The National Library Board of Singapore developed a competency-based approach to staff training and development. Key competencies were identified that were critical for staff success at different career levels. Training programs were designed around developing these competencies through both formal coursework and on-the-job experiences. The competency-based approach helped staff understand expectations for their roles and provided a framework to guide their career progression.
