FLAC is an independent human rights organization that advocates for equal access to justice in Ireland. They provide legal advice and take on strategic litigation cases. One of their focus areas is the Habitual Residence Condition (HRC) applied to social welfare programs. The HRC was introduced in 2004 and creates a presumption that a person is not habitually resident if present for less than 2 years, though various court cases and guidelines have established that multiple factors must be considered, not just length of residency. Italy - Visas for dependents of temporary workers assigned to Italy
Foreign nationals working temporarily in Italy can bring certain dependents, including spouses, minor children, disabled adult children, and elderly parents requiring care. Dependents of EU citizens have broader eligibility. Those not qualifying can seek independent visas for study, residence, or work. Dependents with permits can access services, study, work, and are protected from expulsion except for security reasons. Challenges include proving sufficient income without local contracts/taxes, obtaining suitable housing certificates, and properly legalizing family relationship documents from other countries.
Insurance system in Turkey
The social security system in Turkey draws on both the Bismarck and Mediterranean models. It is predominantly similar to the Bismarck model where premiums paid on wages are collected in a joint pool to provide benefits based on paid premiums for retirement, accidents, and sickness. However, it also shares elements with the Mediterranean model such as a large informal economy and families providing support. Recent reforms have aimed to unify standards and ensure sustainability while maintaining these influences. The system includes both compulsory and voluntary social insurance programs managed through the Social Security Institution and various insurance companies.

Thalidomide was sold over-the-counter in Ireland between 1958-1962, resulting in 105 babies born with limb anomalies, of which 87 survived. After lobbying, the Irish government agreed in 1974 to provide compensation and healthcare support to Thalidomide survivors similar to Germany's scheme. However, 35 years later survivors assert the support is inadequate and does not address their increasing needs due to disabilities and aging. Survivors continue negotiating with the government for improved financial settlement and healthcare provisions.

1.1.1 This guidance is intended predominantly for local authorities. It provides statutory guidance on the exercise of their functions in relation to HMO licensing under Part 5 of the Housing (Scotland) Act 2006. This guidance is issued under section 163 of the Housing (Scotland) Act 2006. That means that it is statutory, and local authorities must have regard to it on the exercise of their functions under Part 5. It may also be helpful to organisations working with local authorities on HMO issues.
1.1.2 This guidance should be read in conjunction with the relevant legislation, Part 5 of the 2006 Act and its explanatory notes. The guidance should not be interpreted as an authoritative statement as to the law in this area.
1.1.3 Separate, non-statutory guidance is available for local authorities on transitional arrangements from the previous regime under the Civic Government (Scotland) Act 1982 (Licensing of Houses in Multiple Occupation) Order 2000, as amended, to Part 5 of the Housing (Scotland) Act 2006.
