The Community and Lands Coordinator will assist the Gender, Community and Lands Specialist in conducting feasibility assessments, baseline data collection, gender analysis, land acquisition, and resettlement plans to ensure the PNG Maritime and Waterways Safety Project provides sustainable outcomes related to community engagement and social safeguards during navaids installations. Specific responsibilities include assisting with public consultations, community participation plans, implementing the Gender Action Plan, conducting safety and awareness trainings, monitoring compliance with socioeconomic plans, and facilitating government participation in capacity building activities.

Purpose:
 That the PNG Maritime and Waterways Safety Projectprovides sustainability of expected outcomes
in regards to community engagement programmes and social safeguards aspects along Navaids
installments.
Specific Responsibilities:
 AssistGender,Communityand Lands Specialist(GCLS) inconductingfeasibilityassessmentsincluding
baseline data collection and gender analysis
 Assist GCLS in carrying out work for any land acquisition and leases and preparation /
implementationof Resettlement Plans (RPs) if needed, following the Resettlement Framework (RF)
in compliance with ADB requirements
 Assistin public consultationsfor subprojectfeasibilityassessment,MemorandaofAgreementsigning
and implementation of civil works
 Assist in preparing community participation plans for each subproject and reports
 Ensure that the activities and targets described in the Gender Action Plan (GAP) are integrated in
project activities and targets
 Monitor and report on implementation of GAP
 Carry out gender awareness training for all project consultants and staff to ensure that they
understandtheir rolesin promoting and ensuringgender equality in the delivery of project activities
 Carry out training on HIV/AIDS and STIs in target communities, holding separate sessions for men
and women, as well as for civil works contractor workers
 Carry out safety awareness training with support from NMSA
 Prepare and submit to the PIU reports detailing dates, scope of work undertaken, gender
disaggregated lists of participants and a discussion of issues on the completion of each activity
 Advise on the integration of socio economic mitigation and facilitation measures into tender
documents and ensure provisions are made for contractors to include their mitigation approach and
costs in proposals/bids
 Provide assistance to contractors to implement, monitor and report on mitigation plans
 Monitor compliance with socio economic management plans and ensure compliance with socio
economicassurances under the project by using checklistsand questionnaire to be developed by the
GCLS
 Assist the Maritime Safety Specialist in ensuring small craft safety programmes adequately address
gender issues
 Facilitate participation of government counterparts in ongoing capacity building activities to ensure
skills transfer for improved sustainability of designs.
