Biscay aspires to be a Territory with two more
years of active and healthy life expectancy in
2020, and be recognized by its citizens as an
excellent place to grow old.

The use of Active Ageing Index helps to:
Monitor the strategy from the Observatory.
Set up common rules for every policy-maker.

In the very recent months, there are several key plans that
consider ageing on its strategy:
Health Plan 2013-2020 (Health Dept.)
Life long-learning law (Education Dpt.)
Call to foster social enterprises to tackle XXI century challenges
–ageing among others- (Economic Development Dpt.)
MUGI-Plan to promote exercise (Culture
& Sports Dpt.)
14. Council of Older People
Leading the process from the Council of Older People:
President: older person.
Vice-pesident: deputy for Social Action.
Composition: representatives from older people’s associations
and insttutions (70% - 30%).
Working groups with experts from academia, business,
professionals, civil servants…
15. Bottom-up strategy
Setting up several tools for local initiatives to get in the process:
Short formation sessions on-demand, to empower
communities, or local groups (Volunteering Agency of Biscay).
Formation of a group (15-20) of prescribers that will be
pushing to start the processes all over the county.
Call for financing the guidance of professionals (up to 50%).
Handbook for starting a process of Age-Friendly City (OMS).
The very-best learning experience has taken place in the village of Durango, where
a group of older people pushed the process to get into the Age-friendly cities
network. Received help from University of Deusto and Provincial Government.
16. in memoriam… Robert Schumann
A future Europe for all ages cannot be safeguarded if
constructive efforts are not made commensurate with the
dangers that threaten it.
An age-friendly Europe will not be made at once, nor according
to a single master plan of construction. It will be built by
concrete achievements, which create de facto conditions for
everyone to age-well, which is a mutual interest and the desire
for common action.
