Harehills is an inner-city suburb of Leeds located just east of the central business district that remains largely characterized by its original back-to-back terraced housing and high population density. Two-thirds of homes in Harehills are rented from local councils or landlords and have attracted low-income ethnic minority groups due to low housing costs. Measured as one of the most deprived areas in England, Harehills suffers from high unemployment, low economic participation, and poor education levels, with nearly half of adults lacking qualifications and less than a third of students passing GCSE exams.

2. Introduction
Harehills forms part of the inner city of Leeds and is located 1-2km
East of the CBD. The suburb, built between 1870 and 1914, still
remains much of its back-to-back terraced housing. It is also the most
densely populated area in Leeds.

Two-thirds of houses are rented from the council,
social and private landlords. Low-cost housing
attracts low-income groups including ethnic
minorities such as Pakistanis.

4. Social and economic issues
Measured by the IMD, Harehills was the 429th most deprived in
England, in the worst 5%. Unemployment in the area is high, in 2006
it was at 8%. In the age group 16-74 years only 57% of Harehills
population were economically active. The high levels of unemployment
are down to a lack of skills, poor education and ill-health. 45% of
adults living in Harehills have no educational qualifications. Less than
a third of GCSE students obtain a pass
