INTRODUCTION TO OUR COMPANY
Description of Commonwealth Consulting Services
Since 1997 Commonwealth Consulting Services (CCS) goal is to assist local business in
facilitating and promoting Virginia products and services. Located in the beautiful
Shenandoah Valley, CCS promotes small business development, procurement,
marketing and sales representation, using our marketing and business expertise through
a wide range of network affiliates, contacts, and sales representatives.
CCS Business Goals
Commonwealth Consulting Services is interested in acquiring trainers to instruct our
diverse staff of 25 employees on Windows 10 and Microsoft Office programs. This will
allow us to:
• Ensure employees become skilled with Windows 10 and programs
• Get the business organized by managing emails, storing detailed information,
organize and manage tasks, create appointments, and use the Journal feature to
keep an electronic log of daily work.
• Evaluate the security and confidentially associated with the various Microsoft
Office program applications used by CCS employees.

Budget for the Project
• Funding derived from grant money received through the Virginia Small Business
Alliance Foundation
Description of Needed Training
• Provide instruction on Windows 10 and Microsoft Office product training to 25
employees ranging in age from 21 to 63 years old. All are CCS employees
working within the various departments thorough out CCS
• Various levels of computer competence using our new software
• Integrate processes across departmental boundaries
• Increase employee productivity
• Training will be conducted at our facility in a classroom/lab environment
• Provide support after training sessions has been completed
ADMINISTRATIVE INFORMATION
Desired Qualifications
• Possess a current Microsoft Certification or qualification eligible for the MCT
program.
• Demonstrate instructional Skills verified by one of the following:
o Instructional Skills certification:
o CompTIA CTT+
o Microsoft Certified Trainer Instructional Skills Certification (MCT-ISC)

Requirements for Formatting and Submitting Proposals
Award of the contract resulting from this RFP will be based upon the most responsive
Vendor whose offer will be the most advantageous to CCS in terms of cost, functionality,
and other factors as specified elsewhere in this RFP.
Commonwealth Consulting Services reserves the right to:
• Reject any or all offers and discontinue this RFP process without obligation or
liability to any potential Vendor
• Accept other than the lowest priced offer
• Award a contract on the basis of initial offers received, without discussions or
requests for best and final offers, and
• Award more than one contract
Vendor's proposal shall be submitted in several parts as set forth below. The Vendor will
confine its submission to those matters sufficient to define its proposal and to provide an
adequate basis for CCS’s evaluation of the Vendor’s proposal.
In order to address the needs of this procurement, CCS encourages Vendors to work
cooperatively in presenting integrated solutions. Vendor team arrangements may be
desirable to enable the companies involved to complement each other's unique
capabilities, while offering the best combination of performance, cost, and delivery for
the training being provided under this RFP. CCS will recognize the integrity and validity
of Vendor team arrangements provided that:
• The arrangements are identified and relationships between CCS and vendor are
fully disclosed
• Vendor will be fully responsible for all contract performance.
Vendor’s proposal in response to this RFP will be incorporated into the final agreement
between CCS and the selected Vendor(s). The submitted proposals are suggested to
include each of the following sections:

2. Approach and Methodology
3. Project Deliverables

Timeframe for Vendor Selection
A written confirmation of the Vendor’s intent to respond to this RFP is required by
February 9, 2015. All proposals are due by 5:00 PM EST on March 2, 2015. Any
proposal received at the designated location after the required time and date specified
for receipt shall be considered late and non-responsive. Any late proposals will not be
evaluated for award. Anticipated decision and selection of vendor will be March 23,
2015.
Selection Criteria
Applicants must complete all required sections that includes a summary statement. Your
summary statement must describe the organization’s strategic plan, including:
• Types of communication initiative and programs you have used in the past and
how these programs have succeeded raining objective and guidelines
• Classroom logistics including class size
• Timelines for training completion
• How this project will help students gain communication competencies
• Participant Qualification /Training Certificate
A Review Panel will make recommendations and finalists will be notified on or about
March 23, 2015.
