The gradual recovery of European banks is expected to continue. Most bankers remain positive about the economy and their bank’s performance, but the sector isn’t out of the woods yet. After a significant swing towards optimism in our previous edition, our latest survey reveals that a few more bankers expect the economy to improve but most only anticipate slight improvement.
The Belgian Parliament passed a law granting greater fiscal autonomy to Belgium's three Regions regarding individual income tax. This includes: 1) A new regional additional tax levied by each Region on resident taxpayers; 2) Shifting specific tax reductions from federal to regional authority; 3) Applying regional tax systems to some non-resident taxpayers earning most income in Belgium. The law enables components of Belgium's Sixth State Reform to take effect in 2014, regionalizing aspects of the personal income tax system and impacting taxpayers.

14. Algemene conclusies
► Vaststellingen:
► stijgend negativisme bij investeerders inzake investeringsplannen voor de
volgende jaren
► een tendens tot meer delokalisatie (vooral inzake productie)
► minder optimisme/vertrouwen bij investeerders over toekomstig herstel
► daling in de gepercipieerde aantrekkelijkheid van België, ook t.o.v. het
Europese gemiddelde
► Recente fiscale maatregelen zijn het meest gekend bij bestaande
Belgische investeerders en veroorzaken negativisme
► Verschillen tussen de regio’s zijn onvoldoende gekend bij investeerders
die niet in België aanwezig zijn
► De notionele intrest blijft ook nog na de recente wijzigingen een
belangrijke aantrekkingspool; de rulingcommissie heeft een belangrijke rol
► Er moet meer geïnvesteerd worden in investment agencies

15. Positieve punten
► De Belgische attractiviteit voor investeerders blijft hoog – loyale
investeerders bevestigen dit
► Slechts 17% van de ondernemers gelooft dat België de huidige crisis niet
zal doorstaan. Er is dus een sterk ondernemingsvertrouwen. Toch daalt
dat optimisme tegenover vorig jaar (slechts 13% was toen pessimistisch)
en staat dat percentage in schril contrast met Duitsland (6%)
► Nog een opvallende vaststelling: het aantal investeerders dat in hoge
mate vertrouwt op een Belgisch herstel neemt af (van 40% vorig jaar naar
slechts 23%); duidelijk een teken dat het met het vertrouwen van vorig
jaar in dalende lijn gaat
► 1 op 5 investeerders plant het komende jaar een investering in België.
In meer dan de helft van de gevallen gaat het hier evenwel om
uitbreidingsprojecten. Ook die trend daalt t.o.v. 2010 (toen nog 30%).
Wat verder nog opvalt is dat deze investeringsplannen zwaar onder
het Europese gemiddelde liggen (38% van de ondervraagden)

16. Positieve punten
► De aanwezigheid van internationale hoofdkantoren van
bedrijven en instellingen in België blijft een belangrijk
pluspunt. Bij de helft van de investeerders speelt dit een
rol voor hun aanwezigheid in België
► De belangrijkste troeven van België blijven:

19. Regio’s
► Van de aanwezige investeerders in België meent ca. 40%
dat:
► De bestaande fiscale autonomie in de regio’s efficiënt is. Hetzelfde
percentage vindt van niet
► Meer fiscale autonomie zou bijdragen tot meer autonomie.
Hetzelfde percentage denkt dat dit niet het geval zou zijn
Er is dus op dat vlak geen duidelijke stellingname.
► Opnieuw blijkt dat buitenlandse investeerders die niet in
België aanwezig zijn (+/- 30 – 40%) geen duidelijke
mening hebben

20. Regio’s – een vergelijking inzake perceptie
► Brussel wordt voor het eerst als attractiever gepercipieerd
dan Vlaanderen. Vlaanderen daalt in populariteit
tegenover Wallonië en Brussel:

► Uit de enquête blijkt nog maar eens dat Vlaanderen en in
mindere mate Wallonië NIET gekend zijn bij investeerders
die niet aanwezig zijn in België. Van deze bedrijven kiest
50% voor Brussel en kan 34% zijn voorkeur niet uiten
voor 1 van de 3 regio’s.

21. Negatieve punten
Er hangen enkele duidelijke donderwolken boven België, die de trend van
het afgelopen jaar (o.a. inzake delokalisatie) bevestigen
► Waar vorig jaar slechts 1 op de 20 aanwezige bedrijven wou delokaliseren, is dit nu 8% van
de ondervraagden. Concreet koesteren 10 belangrijke bedrijven plannen om te delokaliseren.
8% van de ondervraagden is onzeker. Slechts 84% is zeker dat ze zullen blijven tegenover
91% vorig jaar.
► Op de vraag of in België aanwezige bedrijven over 10 jaar nog in België zullen produceren,
antwoordt net als vorig jaar 9% hier negatief op, hetzij 11 van de 121 bedrijven.
► Wat opnieuw opvalt, is dat de investeerders die zich bijzonder positief uitspreken over hun
aanvullende productie plannen om “in België te blijven”, sterk dalen: van 50% vorig jaar naar
36%.
► Slechts 28% van de ondervraagden meent dat de aantrekkelijkheid van België de volgende 3
jaar zal toenemen en 15% verwacht zelfs een daling. Opnieuw staat dit beperkte optimisme in
schril contrast tot Europa (39% t.o.v. 28%). Deze score van 28% is het slechtste resultaat ooit
sinds de lancering van de studie in 2005.
► De trend voor investeringen is de laatste 3 jaar duidelijk dalend, ook voor bedrijven met
aanwezigheid in België (van 62% naar 55% en vervolgens naar 45%).
► Met een score van slechts 45% inzake investeringen voor de laatste 3 jaar is de slechtste
score sinds 2009 een feit. Voor het eerst is het aantal ondernemingen dat investeert lager dan
het aantal dat niet investeert.

