However, the difference in ICT use across the region is so wide that it almost creates a digital divide with the Gulf Cooperation Council (GCC) countries on one side and the rest of the MENA countries standing on the other side of the divide.
Therefore, despite making significant progress towards becoming a knowledge-based economy, a lot needs to be done for expanding broadband capacity and spreading ICT usage in non-GCC Arab nations to create a true Arab Knowledge Economy.

Accelerating Digital Job Creation in Africa
Rwanda has seen significant growth in its digital landscape and economy in recent years. Mobile phone and internet penetration have reached about 70% and 28% respectively, and the country aims to provide 4G LTE coverage to 95% of Rwandans by 2017. ICT growth in Rwanda has been around 25% while overall economic growth has been about 7%. Africa as a whole has also greatly expanded its digital capabilities, with mobile subscribers doubling from 2010 to 2015, and internet bandwidth growing 30-fold from 2008 to 2016. If the digital economy is fully leveraged, the World Economic Forum estimates it could create 150 million new jobs for African youth.

From Natural Language to Structured Solr Queries using LLMs
This talk draws on experimentation to enable AI applications with Solr. One important use case is to use AI for better accessibility and discoverability of the data: while User eXperience techniques, lexical search improvements, and data harmonization can take organizations to a good level of accessibility, a structural (or “cognitive” gap) remains between the data user needs and the data producer constraints.
That is where AI – and most importantly, Natural Language Processing and Large Language Model techniques – could make a difference. This natural language, conversational engine could facilitate access and usage of the data leveraging the semantics of any data source.
The objective of the presentation is to propose a technical approach and a way forward to achieve this goal.
The key concept is to enable users to express their search queries in natural language, which the LLM then enriches, interprets, and translates into structured queries based on the Solr index’s metadata.
This approach leverages the LLM’s ability to understand the nuances of natural language and the structure of documents within Apache Solr.
The LLM acts as an intermediary agent, offering a transparent experience to users automatically and potentially uncovering relevant documents that conventional search methods might overlook. The presentation will include the results of this experimental work, lessons learned, best practices, and the scope of future work that should improve the approach and make it production-ready.

The Connecting Africa Through Broad- band report from the Broadband Commission states that nearly 1.1 billion new users would need to be connected and just over $100 billion would have to be mobilized. Much of this money would go towards imple- mentation costs such as infrastruc- ture and network management. Results of Meeting the Targets If the internet penetration rate in Africa reaches 75%, it has been predicted that the creation of 44 million jobs is possible.
