worked with B.Enkh-Amgalan (Enkhee) for a number of years. I have no doubt should

B.Enkh-Amgalan (Enkhee) worked in East Asia Minerals Mongolia LLC; Canadian invested
Exploration Company (TSXV – EAS) from Feb, 2006 to May, 2014 as chief accountant and
office administrator.
Enkhee is a qualified professional accountant CPA and CPTA qualified who reported directly
to me (EAS - Mongolian Country Manager and Executive Director of the Mongolian
registered companies) over those years in country for day to day business of the company.
Enkhee also reported to the company’s accountant and ultimately the EAS-CFO both based
in Canada for compliance with parent company accounting needs and reporting.
I always found Enkhee to be a hardworking, energetic, passionate going about her work and
a well-balanced accountant who fully dedicates herself to the work at hand. Enkhee always
had a good attitude and pleasant nature in the office working environment and when
required stern and forthright in ensuring employees compliance with company
cash/accounting requirements.
Enkhee always communicated very well with me (Country Manager) and the EAS accounts
department on all matters outside of the norm of her work and any employee compliance
issues were always referred to me to review and handle.
One of the issues when I started at East Asia in Mongolia was the lack of transparency,
accountability and frequency of reporting and ability to generate reports quickly from within
the EAS books in Mongolia and my start coincided with Enkhee taking on the accounting
role. Enkhee worked hard with EAS – Canada and me to move several years of accounting
from unbelievable excel spreadsheet books and migrating that data to Sage – Simply
Accounting enabling all that I required and company requirements to be achieved in a
relatively short period of time.
Moving to “Sage - Simply Accounting” software package to report for Mongolian Tax,
Mongolian MRAM/NEA (Mines Dept) and Canadian IFRS reporting using various report
templates setup in the software. All of these regulators and company had unique reporting
requirements that Enkhee was required to report.
In 2007 year when Mongolian package of taxation laws changed, she studied improving her
taxation Mongolian Tax Law knowledge and she had the company registered as a VAT payer
on the new taxation law basis and was keeping company accounting record to accumulate
VAT receivable from purchase and service fee of activities.
Enkhee worked and we the company received a credit of some 100 million MNT from
Mongolian State budget for VAT refunding and those funds were used for company
administration costs. At that time she changed my outlook of the MTA (Mongolian Tax
Authority) as I my perception being that Mongolian government and taxation authority only
take tax from entities but never refund.
Whilst Enkhee worked for the company the company successfully passed all tax inspections
and audits made from tax authority without any tax issues or penalties and never any
retrospective penalties as was the norm for a number of FDI companies in Mongolia at that
time. It must be noted that it was definitely not a walk in the park dealing with the
regulators and Enkhee did her utmost to defend the company integrity and books.
It should also be noted that the EAS CFO also as expected had a number of rigorous internal
company audits undertaken during those years and our operation was never once found
wanting in any aspect and that is a big markup and test of her honesty, trustworthiness and
accounting transparency.
In her role and as the company became familiar with her abilities she took on the role of
Office Administration in 2007. Enkhee worked with me accounting for the company’s
significant intangible assets such as Mineral Exploration Licenses initially spread across four
companies State Registration Certificates, their annual extensions and yearly payments for
validity with this ultimately reported and verified with the company COO and CFO.
Enkhee has also extensive experience in attaining Mongolian multiple entry visas and
residential permissions from the State Immigration office for foreign citizens and expats.
Enkhee has always shown to be a quick to pick up on what if attempting to be achieved and
run with it to provide what is required. Enkhee never refused to take on any additional
work/responsibilities and made it a pleasure for myself and other EAS Senior Management
to work with her.
