• The “Smart Economy”: dependent on
  Ireland being a test bed for digital media.

• The government has spent large sums of
  money to build a “test bed” for digital R&D
• This is an infrastructure that mirrors
  development of digital media networks in
  the rest of the world.
• It is an open testing environment, run by
  the government and accessible to everyone
  (with a plan)
