Managed Detection and Response (MDR) WhitepaperMarc St-Pierre
The document discusses managed detection and response (MDR) solutions and investigative capabilities as a key selection factor for MDR offerings. It outlines that MDR solutions have shifted focus from prevention to detection and response due to difficulties preventing advanced cyber threats. The document recommends that when selecting an MDR vendor, buyers should consider the vendor's investigative experience and capabilities. It provides examples of digital forensic investigation elements that MDR solutions perform, such as data collection and analysis, and recommends questions for buyers to ask vendors about their investigative expertise and how they incorporate those skills into MDR services.

This document summarizes information presented at a contracting and R&D summit held by the Department of Homeland Security Science & Technology Directorate. It discusses the federal research landscape, contracting processes, small business programs, and larger R&D solicitations. Cybersecurity is difficult. It is a serious endeavor which over time strives to find a balance in managing the security of computing capabilities to protect the technology which connects and enriches the lives of everyone. Characteristics of cyber risk continue to mature and expand on the successes of technology innovation, integration, and adoption. It is no longer a game of tactics, but rather a professional discipline, continuous in nature, where to be effective strategic leadership must establish effective and efficient structures for evolving controls to sustain an optimal level of security.
This presentation will discuss the emerging challenges as it analyzes the cause-and-effect relationships of factors driving the future of cybersecurity.

Experience
As a Software Development Manager for Black & Veatch Corporation
from 2004 to 2007, Mr. Margison led the design, development and
implementation of DTRA’s Electronic Integrated Disease Surveillance
System (EIDSS) throughout Georgia, Uzbekistan, Kazakhstan, and
Russia. In 2004 he was directed by DTRA to design, develop, and
implement a specialty security system for pathogen repositories in
Russia/FSU. Mr. Margison used a systems engineering approach that
resulted in a one-of-a-kind solution – the Pathogen Asset Control

BTRIC & CTRIC ID/IQ, RFI and TORP capture and proposal responses, provided operational support as DpM or
Project Engineer as required, was responsible for supporting all CIT aspects of CTRIC/BTRIC projects overseas and
for Quality Management Systems for DTRA projects. He designed and developed the URS mobile bioDetector
solution – aimed at filling a gap in US biosurveillance capabilities. He performed in-country assessment trips for all
BTRIC proposals, gaining valuable insights into CTR programmatic challenges and lessons learned. His seven years
on-the-ground CTR experience combined with his up-to-date knowledge of the international Global Health & Security
programs will be of considerable value in successfully winning and
implementing CTRIC III projects in any foreign country.
Specifically, Mr. Margison was a Technical Writer on CTRIC II ID/IQ for
URS/AECOM (WON), Technical Lead on BTRIC ID/IQ for URS/AECOM
(WON), Technical Lead on BTRIC & CTRIC TORP Capture & Proposal
Teams for URS/AECOM (WON 10+ TOs), and he is known to DTRA / A&AS
decision makers. Mr. Margison’s contributions were recognized in 2013 with
a URS/AECOM Pyramid Award for Innovation and Excellence in Business
Development.

I have personally worked with David on multiple
capture and proposal efforts and find him an
excellent researcher, a strong writer, and a person
with a solid business sense of what will “sell” and
what won’t. David’s knowledge of URS and our
processes is invaluable when we look at proposal
requirements and how we can add discriminators
via our breadth of capabilities. Coupled with his
ability to take disparate URS capabilities and then
weave them into an innovative concept or solution
that matches the customer’s requirement is a skill
not easily found or taught.

“He is an excellent proposal leader and
team participant — he is both prolific and
responsive to specific requirements. He
has high energy and people skills and
can effectively coordinate short turn‐
around efforts. He also understands the
FAR and is able to address contracting,
legal, tax, procurement, cost‐estimating,
and technical writers to ensure
proposals are consistent with the FAR.”
