Jackson County has a population of 40,919 and budget of $62.1 million for FY 2015-2016. The largest general fund appropriations were for public schools, social services, and debt service. The county government has a manager-led structure headed by an elected board of commissioners, with departments including sheriff, health, social services, and more. Around 46% of property tax bills were mailed within the county, 10% out-of-county, and 44% out-of-state. The next county-wide property revaluation is scheduled for 2016.
This document provides information about the Active Routes to School program in North Carolina. It serves 8 counties in Region 1 including Jackson, Graham, Clay, Cherokee, Swain, Macon, Haywood and Transylvania. The program goals are to increase walking and biking to school through education, encouragement, enforcement and engineering programs. It highlights some successful programs including a weekly walking program in Cullowhee Valley School and a summer biking program in Clay County. The program has led to increased participation in Walk to School and Bike to School days since starting in 2014.

The document discusses Switzerland's experience in shifting freight transport from road to rail in order to reduce environmental impacts in the Alps region. Key policies and initiatives discussed include:
1) The 1994 Alpine Initiative that amended the Swiss constitution to require freight transport through the Alps to shift to rail.
2) The implementation of a heavy vehicle fee (HVF) in 2001 to internalize environmental costs of trucking and help fund rail infrastructure improvements.
3) Major rail infrastructure projects like the Gotthard and Lötschberg base tunnels to increase rail capacity through the Alps.
Rein Lepik - Development of cycling routes in Estonia Pashka Gorbunov
The document discusses the development of cycling routes in Estonia. It outlines Estonia's existing network of national, regional and local bicycle routes. It also discusses some of the key factors in planning and developing high quality cycling routes, including attractiveness, directness, safety, comfort, services, promotion, and organization/maintenance. Some challenges are mentioned, such as maintaining signs and working with private landowners. The overall aim is to continue improving Estonia's cycling infrastructure and promote the country as a destination for bicycle tourism.

This document summarizes cycling routes and experiences in Denmark. It outlines that Denmark has over 800 km of North Sea Cycle Route and that 24% of accommodation is related to cycling. There are 4 levels of cycle routes in Denmark - European, national, regional, and local - with national routes managed by municipalities according to guidelines and regional and local routes also managed by municipalities. The document concludes by inviting the audience to experience cycling in Denmark.

The document discusses the Transport Tax (Versement Transport) in Strasbourg, France. It is a tax levied on companies with more than 9 employees located in urban transport areas to help fund urban transportation networks. The tax is the main funding source for urban mobility in France, contributing up to 40% of financing outside of Paris. The tax rates vary between urban areas from 0.55% to 2.85% depending on the size of the area and presence of public transit systems. While it enables investment in transportation, critics argue it is an additional burden on companies.
Singapore implemented an electronic road pricing (ERP) scheme to address traffic congestion caused by too many cars on the roads. The ERP scheme uses electronic toll collection to charge drivers a usage-based tax during peak periods, reducing congestion by internalizing the negative externality of traffic and noise. By implementing the ERP, average road speeds increased by 20% and traffic went down by 13%. The ERP scheme has been an effective solution, generating $0.1 billion per year for the government.
Research on Traffic Congestion in BangaloreMasroor Baig
Bangalore has the 6th worst traffic in the world. The increase in vehicles has outpaced the growth of road infrastructure. This has led to increased traffic congestion, especially in areas with many IT companies. The document examines reasons for traffic and proposes solutions like increasing vehicle occupancy, investing in public transport and road infrastructure, and encouraging more sustainable transportation options to reduce environmental impacts.
Broadband Fiber for a Tiny Town in the mountains of WVRich Frank
1. Mapping software can help assess whether to use aerial or underground fiber construction more quickly and efficiently than traditional drive teams by embedding aerial images and routing drawings directly into a GIS map.
2. Aerial fiber construction typically costs $20,000 per mile while underground can range from $40,000 to over $100,000 depending on the techniques used and restoration needs.
3. Leasing unused fiber from other providers may be more cost effective than new construction over difficult routes or where considerable fiber already exists.
This document presents a Regional Road Safety Action Plan for Armenia, Azerbaijan, Bulgaria, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Romania, Tajikistan, Turkey, Ukraine, and Uzbekistan. It was developed through regional working groups where representatives assessed road safety issues and potential solutions. Six key action areas were identified: institutional issues, safer infrastructure, safer vehicles, safer road users, medical care for crash victims, and changing attitudes. Each country then rated their performance for various road safety activities. The ratings showed that greater financial investment in infrastructure and social investment to change attitudes are needed to improve road safety. The plan recommends technical assistance and funding to help countries improve across all action areas over the next five years.
The document discusses prospects for implementing road pricing in Accra, Ghana to reduce traffic congestion. It outlines several causes of congestion in Accra including a proliferation of low-capacity vehicles and insufficient road infrastructure for travel demand. The study aims to examine the problems and prospects of road pricing, improve accessibility, and ascertain public views. If implemented, road pricing is hypothesized to reduce the number of low-capacity vehicles entering the study area and potentially decrease congestion by shifting some trips to public transit or other times. The methodology involves surveys of various stakeholder groups to determine relationships between road pricing and transportation choices.
Swedish road signs are regulated by the Vägmärkesförordningen law. Warning signs have yellow backgrounds instead of white to enhance visibility in snow. Prohibition signs are round with yellow backgrounds and red borders. Mandatory signs are round and blue. Sweden uses more types of animal warning signs than most countries. Text on signs is usually in Swedish, except the international STOP sign which is in English.
This document discusses Seoul's smart road pricing strategies and technologies. It provides an overview of Seoul's current status with congestion pricing and the testing of various charging technologies. It also outlines some of the key related issues around public concerns and developing alternative transit options. The document then describes how distance and time-based congestion pricing works in Seoul using GPS technologies, and how it can support traffic management strategies and give citizens alternatives to reduce their carbon footprint and travel costs. Finally, it summarizes some of Seoul's intelligent transportation system technologies that support their smart road pricing system like GPS vehicle tracking, wireless communication, data integration, and smart payment systems.
Transdisciplinary and interdisciplinary research that co-creates knowledge across stakeholders can be complex, time-consuming, and unpredictable. Acknowledging and engaging with differing perspectives has been important for the Mistra Urban Futures projects involving over 140 presentations. While challenging, encouraging results include increasing interest in transdisciplinary approaches and potential long-term impacts through changing strategies, policies, and visions for sustainability.

This document discusses social inclusion in urban planning and science communication. It presents Arnstein's Ladder of Citizen Participation from 1969, which categorized different levels of citizen power in decision making from manipulation to citizen control. While progress has been made in inviting community groups to participate, questions still remain about how to truly empower citizens and make them active participants rather than just receivers of information. The document calls for sharing research, knowledge and experiences to create places for open discussion on these issues.

From 2001 to 2013, the membership of Eusea - the European Science Events Association grew from 26 to 95 members across 37 countries in Europe. Over this period, Eusea helped coordinate several large European science festivals and networks that brought together universities, science centers, companies and other organizations to promote scientific culture and public engagement. Through initiatives like WONDERS, 2-Ways, and PLACES, Eusea helped test new formats for science communication, citizen participation and networking to define what it means for a city to have a culture of science.
