MUNICIPAL LEVEL
a. Full operationalization of the municipal solid waste management board and
all barangay solid waste management committees;
b. Diversion of 50% of the solid waste by the LGU from waste disposal
facilities through reuse, recycling and composting activities;
c. Establishment of functional Clustered MRFs in all cluster barangays and
schools;
d. Develop of organic fertilizers in all barangays and increased its production
for local use and possible market;
e. Mandatory waste segregation and recycling at source;
f. Full implementation of environmental laws;
g. Incentives to barangays, schools, private entities, people’s organizations
and nongovernment organizations for active participation and support to
the ecological solid waste management program;

BARANGAY/COMMUNITY LEVEL
a. Preparation of barangay solid waste management program that will
complement with the municipal solid waste management plan;
b. Strict implementation of segregation at source;
c. Encourage backyard composting in every household;
d. Coordinate with the municipal solid waste management office for the
proper transport of wastes from the barangays to the waste disposal facility
established by the LGU;
e. Establishment of barangay MRFs, in every zone if necessary;
f. Develop partnership with junkshops for collection and market of
recyclables; and
g. Strengthen IEC program.
