternak
(46,6%), menjamin ketersediaan pakan ternak (20,2%), pemberian training untuk
memajukan peternak tradisional (19,7%).
Bidang perikanan, bantuan modal untuk nelayan adalah peringkat pertama (19,7%) dan
adanya jaminan ketersediaan dengan harga terjangkaubagi nelayan (18,3%).
6. Bidang Perkebunan dan Pertanian
37,2% masyarakat berharap ada bantuan pengeboran sumur dan stabilitas harga jual
hasil perkebunan sebanyak 30,6%.
Bidang pertanian, 34,5% responden menginginkan subsidi pupuk bagi petani dan
batuan modal bagi petani 28,4%.
7. Bidang Kependudukan dan Catatan Sipil
Terdapat dua harapan masyarakat tertinggi dalam bidang ini, pembuatan KTP gratis
(54,1%), mempercepat proses pelayanan dokumen kependudukan (18,4%) dan
kemudahan memperoleh dokumen kependudukan (17,9%)
8. Bidang Pertambangan
65,9% mengharap manfaat bantuan dari dana CRS kepada masyarakat dan 31,2%
penyerapan tenaga kerja lokal
9. Bidang Sosial
Bidang sosial, harapan tertinggi masyarakat adalah program sekolah gratis bagi anak
jalanan (32,7%) dan pembuatan posko penanggulangan bencana pada setiap kelurahan
(13,8%) serta program relokasi anak jalanan dan gelandangan/GEPENG (12,6%).
10. Bidang Perhubungan
Penataan kembali jalur transportasi di Sampang (30,2%) menjadi harapan tertinggi
masyarakat dalam bidang perhubungan. Selanjutnya peningkatan kelengkapan rambu
lalin (19,7%), peningkatan pelayanan angkutan umum (11,5%).
11. Bidang Pembangunan Infrastruktur
Harapan pembangunan dan perbaikan jalan rusak di Sampang (72,4%) menjadi yang
paling dominan dalam bidang infrastruktur. Selanjutnya pembangunan dan perbaikan
jembatan 13,8%, pembangunan dan perbaikan selokan dan drainase 8,2%.

8. Memperbanyak fasilitas pembuangan sampahdiseluruh wilayah (23,2%) dan pemberian
bekal/ilmu pengolahan sampah rumah tangga (17,9%) serta pembuatan tempat
pembuangan sampah akhir/TPA (16,6%).
13. Bidang pengembangan potensi Pariwisata
Peningkatan potensi wisata alam (28,0%) menjadi harapan tertinggi masyarakat dalam
bidang potensi pariwisata disusul dan peningkatan potensi wisata keluarga (16,7%)

Sedangkan pada bidang olahraga, beasiwa bagi pemuda berprestasi di olahraga
(43,1%), peningkatan pembangunan fasilitas oleh raga (30,0%) dan keterlibatan
Pemkab Sampang dalam penanganan Persesa (13,8%).
I. Persepsi Masyarakat Terhadap Kinerja DPRD Sampang.
Mayoritas masyarakat (69%) tidak Sebagian besar masyarakat menganggap
mengenal anggota dewan yang menjadi kinerja DPRD Sampang baik (43,4%),
wakil mereka. Hanya (31%) lainnya yang sedangkan 35,9% lainnya menganggap kurang
mengenal baik
• Mayoritas masyarakat tidak mengetahui fungsi Dewan dalam menetapkan peraturan
daerah sudah maksimal dan sesuai dengan kepentingan masyarakat kab. Sampang
(57,5%).
• Mayoritas masyarakat tidak mengetahui fungsi dewan dalam mengontrol kerja
pemerintah sudah maksimal dan sesuai dengan kepentingan masyarakat (57%).
• Mayoritas masyarakat tidak mengetahui fungsi dewan bersama pemerintah menyusun
APBD sudah berjalan dengan maksimal dan ABPB disusun sesuai dengan kebutuhan
Kab. Sampang (68%)
Kondisi ini menunjukkan masyarakat Kab Sampang apatis dengan kinerja DPRD.

yang paling dominan adalah lebih
memperhatikan rakyat kecil (43,7%) dan
meningkatkan kinerja (27,2%)
REKOMENDASI
1. Bupati dan Wakil Bupati dalam proses pembangunan untuk lebih
memproriataskan dan peduli terhadap kebutuhan riil masyarakat (need
assesment) dengan secara serius melibatkan masyarakat dan stakeholder sejak
perencanaan, pelaksanaan, monev dan rencana tindak lanjut (RTL), sehingga
masyarakat dan stakeholders tidak menjadi objek pembangunan
2. Terkait dengan kinerja Pemerinatan Kabupaten, hendaknya Bupati dan Wakil
Bupati Sampang untuk senantiasa meingkatkan; kedisiplinan, profesionalitas dan
accountabilitas (transparansi) program serta peningkatan sumber daya manusia
(SDM) aparatur pemerintahan. Dalam konteks ini konsep punishment dan reward
penting untuk dimaksimalkan.
3. Pemkab Sampang mutlak melakukan peningkatan infrastruktur seperti perbaikan
jalan, prasarana air bersih, penanganan banjir dan pelayanan publik, sehingga
masyarakat Sampang merasa aman, nyaman dan sejahtera.
4. Sisi lain, persoalan penanganan masalah sosial seperti perluasan lapangan kerja,
Pemkab Sampang segera melakukan terobosan inovatif di sektor ekonomi riil
sehingga pengangguran di Sampang dapat di minimalisir.
5. DPRD Sampang harus lebih memaksimalkan kapasitas diri, fungsi dan peran
sebagai wakil rakyat dalam memperjuangkan aspirasi rakyat dengan salah satu
cara lebih aktif terjun ke bawah (turba) sehingga akan menemukan kebutuhan riil
masyarakat untuk diperjuangkan sebagai program pro rakyat. Lebih urgent lagi
para wakil rakyat harus lebih konsisten dan tegas mengontrol kebijakan ekskutif.