22. Bedreigingen
► 37% van de ondervraagden ervaart een negatieve administratieve druk van
overheidsinstanties op het bedrijfsleven. Dat betekent een stijging van 7%
(tegenover 30% vorig jaar). 1 op de 10 voelt die druk zeer goed aan. Deze
administratieve last weegt het zwaarst door bij de investeerders die in België
aanwezig zijn (liefst 44% van de ondervraagden).
► Investeerders zijn zich terdege bewust van de recente fiscale maatregelen
(51% is op de hoogte van minstens 1 maatregel). Over het algemeen is ca.
15% van de ondervraagden zeer negatief over de maatregelen en overwegen
ze hun investeringen terug te schroeven.
► Anderzijds zijn het vooral de in België aanwezige bedrijven en in België
geïnterviewde bedrijven die deze fiscale wijzigingen kennen en er zich negatief
over uitdrukken. Zo blijkt dat de wijzigingen m.b.t. notionele intrest bij niet in
België aanwezige bedrijven niet echt gekend zijn. We zouden dus kunnen
stellen dat notionele intrest een maatregel is die in dit stadium vooral effect
heeft op bestaande investeringen in België. 64% van de Belgische
ondervraagden kent immers de NIA-wijzigingen, de niet-Belgische bevraagden
bedraagt slechts 4%

23. Uitdagingen - minpunten
► 46% van de ondervraagden meent dat België zijn loonlast
moet doen dalen. Prioriteit nr. 1!
► Slechts 1 op 4 vindt de loonkost in België nog aanvaardbaar (vooral
in België aanwezige bedrijven zijn negatief)
► > 90% meent dat de loonhandicap een gevolg is van een te hoge
loonkost en/of omwille van de indexatie
► 35% van de ondervraagden meent dat de belastingdruk in
België te hoog is (45% van de bedrijven met een omzet >
1,5 mia vindt de Belgische fiscale last te hoog)
► Ook moeten er extra investeringen in “hightech” en
“innovatie” komen, meer steun aan kleinere en middelgrote
ondernemingen, evenals meer investeringen in onderwijs
en meer middelen voor investeringsagentschappen

24. Andere opmerkingen
► De bedrijven die de laatste 3 jaar in België investeerden,
doen steeds minder een beroep op investment agencies
(FIT, AWEX, Brussels Invest in Brussels). Slechts 7 van
de ondervraagden antwoordt positief (een daling van
50%). Dit is het laagste cijfer ooit.
► 72% van de ondervraagden is op de hoogte van de
notionele intrestaftrek. Daarvan vindt 74% deze maatregel
“nog steeds” attractief.
► De rulingcommissie verstrekt rechtszekerheid en heeft
ongetwijfeld een positieve impact op het
investeringsklimaat in België

deze instelling die investeerders rechtszekerheid kan verschaffen (o.a. inzake anti-

► Investeringsagentschappen: meer middelen geven, nog beter positioneren naar de
BRIC-landen toe, zorgen voor een meer proactieve branding van de regio’s
► Een beter fiscaal beleid inzake innovatie, verruiming van de te strikte Belgische 80%
patent-box, dit naar het voorbeeld van de Nederlandse innovatiebox
► Daling van de vennootschapsbelasting naar analogie met de Europese partners

► Een grondig en vooral realistisch debat inzake de onhoudbaarheid van de hoge
arbeidskosten en het effect van de loon (index) handicap daarop
► Een debat omtrent een nieuw realistisch Belgisch sociaal model in het algemeen.
Wegwerken van de nefaste effecten van de financiering van het huidige model, van de
stijgende uitgaven en het stijgende overheidsbeslag, evenals van de rechtstreeks
daaraan gekoppelde negatieve gevolgen op middellange termijn voor de Belgische
competitiviteit
► Nadruk op besparen en begrotingsdiscipline zonder overheidsbeslag te doen stijgen
► Structurele beslissingen nemen die steunen op lange termijn politieke moed. Dit
behelst ook dat het behoud van oneconomische verworvenheden in een steeds meer
globale wereldeconomie in vraag wordt gesteld
► Het effectieve verschil tussen ‘bruto-’ en ‘nettoloon’ voor loon- en weddetrekkenden
verkleinen
► Een realistische pensioenleeftijd in verhouding tot het Europese gemiddelde
► Meer maatregelen tot aanmoediging van werken i.p.v. aanmoedigen tot niet werken
(o.a. fiscaal naar het individu en de vennootschap)
► Gemakkelijker toegang verlenen tot liquiditeiten en financiering, echt ondernemerschap
