Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

2. Reţeta electronică aduce pentru farmacişti avantaje majore, legate de notabila micşorare a timpului
petrecut de pacient de la sosirea sa în farmacie până la eliberarea medicamentelor, evitarea tuturor
erorilor generate de introducerea manuală a datelor de pe reteţele autocopiante, un format
standardizat facil de înscriere a eliberării de medicamente dar şi posibilitatea transmiterii directe, on-
line, a informaţiilor pentru decontare.
Acest ghid reprezintă procedura, modul de eliberare a medicaţiei la Farmaciile cu Circuit Deschis.
Scopul său este de a familiariza utilizatorul cu modalităţile de lucru care permit :
• Preluarea sau găsirea reţetelor electronice în sistem ;
• Eliberarea medicamentelor şi tipărirea formularului ''reţeta - componenta farmacie'' ;
Toate acţiunile legate de utilizarea aplicaţiei pentru farmaciile cu circuit deschis, descrise în ghidul
acesta sunt condiţionate de faptul că la farmacie există o aplicaţie funcţională şi un cititor de coduri de
bare 2D, conforme cu specificaţiile tehnice descrise de CNAS în cadrul proiectului reţetei electronice, iar
utilizatorul are o conexiune la internet care să permită comunicarea on-line cu platforma reţetei
electronice precum şi o imprimantă laser, pe care să tipărească formularul de eliberare al
medicamentelor. Este necesară şi semnătura electronică extinsă care să autentifice legalitatea
documentelor transmise în sistem.
Faţă de procedura actuală, existentă şi folosită pentru eliberarea medicamentelor, farmacia va înscrie
doar medicamentele pe care le eliberează, restul datelor fiind preluate automat din codul de bare 2D
sau on-line, din sistem, în cazul în care medicul prescriptor a emis prescripţia on-line.
Există o sigură excepţie, pentru prescrierea efectuată ''la domiciliu'', când farmacistul va înscrie manual
date de pe reţetă. Acestea vor fi date de identificare ale pacientului (dacă nu au fost printate în prealabil
de medic şi înscrise în codul 2D) şi medicaţia pe care o eliberează.
Pacientul se prezintă la farmacie; înmânează farmacistului exemplarul tipărit al reţetei electronice, pe
care l-a primit de la medicul prescriptor (indiferent dacă a fost eliberat în regim on-line sau off-line)
farmacistului. Odată cu implementarea cardului de sănătate, pentru cazul în care medicul i-a eliberat
prescripţia on-line cu semnătură electronică, nu va mai fi necesar ca pacientul să prezinte la farmacie şi
forma tipărită a reţetei electronice, accesul la reţetă facându-se prin autentificare în sistem cu ajutorul
cardului.
Farmacistul deschide o nouă sesiune de eliberare medicamente şi are la dispoziţie 20 minute sa
elibereze reţeta; după acest interval reţeta este automat retrasă în sistem. Farmacistul poate însă să
''coboare'' din nou reţeta pentru eliberare prin scanarea codului de bare 2d, evident dacă asiguratul mai
este încă în farmacie.
La deschiderea sesiunii de eliberare a medicaţiei se încarcă automat datele de identificare ale farmaciei
(nume unitate, CUI, număr contract cu CAS), data eliberării. Dacă persoana care eliberează
medicamentele nu are semnatură electronică va trebui să înscrie datele sale de identificare (nume,
prenume) manual.
Înainte de a prelua datele referitoare la medicaţie, înscrie datele de identificare ale persoanei care ridică
medicaţia (nume, prenume, CID/CNP/CE/PASS), indiferent dacă este asiguratul pe numele căruia a fost
făcută prescrierea sau o persoană împuternicită în acest sens de pacient.
Se trece la preluarea datelor referitoare la medicaţie.

