Consultancy status
• March 2008-Railway Board has advised that the
consultancy for setting up of Disaster Management
Institute and Module will be handled by RITES.
• April 2010- Board Advised SWR to process for
finalising the consultancy tender at Zonal level.
• SWR modified the scope within 25 lakhs of GM’s
power and the same was approved by Traction
Directorate.
• Tender opened on 07-12-2010 with single offer from
M/s Foundation for Educational Excellence,
Bangalore and was discharged for not meeting the
eligibility criteria.
Consultancy status- Contd
• Second tender opened on 29-03-2011 with single
offer from M/s Global Forum for Disaster
Reduction(GFDR), New Delhi and discharged again
on eligibility criteria issue.
• With the approval of GM, the tender was again
opened on 25-10-2011 without the Single similar
work eligibility criteria. Only Single offer from
GFDR received and the status of this tender is,
– Based on Finance member observation and as per GM
advice, ref was made to Board on 28-05-12 to get the
clearance from all concerned directorates for the scope
and deliverables.
– Board communicated the clearance on 14-03-2013.

• Numerous efforts made by the convener to
finalize the tender could not materialize and is
being Discharged.
Action Plan
• In the light of Safety village sanction and the expertise
available in creating the facilities w.r.t Engineering,
Electrical(General &TRD) and S&T, decision has been taken
by SWR to start the work for these activities.
• The broad based items for rescue, Relief and restoration
shall be included in the mechanical portion of the estimate.
• Consultancy provision is being made in the detailed
estimate with the scope of work excluding engineering
facilities.
• Detailed estimate is likely to be sanctioned by mid June’15
• The recommendations of consultant can be complied by
revising the detailed estimate by suitably incorporating the
specifications on the broad based items included in the
estimate and by using the GMs power to include 20%
additional items in the estimate.
Scope of work for Consultancy
• Review of Existing DM facilities/Systems w.r.t DM Plan of IR and advice
means to comply with DM plan.
• Details of Facilities and equipments required to be provided in the DMI
and Safety village to meet the training requirement of IR in Rescue,
Medical relief and Restoration including its specification, source and
cost etc..
• Various disaster management courses to be run with course content
(Theoretical & Practical) specific to each category of trainees.
• Advice on the best practices being followed by Railways worldwide in
the areas of Rescue, relief and restoration and to suggest ways and
means to implement the same in IR.
• State of Art technology and equipments being used by Railways
worldwide and Training resources to be adopted by IR for Rescue,
Extrication, Medical relief and restoration techniques including virtual
reality models/systems for various scenorios.
• Deep tunnel rescue system including training requirement with details
of spec, source and cost.
• Training on deep water rescue, extrication
• Resource and training requirement to handle fires in trains.

• Track length of about 2Km with two lines of 600 mts
each including box culvert type Tunnel-100 mts and
Bridge-50 mts.
• Training & Admin Block, Seminar hall cum Auditorium,
store area etc- 1600 Sqm
• Quarters- Type V-1, IV-4, III-4 & II-6
• 110 Bed Hostel with Kitchen and Dining -220 Sqm
• Sports and recreation facilities –Badminton, Tennis,
Basketball and Volley ball etc
• Landscaping and approach road & roads inside the
facilities

Requisite power supply ,electrical fittings and appliances for
the above facilities.

Provision of dummy OHE with released material on one track
of 600 mts to create an OHE environment for demonstrating
restoration under wire.
S&T
Provision of telecommunication and internet connection for all
the above facilities.
Provision of working signaling arrangement for a sample B-
class two line station with released materials including data
logger.