3. În cazul reţetelor eliberate on-line sau off-line la cabinetul medicului, unde întreg conţinutul reţetei a
fost transpus în codul 2D tipărit pe reţetă, farmacistul scanează acest cod şi automat datele de pe
prescriere se încarcă în softul farmaciei, inclusiv medicamentele de eliberat.
În cazul reţetelor eliberate off-line la domiciliul pacientului (pentru consulturi la domiciliu), având în
vedere că pe formularul tipărit în prealabil, la cabinet, de către medic nu se află decât datele de
identificare ale cabinetului, ale medicului prescriptor şi eventual ale persoanei pentru care se face
deplasarea la domiciliu, farmacistul scanează şi preia din codul 2D tipărit pe reţetă doar aceste date.
Restul datelor, scrise de mână, sunt introduse de farmacist manual, dar numai medicamentele eliberate.
În situaţia în care pacientul nu doreşte sa ridice decât o parte din medicamentele prescrie atunci
farmacistul va introduce numai aceste medicamente, restul medicaţiei fiind anulată automat, prin
neintroducere în sistem.
Când, cu ocazia consultului la domiciliu se prescriu şi alte reţete decât pentru persoana pentru care s-a
făcut deplasarea, atunci datele acestor pacienţi sunt scrise de mână de către medic iar famacistul le
introduce manual în aplicaţia sa.
Restul paşilor procedurii sunt comuni pentru toate variantele de prescripţii şi se referă la eliberarea
propriu-zisă a medicamentelor de către farmacist. Acesta se consultă cu pacientul, pentru fiecare
medicament în parte şi-l informează atât de variantele medicamentelor cu aceeaşi Denumire Comuna
Internaţională (DCI) dar şi legat de aspectul valorii contribuţiei personale faţă de preţul compensat de
către CNAS. Aplicaţia de farmacie permite şi calcule, de probă, ale costului total al prescripţiei care ar
trebui suportat de către asigurat, care nu interferă cu raportarea reţetei în sistem. Odată stabilit ce
medicamente se eliberează (Denumirea Comercială) farmacistul comletează codul ''W'' specific acelei
Denumiri Comerciale, cu precizarea că pe formularul tipărit va apărea Denumirea Comercială în clar,
procentul din preţul de referinţă, lista, codul de boală, cantitatea eliberată (UT), preţul cu amănuntul,
preţul de referinţă, valoarea cu amănuntul, valoarea compensării.
În final, softul de farmacie calculează (dacă este cazul) suma pe care pacientul trebuie să o platească
suplimentar (contribuţia asiguratului).
Reţeta electronică permite şi ''eliberarea fracţionată'' dar numai pentru reţetele prescrise ''on-line''.
Astfel se pot elibera doar o parte din medicamente, pacientul având libertatea să-şi ridice restul de
medicamente în altă farmacie sau alte farmacii, dar (momentan) numai din judeţul cu care medicul
prescriptor are contract. "Fracţionarea" se referă numai la medicamentele în sine, la DCIuri sau
Denumiri comerciale şi în nici un caz la o parte din cantitatea recomandată.
Procedura de eliberare de medicamente se încheie cu validarea reţetei în sistem şi cu printarea acesteia,
în două exemplare pe o singură hârtie, format A4. La tipărire, automat se înscrie pe formularul de
eliberare de medicamente (''reţeta de farmacie'') un cod de bare 2D care conţine toate datele înscrise în
reţetă, doar medicamentele eliberate în farmacia respectivă.
Dacă nu are sau nu foloseşte în acel moment semnătura electronică extinsă, farmacistul semnează şi
ştampilează formularele de eliberare medicamente, apoi înmânează pacientului sau persoanei care
ridică medicamentele ''reţeta de farmacie'' pentru a semna de primire, pe ambele exemplare.
Exemplarele sunt păstrate la farmacie, unul pentru arhiva proprie şi celălalt pentru a fi depus la CAS la
raportare, pentru decont.
În cazul reţetei fracţionate, farmacistul, până la implementarea cardului de sănătate, tipăreşte şi
înmânează pacientului un exemplar al formularului de eliberare de medicamente cu care pacientul

4. poate sa se adreseze altei farmacii de unde va ridica si restul de medicamente. Acest formular, de fapt
codul de bare înscris pe el are rol de ''cheie de acces'' în sistem unde o altă farmacie vizualizează
prescripţia urcată de medic şi medicaţia ce a rămas de eliberat. Alte două exemplare (semnate şi de
persoana care a luat medicamentele) sunt reţinute la farmacie, unul pentru arhiva proprie şi celălalt
pentru a fi depus la CAS la raportare, pentru decont.
Normele la Contractul Cadru nu prevăd alte modificări decât cele ce rezidă sau duc la buna funcţionare a
reţetei electronice.
